.NET Developer / Application Specialist
Dexian Government Solutions is seeking a .NET Developer / Application Specialist to support the United States Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, Maryland.
Target Salary: $110,000 – $120,000 annually
About the Position
This position combines hands-on .NET application development with application ownership and sustainment responsibilities in support of USAMRIID's Information Management Division.
The selected developer will support the full application lifecycle, including development, enhancements, testing, production support, technical documentation, change management, and Agile software development activities. The role also includes serving as a Primary or Secondary Application Specialist for assigned systems and working directly with functional stakeholders to ensure applications continue to meet operational and compliance requirements.
Primary Responsibilities
- Develop, modify, and maintain applications built with C#, .NET WebForms, .NET Razor, SQL Server, Visual Studio, and Visual Studio .NET Web Developer Tools.
- Troubleshoot application issues and perform ongoing sustainment activities such as defect correction, system enhancements, unit testing, system testing, version control, and application reengineering.
- Function as a Primary Application Specialist (PAS) or Secondary Application Specialist (SAS) for assigned applications, coordinating requirements, system needs, and operational responsibilities with functional leads.
- Participate throughout the software development lifecycle, from requirements analysis and technical design through development, testing, implementation, and production support.
- Translate business and functional requirements into application designs, data models, process models, database structures, and object-oriented software solutions.
- Coordinate application releases and modifications through established change-control processes and Development, Test, and Production environments.
- Provide application support to end users and assist with training and knowledge transfer when required.
- Develop and maintain technical and project documentation, including system requirements, specifications, project plans, test plans, change records, user documentation, and lessons learned.
- Ensure assigned applications and supporting documentation meet applicable requirements, including AR 25-1, AR 25-2, PII, HIPAA, 21 CFR Part 11, 21 CFR Part 58, and relevant Defense Health Agency directives.
Agile Development Responsibilities
In addition to application development, this position will actively support the team's Agile/Scrum process.
Responsibilities include:
- Lead or facilitate sprint planning, daily stand-ups, backlog refinement, sprint reviews, and retrospectives.
- Develop and refine user stories and acceptance criteria in coordination with the Product Owner.
- Estimate development effort and convert requirements into manageable technical tasks.
- Coordinate sprint scope, priorities, dependencies, and deliverables.
- Maintain development backlog and sprint activity using Azure DevOps.
- Complete required daily time reporting, weekly journal updates, and project or milestone status reporting.
What We're Looking For
Candidates should have:
- Professional software development experience using C#, .NET WebForms and/or .NET Razor, and SQL Server.
- Experience working through the complete software development lifecycle.
- Hands-on experience facilitating Scrum ceremonies within a software development team.
- Working knowledge of Visual Studio, Azure DevOps, and SharePoint Online.
- Ability to organize and manage development assignments independently and consistently meet sprint commitments.
- Strong written and verbal communication skills, particularly when preparing technical documentation or working with government and functional stakeholders.
Requirements Prior to Starting
The following must be active and in place before beginning work on the contract:
- Active NACLC Public Trust
- IAT Level II certification, such as CompTIA Security+ CE
