This position is to complete construction of scheduled Landside and Airside Capital Improvement Projects (CIP) and Emergency contracts in compliance with federal regulations. Airside projects typically occur within the Airport’s secure airfield perimeter and may involve other airfield work sponsored by other entities (FAA, utility companies, etc.) that requires operational coordination. This position reports to the Engineering Manager II and up through to the Assistant Director of Planning and Engineering.
Essential Functions and Responsibilities:
Landside
- Manages Landside Airport Construction projects to assure contract compliance and quality assurance.
- Ensures that Landside Construction projects are coordinated to minimize construction impact on Airport/Tenant operations and the traveling public.
- Ensures that Landside Construction Section projects maintain the established construction project budget and construction schedules.
- Provides Design input in terms of project scoping, construction phasing, and constructability of projects in design phase.
- Keeps accurate and complete construction records and files.
- Ensures construction complies with project drawings and specifications:
- Performs inspections.
- Coordinates testing of materials used during construction.
- Reviews Tenant Construction Applications (TCA), if applicable.
- Ensures environmental requirements are met.
- Ensures contractors are compliant with SIDA (Secure Identification Display Area) and FAA regulations.
- Signs/reviews badge applications for consultants and contractors.
Airside
- Keeps accurate and complete construction records and files.
- Maintains daily job log entries, project correspondence files, and shop drawings.
- Prepares Proposed Contract Changes (PCC), Field Orders (FO), Change Orders (CO), and invoices in a timely manner.
- Keeps the FAA updated on contract changes, if needed.
- Procures close documentation.
- Procures as-built drawings from contractors.
- Ensures construction complies with project drawings and specifications.
- Performs daily field inspections.
- Coordinates testing of materials used during construction.
- Reviews Tenant Construction Applications (TCA) if project is on or effects airfield.
- Ensures the design and construction of airfield projects meet the current FAA Advisory Circulars.
- Ensures contractors are following the Construction Safety Phasing Plan (CSPP) and approved airspace determinations.
- Ensures environmental requirements are met, construction dust minimized and debris removed from the airfield.
- Assists with runway & taxiway inspections before re-opened.
- Manages projects to ensure minimal impact of construction projects on airfield operations and the traveling public.
- Coordinates pre-design, design and construction meetings with OPS, Air Traffic Control Tower (ATCT), tenants, Boeing and other departments.
- Coordinates closure of runways and/or taxiways with OPS.
- Coordinates weekly construction meetings.
- Ensures contractors are compliant with SIDA (Secure Identification Display Area) and FAA regulations.
- Reviews/signs badge applications for consultants and contractors.

- Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, irate individuals, disease, or pathogenic substances.
- Physical Requirements: Requires the ability to lift, carry, push and pull objects and materials of moderate weight, twelve (12) to twenty (20) pounds, such as survey equipment. Tasks involve the ability to exert moderate but not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling or crouching in order to perform field inspections.
- Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, and textures associated with job-related objects, materials and tasks, such as assessing structures.
Other Requirements:
- A ten year background investigation will be conducted in accordance with FAA regulations for positions at St. Louis Lambert International Airport.
Qualifications
A Bachelor’s degree in Civil Engineering; plus two years of professional civil engineering experience.
License: Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. City Residence Preference Points
City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
