Technical Project Manager / Enterprise Architect

Location: Hybrid - New Carrollton, MD (Lanham) with remote flexibility

Position Type: Full-Time

Reports To: Sr. Program Consultant / Executive Leadership

Note: This position is contingent upon contract award. Anticipated award date is end of July 2026.

About the Role

The C.A.S.E. Engineering Group is an Information Technology (IT) engineering firm that specializes in providing cybersecurity advisory services, modernizing IT architectures, developing and implementing IT strategic plans, and designing and engineering innovative systems, software, and applications. C.A.S.E. stands for Cybersecurity, Architecture, Strategy, and Engineering, which reflects both our core expertise and our belief that developing innovative solutions in unique environments requires a balanced approach. While C.A.S.E. tailors its solutions on a case-by-case basis to address the specific challenges organizations face, it also leverages industry best practices to ensure efficiency, security, and long-term success.

This position is the central leadership role on a mission-critical federal tax processing program, where our team sustains, enhances, and modernizes the systems that process the nation’s master file data. We are seeking a Technical Project Manager who blends hands-on technical depth with proven project management discipline—someone who can own contract execution, manage risk, drive agile delivery, and serve as the primary point of contact for federal stakeholders. We seek professionals who are not only technically proficient but also adaptable, analytical, and dedicated to excellence—ensuring that we to provide our clients with the best expertise available.

Position Overview

The Technical Project Manager (TPM) serves as the central leader responsible for contract execution, risk management, agile implementation, and performance tracking across the program. The TPM oversees daily operations, ensures deliverable quality, and facilitates seamless coordination between the team and federal stakeholders. This role requires a strong blend of technical and managerial expertise, including a working knowledge of the software development life cycle, database development, and emerging technologies, alongside a proven record of delivering software projects on time and within budget.

This is a full-time, hybrid role requiring availability during normal business hours, with occasional night and weekend work as needed based on project demands. Personnel must have reasonable access to the government site in Lanham, MD and be able to travel there within two hours’ notice. The Technical Project Manager works closely with executive leadership, the Lead Software Engineer, development, testing, and operations teams, and serves as the primary point of contact for the Contracting Officer’s Representative (COR) and the customer’s project management office.

Key Responsibilities

Serve as the central leader for contract execution, risk management, agile implementation, and performance tracking
Act as the primary point of contact for the Contracting Officer’s Representative (COR) and the customer’s project management office
Provide regular status reports tracking milestones, progress, risks, and challenges
Oversee development, testing, and maintenance activities to ensure all deliverables meet quality standards and are delivered on time and defect-free
Oversee ServiceNow (IRWORKS) ticket resolution, ensuring Service Level Agreements (SLAs) are met and providing final approval before deployment
Coordinate Unified Work Request (UWR) scope, prioritization, and execution with stakeholders and the Lead Software Engineer
Manage the project schedule, documentation, meeting minutes, reports, and program updates
Oversee contractor onboarding, security requirements, background-check coordination, training, access approvals, and Government Furnished Equipment (GFE)
Identify opportunities for system optimization and continuous improvement in partnership with the development team
Mentor and lead cross-functional development teams to enhance efficiency and innovation
Adhere to the IRS Enterprise Life Cycle (ELC) project management methodology and applicable IRM software standards and secure coding best practices

Qualifications

Education & Certification:

PMP (Project Management Professional) certification required
Bachelor’s degree in Computer Science, Information Technology, or a related field preferred (or equivalent experience)

Experience:

At least 5 years of software programming experience, including proficiency in database development and management
Expertise in IT Development, the IT Development Life Cycle, and Project Management
Proven track record of delivering software projects on time and within budget

Technical Expertise:

Advanced knowledge of software development life cycles (SDLC)
Hands-on experience with programming languages (e.g., Python, Java, or C#)
Expertise in database design, development, and optimization (e.g., SQL, NoSQL, Oracle, MongoDB)
Working knowledge of emerging technologies, including cloud computing, and application security mitigation strategies

Project Management Expertise:

Proficiency with project management tools (e.g., Jira, MS Project, Trello)
Strong understanding of agile methodologies (Scrum, Kanban)
Experience with the IRS Enterprise Life Cycle (ELC) methodology and IRM software standards is highly desirable

Additional Skills:

Effective at collaborating with stakeholders to align business goals with technical deliverables
Skilled in mentoring development teams to enhance efficiency and innovation
Excellent written and verbal communication, including briefing senior leadership and federal stakeholders
Strong problem-solving, risk management, and decision-making skills with attention to detail
Adaptability in a fast-paced, evolving work environment with shifting priorities

Clearance:

Must be able to obtain and maintain an IRS Minimum Background Investigation (MBI); U.S. work authorization required
