Located in Largo in the heart of Prince George’s County, our state-of-the-art regional medical center (University of Maryland Capital Region Medical Center) will provide improved access to primary and ambulatory care services and serve as a tertiary care center for critically ill patients. In addition, our new space will allow us to expand our offerings as a community partner to help improve the health status of Prince George’s County residents.
We are looking for an experienced part-time Grants Administrator to join our team!
POSITION SUMMARY
Under the general direction of the Director of Emergency Services, the Grant Administrator is responsible for providing financial and administrative advice and support in areas such as project development, implementation and monitoring as applied to a wide-variety of projects and externally funded programs (grant programs) throughout the life-cycle of projects at UM Capital Region Health (UMCAP). Also responsible for the preparation of project approval documents as well as all project related legal documents and to review financial reports and invoices to determine appropriate amounts of payments. In addition, the Grant Administrator plays a coordination role for projects/programs travel-related activities. In the conduct of his/her responsibilities, the Grant Administrator must complete the work in accordance with grant award standards, policies and procedures and ensure the effective and efficient stewardship of resources.
Primary Responsibilities:
1. Grant program design, implementation and approval. • Participates in the program design and implementation phase and provides advice to program staff on the administrative and financial structure of the grant as well as city/state clearance and institutional risk requirements. • Prepares project approval documents for review by the Director and approval by the Grant Program Manager. • Ensures that all administrative and financial aspects of the grants properly addresses any identified institutional risks and in alignment with grant program policies and procedures to allow for appropriate stewardship of program resources. • Advises responsible leadership on new or updated policies and procedures and ensures they are taken into consideration when designing and implementing programs; • Guides responsible leaders and program advocates on budget preparation and formatting.• Reviews proposed budgets to ensure conformity with grant program policies and procedures; • Prepares program approval documents and performs the initial review of program elements provided by the responsible program managers; • Facilitates program approval documents through the acceptance and signature process; • Maintains and updates accurate administrative and financial project data in the grants and projects
2. Project administration and monitoring: • Prepares all legal documents (and subsequent amendments, if applicable) related to the grant and also monitors and conducts administrative follow-up of projects to identify issues and recommend solutions in order to ensure on-going grant compliance and risk management • Prepares program legal documents (Memorandum of Grant Conditions, Research Support Grant Agreements, Research-Related Grant Agreements, Research Awards contracts, awardees employment contracts, service contracts and travel grant notifications) for review and signature by the Grant Program Manager. • Ensures that the grant management principles and financial accountability regime applicable to the recipients, awardees, contractors or travel participants are clearly integrated in all legal documents; • Collaborates with the Grant Program Manager on project closures and reviews completed activities to confirm the receipt of all deliverables and accurately records all financial transactions.
3. Grant program financial administration, monitoring and review: • Reviews financial reports or invoices for completeness and analyzes them to determine the appropriate payment amounts. • Reviews incoming invoices related to project activities, ensures satisfactory delivery of goods or services and obtains proper approvals of payments; • Manages and monitors purchase orders and deliverables emanating from signed legal documents, including follow-up with grant program staff to review outstanding deliverables, follow-up with recipients or contractors to receive financial and/or technical reports; • Processes payment requests in a timely manner to ensure that there are no unnecessary delays and that program expenditure targets are met; • Maintains accurate payment milestones information on the grants to allow for adequate financial forecasting of expenditures; • Provides support in the management and monitoring of grants and programs and monitors the overall program budget including recommending innovative approaches to appropriately track and manage these budgets.
Work Experience
Experience:
Must have at least one year of relevant work experience in grants and grant processes; 3-5 years experience preferred.
Education:
Bachelor’s Degree in Business Administration or Health Care Administration or related field is required.
Master’s Degree in Business Administration, Health Care Administration or related field is preferred along with completed course work/program and/or certification in Grant Management.
Required Certification:
Basic Life Support – Health Care Provider (BLS-HCP) Certification through the American Heart Association required.
Must be proficient in Microsoft Word, Excel and Powerpoint
Must have basic knowledge and working experience with Medical Terminology
