The City of Moraine is now accepting applications for a lateral entry police sergeant position. This position will be a first-line supervisor initially assigned to patrol supervision functions.
The shift sergeant acts as the watch commander and is responsible for the direction and supervision of police personnel. Additional special assignments and functions may be assigned based on experience and training.
Selection Procedure
Applications received will be reviewed for accuracy, completeness and job-related qualifications. A limited number of persons whose applications clearly demonstrate they most closely meet the qualifications will be invited to participate in the selection process, which may be any combination of written, oral, and/or performance exams.

Three years total law enforcement experience as an OPOTA certified Peace Officer.
- Experience in a similar sized agency (or larger) with similar complex case load and volume of activity preferred.
- Active sworn peace officer status and be current with all CPT and continuing education requirements.

Considerable knowledge of current law enforcement, crime prevention, patrol operations, investigative and supervision practices and techniques.
- o Leadership training and supervision experience preferred.
- Considerable knowledge of the Ohio Revised Code.
- Valid Ohio operator’s license.

Must be able to pass a police background check and security clearance including polygraphs, psych, physical and drug screen.

Summary and Purpose
The Police Sergeant is a sworn public safety position who is responsible for public safety work in the protection of life and property through the timely and accurate decisions based on enforcement of laws and ordinances. Direct supervision over police officers and other staff as assigned and may have general supervision of subordinate employees, in situational specific circumstances. Work is performed under the general direction of the Police Deputy Chief.

Requirements and Qualifications
High school diploma or equivalent.
Knowledge and compliance with of all divisional rules, regulations, PPM and Union Contract. All candidates must be willing to submit to random drug screenings.
Completion of the Ohio Peace Officer Training Academy
Minimum of three (3) years’ work experience as a fully commissioned police officer; or equivalent combination of education and experience.
Ability to perform a variety of routine and complex public safety work in the performance and administration of police patrol, investigation, traffic regulation, and related law enforcement activities.
Considerable knowledge of modern law enforcement principles, procedures, techniques, and equipment.
Carries out duties in conformance with Federal, State, County, and City laws and ordinances;
Considerable knowledge of applicable laws, ordinances, and department rules and regulations.
Ability to carry out orders with precision and speed.
Ability to make decisions quickly and accurately.
Ability to learn and apply public safety regulations and procedures.
Skill in operation of: police cars, police radios, speed measuring devices including radar, laser equipment, handgun and other weapons as required, ASP, handcuffs, OVI breath analysis equipment, cellular phone, first aid equipment, computers, law enforcement specific and general business software packages and other related technology and equipment as required.
Ability to establish and maintain effective working relationships with subordinates, peers and supervisors.
Ability to deal effectively with the public.

Maintain good physical condition. This position works both indoors and outdoors in various weather conditions including extreme heat and cold, with the possibility of working near moving mechanical parts, explosives, fumes, airborne particles, toxic or caustic chemicals, vibration or in high, precarious places. The employee must be able to sit, stand, walk, reach, climb, balance, stop, kneel, crouch, crawl, talk, hear, taste, smell and have dexterity in hands and fingers to handle and/or operate objects controls or tools listed above (if applicable). The employee may occasionally be required to lift and/or move items weighing less than 100 pounds.
Specific vision abilities required of this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Corrective lenses may be worn to aid in specific vision requirements.
Requires normal hearing abilities.
Possess a valid Ohio Driver's License without record of suspension or revocation from any state.
Must be of good moral character, with no disqualifying criminal history.
Duties and Responsibilities
1. Supervises police officers and other assigned staff.
2. Supervises the scheduling and coordinating of shift changes.
3. Reviews a variety of police related reports.
4. Evaluates officers' arrests based on circumstances and evidence to determine whether subject will be detained or placed in jail.
5. Makes day to day police assignments as required.
6. Makes plans about individual tactical matters such as equipment to be used for particular operations or the detailed plans needed for an investigation.
7. Develops new approaches to investigate problems.
8. Advises supervisors on deployment of personnel during emergency responses.
9. Maintains contact with all police personnel to coordinate investigation activities, provides mutual aid during emergency situations and provide general information about Department activities.
10. Maintains contact with general public, court officials, and other City officials in the performance of police activities, as assigned.
11. Conducts periodic performance evaluations and planning sessions for assigned personnel. Counsels assigned personnel on job performance and disciplinary matters.
12. Coordinates and supervises the training, assignment, development of subordinate police officers.
13. Checks and approves any communication being sent to other police departments, by any means, originated by officers or other employees of his relief, except routine driver's license and registration checks of Ohio persons directed to LEADS by radio and telephone to local departments.
14. Approves all media releases.
15. Personally participates in investigating criminal law violations occurring within the City limits, obtaining evidences and compiling information regarding these crimes, preparing cases for filing of charges, testifying in court, and related activities.
16. Uniformed sergeants are assigned to a shift in the performance of security patrols, traffic control, investigation and first aid at accidents, detection, investigation and arrest of persons involved in crimes or misconduct. A plain clothes sergeant may also be assigned to the Special Assignments Section to act in the capacity of an investigator and supervisor.
17. Responds to emergency radio calls and investigates accidents, robberies, civil disturbances, domestic disputes, fights, drunkenness, missing children, prowlers, abuse of drugs, etc. Takes appropriate law enforcement action.
18. Maintains normal availability by radio or telephone for consultation on major emergencies or precedent.
19. Carries out duties in conformance with Federal, State, County, and City laws and ordinances.
20. Patrols City streets, parks, commercial and residential areas to preserve the peace and enforce the law, control vehicular traffic, prevent or detect and investigate misconduct involving misdemeanors, felonies and other law violations.
21. Interrogates suspects, witnesses and drivers; preserves evidence; arrests violators; investigates and renders assistance at vehicular accidents; request medics or other fire apparatus and other law enforcement vehicles as needed; takes measurements and diagrams scene; conducts follow up investigations of crimes committed during assigned shift; seeks out and questions victim, witnesses and suspects; develops leads and tips; searches crime scenes for clues; analyzes and evaluates evidence; arrests offenders; prepares cases for giving testimony and testifies in court proceedings.
22. Prepares a variety of reports and records including reports of investigations, field interrogation reports, alcohol reports, influence reports, DataMaster check list, bad check forms, vehicle impoundment forms, traffic hazard reports, etc.
23. Assists citizens with locked or stalled vehicles, crime prevention, drug resistance, crime prevention, traffic safety, etc.
24. Coordinates activities with supervisors or other City departments, exchanges information with officers in other law enforcement agencies, and obtains advice from the City Attorney, Court Administrator, and Municipal Prosecutor's Office regarding cases, policies and procedures.
