Position Summary: Ensures the effective delivery of the full range of housing assistance programs and related services in areas of the state. The distinguishing characteristic between the Regional Manager I and II positions is the combination of supervisory span of control of subordinate supervisors and number of assisted households within the region. This position supports other housing operations offices throughout the state by the direct supervision of roaming staff and other statewide support personnel. This position’s assigned work travel locations may take place at any of these designated locations: Anchorage, Fairbanks, Juneau, Nome, Ketchikan, Bethel, Valdez, Kodiak, Cordova, Wasilla, Seward, Homer, Soldotna, Sitka, Wrangell.

OVERVIEW
Provides management support to the Director of Housing Operations and other regional managers, and supervises the day-to-day activities of staff responsible for intake, property management and the voucher programs. Distinguishing characteristics of the position is management support to housing operations through the supervision and direction of statewide support staff, to include but not limited to verification technicians, traveling property and program managers, data entry technicians. The position ensures the close coordination with other operations sites, assistance with coverage for other regions, on boarding assistance, and Jumpstart staff on case management and hardship issues. Ensures that the administrative work flow is cohesive, effective, and continuous, arranging for, or standing in when needed, in the event of short-term absences of regional staff. Ensures that program management meets all federal, state, and agency regulations, policies and procedures.
SUPERVISION RECEIVED AND EXERCISED: Exempt, supervisory position.
EXAMPLES OF DUTIES
Directs the day to day activities of the position’s assigned geographic locations. Advises other supervisory personnel on program and personnel matters. Reviews and recommends major decisions resulting in substantial potential liability or expense to AHFC.
Directly responsible for oversight of centralized client intake staff, statewide property and program mangers and team of data entry specialists. Administration of the voucher program and other housing programs as assigned. Ensures that Supervisors properly exercise their direct responsibilities for the management and maintenance of the public and assisted housing portfolio.
Provides supervision and direction to subordinate supervisors; interviews, recommends for hire, orients, and trains new subordinates or subordinate supervisors responsible for oversight and delivery of housing assistance programs and services.
In cooperation with subordinate supervisors, establishes performance standards and priorities. Ensures compliance with agency-wide performance standards for the voucher program (SEMAP) and public housing (PHAS), or other comparable agency standards.
Makes work assignments for supervisors to accomplish personally or through supervision of others. Prepares personnel evaluations and recommends promotions, commendations, dismissals and disciplinary actions as necessary. Ensures adequate staff coverage during absences of all personnel.
Performs supervisory National Standards for the Physical Inspection of Real Estate NSPIRE inspections to ensure quality control on a periodic and random basis. Reviews and analyzes monthly property management reports, voucher utilization reports and budget reports to ensure program compliance. Monitors rent collections and on-site accounting procedures for accuracy and security.
Coordinates activities with the capital planning and redevelopment staff.
Provides technical assistance in the preparation of eviction notices and other adverse actions recommended by a property manager against a tenant. Reviews and approves all adverse actions taken against a voucher participant unless otherwise delegated to the subordinate supervisor.
Informs tenants or participants of decisions and the reasons thereof. Conducts informal hearings and intake reviews as needed. Refers unusual and precedent setting cases to the Director of Housing Operations.
Provides regular feedback to the Director of Housing Operations, on matters pertaining to administration, policy and procedures, budget control, quality control and other matters as required.
Reviews budgets and monitors spending in conformity with department and AHFC guidelines. Assists the Director of Housing Operations in the preparation of the departmental budgets. Establishes and oversees procedures for maintenance of all records and files according to departmental policy.
Prepares draft internal audit responses and addresses identified audit issues with subordinates.
Establishes and maintains effective working relationships with landlords, government entities, tribal and social agencies within the area. Represents AHFC in the community and attends appropriate community activities and meetings. Represents the department in community relations activities; serves on community committees and task forces when assigned. Attends trade association meetings, conferences and seminars to expand and maintain professional skills.
Periodically conducts research to obtain a working knowledge of the private rental market. Develops special reports and memoranda, such as responses to Internal Audit reports.
Ensures compliance with a variety of Federal and state regulations, including civil and disability rights, fair housing, procurement and privacy laws.
May be required to drive AHFC vehicle for purposes of conducting normal duties and/or may take vehicle home at night at the convenience of AHFC.
Travel will be required by ferry, automobile, and commercial aircraft in accordance with corporate travel policy.
Extended stay may be required, up to two weeks at a time, in communities that support housing programs and in accordance with corporate travel policy. The Regional Manager I position could expect to be in travel status up to 30% of the year.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of: Effective oral and written communication techniques; effective human relations; management and supervisory techniques; office practices and procedures; budget preparation and monitoring principles and practices; property management or demonstrated knowledge of assisted housing programs is desirable.
Skills and Abilities:
Skills in: Use of computer systems with preferred knowledge of Microsoft Word, Yardi, Excel and PowerPoint; leadership and teamwork.
Abilities to: Train subordinate staff on their respective duties; perform an annual re-certification of income for assisted households; interpret and apply federal, state and agency regulations, policies and procedures; manage priorities and multiple projects within deadlines; prepare clear, concise and accurate reports; ability to work independently including the ability to stand in for subordinate supervisors during a temporary absence.
MINIMUM QUALIFICATIONS:
Bachelor’s degree from an accredited college with emphasis in business administration, public administration, social work or closely related field; and a minimum of five years’ experience in property management, office management or social services with at least three years in a supervisory capacity to include hiring, evaluations, disciplinary actions, and coaching. Must hold or be able to obtain NSPIRE certificate within 2 months.
Additional work experience may be substituted on a year for year basis for the required education.
Must hold a valid Alaska driver's license and show proof of a good driving record when requested.
