The ND Department of Health & Human Services is seeking a Director of Internal Audit in Bismarck, ND.

As the Director of Internal Audit, you will build and lead a high performing team dedicated to fostering a culture of transparency, integrity, and continuous improvement across North Dakota's largest state agency. You will lead by aligning agency resources and forming a new team to evaluate areas such as financial management, operations, compliance, and overall performance across all programs.
The Director serves as the Department's main contact for audits and reviews conducted by external agencies. This includes working with the State Auditor's Office, federal agencies, Office of Inspector General (OIG), the Centers for Medicare & Medicaid Services (CMS), the Health Resources and Services Administration (HRSA), the Administration for Children and Families (ACF), and other oversight entities. The Director is responsible for tracking audit findings, ensuring management responses are completed, monitoring corrective actions, and helping HHS programs to make lasting improvements.
To succeed in this position, you must have strong knowledge of auditing principles, internal controls, and regulatory compliance. You are skilled at analyzing complex information, identifying risks, and recommending practical solutions that improve accountability and performance. Strong communication and relationship-building skills are essential, as you will work with executive leaders, program managers, auditors, and regulatory agencies across ND and Federal government. You can lead multiple projects, manage competing priorities, and ensure audit findings and corrective actions are completed on time. Success in this role also requires sound judgment, integrity, and the ability to maintain independence while serving as a trusted advisor committed to continuous improvement and responsible management of public resources.
To be considered for the Director of Internal Audit, you must have:

A master's degree in accounting, finance, business administration, public administration, auditing or a closely related field. The Department is willing to consider a bachelor's degree for the right candidate.

A minimum of seven (7) years of progressively responsible experience in auditing, compliance, program evaluation, governmental auditing, or financial management.

A minimum of five (5) years of leadership or supervisory experience.
- Knowledge of federal and state programs, grants, and regulatory requirements.

Experience conducting assessments and developing audit plans.
Preference will be given to candidates who have the following in addition to the minimum qualifications:
- Professional certification such as:

Certified Internal Auditor (CIA)

Certified Public Accountant (CPA)
-
Certified Fraud Examiner (CFE)
-
Certified Government Auditing Professional (CGAP)
-
Certified Information Systems Auditor (CISA)
-
Experience in health and human services programs, including Medicaid, SNAP, Child Care, Public Health, Developmental Disabilities, Long Term Care, Behavioral Health, or Human Services programs.

Experience working within government or highly regulated environments

This is an onsite position based at the ND State Capitol in Bismarck, ND.
