Intensive Behavioral Health Services, or IBHS, are interventions and supports for a children, youth or young adults under the age of 21 with mental, emotional or behavioral health needs. They can be provided in the home, school or other community setting. IBHS include Individual Services, Applied Behavior Analysis Services, or ABA Services, Group Services, and Evidence-Based Therapy, or EBT, provided through Individual Services, ABA Services or Group Services.
Behavioral Health Technicians (BHT's) provide therapeutic interventions and supports to reduce and manage a child’s, youth’s or young adult’s needs identified in an individual treatment plan (ITP).
Behavior Consultation (BC) Services: BC services include assessment of a child’s, youth’s or young adult’s needs and development of an ITP that includes the interventions that will be used to meet the identified needs. Both the assessment and the ITP are based on discussions with important people in the child’s, youth’s or young adult’s life. BC services also include coordination, consultation with other service providers regarding behavior plans and interventions and discussion with the child’s, youth’s or young adult’s treatment team about the behavioral interventions that should be used and when they should be used. The treatment team includes people who are involved in the child’s, youth’s or young adult’s treatment. BC services can be used to address behaviors in the school, home or any other place where a child, youth or young adult needs behavior supports and to learn strategies to better succeed.
Mobile Therapy (MT) Services: MT services are used to provide therapy to a child, youth, or young adult and family members to work on identified goals for the child, youth or young adult. It is provided in the child’s, youth’s or young adult’s home or other appropriate community setting. MT services include conducting assessments to determine a child’s, youth’s or young adult needs and developing an ITP that includes the interventions that will be used to meet the identified needs. Both the assessment and the ITP are based on discussions with important people in the child, youth or young adult’s life. MT services can also be used to help a child, youth or young adult process emotional difficulties, trauma and other behavioral health problems.
Behavior Analytic (BA) Services or Behavior Consultation – ABA (BC-ABA) Services: BA services and BC – ABA services include assessment of a child’s, youth’s or young adult’s needs and development of an ITP that includes the interventions that will be used to meet the identified needs. Both the assessment and the ITP are based on discussions with important people in the child’s, youth’s or young adult’s life. BA and BC-ABA services also include overseeing the other services provided to a child, youth or young adult and consultation with the child’s, youth’s or young adult’s treatment team. BA services and BC-ABA services can be used to address behaviors in the school, home, or any other place where a child, youth or young adult needs ABA services to succeed.
Behavioral Health Technician Requirements:
1. Certification as a Board-certified assistant behavior analyst certification (BCaBA) which is an undergraduate-level certification by the Behavior Analyst Certification Board, or
2. Certification as a registered behavior technician certification (RBT) which is a certification by the Behavior Analyst Certification Board, or
3. Certification as a Board-certified autism technician (BCAT) which is a certification by the Behavioral Intervention Certification Council, or
4. Have a behavior analysis certification from an organization that is accredited by the National Commission for Certifying Agencies or the American National Standards Institute, or
5. Have a high school diploma or the equivalent of a high school diploma and have completed a 40-hour training covering the RBT (Registered behavior technician) Task List as evidenced by a certification that includes the name of the responsible trainer, who is certified as a BCBA (Board-certified behavior analyst) or BCaBA (Board-certified assistant behavior analyst), or
6. Have a minimum of 2 years of experience in the provision of ABA services and a minimum of 40 hours of training related to ABA approved by DHS or provided by a continuing education provider approved by the Behavior Analyst Certification Board.
Behavior Consultant ABA Requirements:
1. Licensed in Pennsylvania as a psychologist, professional counselor, marriage and family therapist, clinical social worker, social worker, behavior specialist, certified registered nurse practitioner or a professional with a scope of practice that includes overseeing the provision of ABA services and have one of the following:
a. Certification as a BCaBA or other undergraduate-level certification in behavior analysis that is accredited by the National Commission for Certifying Agencies or the American National Standards Institute; or
b. Minimum of 1 year of full-time experience providing ABA services and a minimum of 12 credits in ABA from a college/university accredited by an agency recognized by the United States Department of Education or the Council for Higher Education Accreditation or have an equivalent degree from a foreign college or university that has been evaluated by the Association of International Credential Evaluators, Inc. or the National Association of Credential Evaluation Services; or
c. Minimum of 1 year of full-time experience providing ABA services under the supervision of a professional with a certification as a BCBA or other graduate-level certification in behavior analysis that is accredited by the National Commission for Certifying Agencies or the American National Standards Institute and a minimum of 40 hours of training related to ABA approved by DHS or provided by a continuing education provider approved by the Behavior Analyst Certification Board; or
2. Licensed in Pennsylvania as a psychologist and have a minimum of 1 year of full-time experience providing ABA services and a minimum of 40 hours of training related to ABA approved by DHS or provided by a continuing education provider approved by the Behavior Analyst Certification Board.
Behavior Consultant Requirements:
1. Licensed in Pennsylvania as a behavior specialist; or
2. Certification as a BCBA or other graduate-level certification in behavior analysis that is accredited by the National Commission for Certifying Agencies or the American National Standards Institute; or
3. Graduate degree in ABA from a college/university accredited by an agency recognized by the United States Department of Education or the Council for Higher Education Accreditation or have an equivalent degree from a foreign college or university that has been evaluated by the Association of International Credential Evaluators, Inc. or the National Association of Credential Evaluation Services. DHS will accept a general equivalency report from the listed evaluator agencies to verify a foreign degree or its equivalency; or
4. Minimum of 1 year of full-time experience in providing mental health direct services to children, youth or young adults and a graduate degree in psychology, social work, education or counseling from a Department of Education or the Council for Higher Education Accreditation or have an equivalent degree from a foreign college or university that has been evaluated by the Association of International Credential Evaluators, Inc. or the National Association of Credential Evaluation Services. DHS will accept a general equivalency report from the listed evaluator agencies to verify a foreign degree or its equivalency; or
5. Completed a clinical or mental health direct service practicum and have a graduate degree in psychology, social work, education, counseling or a related field from a Department of Education or the Council for Higher Education Accreditation or have an equivalent degree from a foreign college or university that has been evaluated by the Association of International Credential Evaluators, Inc. or the National Association of Credential Evaluation Services. DHS will accept a general equivalency report from the listed evaluator agencies to verify a foreign degree or its equivalency.
Mobile Therapist Requirements
1. Licensed in Pennsylvania as a social worker or a behavior specialist and have a graduate degree that required a clinical or mental health direct service practicum from a college/university accredited by an agency recognized by the United States Department of Education or the Council for Higher Education Accreditation or have an equivalent degree from a foreign college or university that has been evaluated by the Association of International Credential Evaluators, Inc. or the National Association of Credential Evaluation Services. DHS will accept a general equivalency report from the listed evaluator agencies to verify a foreign degree or its equivalency; or
2. Minimum of 1 year of full-time experience in providing mental health direct services to children, youth or young adults and a graduate degree with at least nine credits specific to clinical practice in psychology, social work or counseling from a Department of Education or the Council for Higher Education Accreditation or have an equivalent degree from a foreign college or university that has been evaluated by the Association of International Credential Evaluators, Inc. or the National Association of Credential Evaluation Services. DHS will accept a general equivalency report from the listed evaluator agencies to verify a foreign degree or its equivalency; or
3. Completed a clinical or mental health direct service practicum and have a graduate degree with at least nine credits specific to clinical practice in psychology, social work, education, counseling or a related field from a Department of Education or the Council for Higher Education Accreditation or have an equivalent degree from a foreign college or university that has been evaluated by the Association of International Credential Evaluators, Inc. or the National Association of Credential Evaluation Services. DHS will accept a general equivalency report from the listed evaluator agencies to verify a foreign degree or its equivalency.
