This position will be based out of the Brainerd, MN central office campus and is subject to the return to office requiring 50% of the incumbent’s time to be spent in the office.
The incumbent serves as a technical resource for DHS divisions, MNsure, counties, tribes, and Health Care Consumer Support teams identifying potential system defects, implementing approved solutions, escalating complex issues, and proactively leveraging system-generated and ad-hoc reports to identify and resolve emerging consumer concerns before they affect service delivery. The purpose of this position is to act as an expert contact to resolve MHCP system problems to ensure that MHCP applicants and recipients receive accurate eligibility determinations, benefits, and service delivery while maintaining precise premium and billing activities whenever system problems or processing discrepancies are identified.

Three (3) years of health care eligibility and system experience demonstrating the following:
- Knowledge of health care systems: Minnesota Eligibility Technology System (METS), Medicaid Management Information System (MMIS) including financial technology, and MAXIS.

Experience interpreting/applying state and federal regulations governing Medicaid, MinnesotaCare, MNsure and/or Qualified Health Plans and policies, application processes, eligibility criteria and enrollment operations.

Ability to analyze data to detect discrepancies and implement solutions.
- Experience with system procedure manuals (such as ONEsource, MMIS user manual, etc)
*** Bachelor’s degree or higher in health care administration, business administration or related field may substitute for one (1) year of experience***

Demonstrated ability to communicate clearly in both writing and speaking, with the capacity to explain basic technical or system information in a straightforward, user-friendly manner for non-technical customers.

Demonstrated customer service skills, with the ability to communicate clearly and professionally in person, over the phone, and in writing.
