Housing and supportive services are integrated into a broad-based approach that addresses the most basic needs of each individual (food, shelter, clothing) while allowing them to safely adjust to living in the community and gradually build a more independent life.
The organization’s services are provided under the following operating companies:
· SERV Centers of New Jersey, Inc. provides services for adults with mental illness. SERV maintains four regional offices in New Jersey, which oversee 44 group homes, 82 apartments, 17 family care sites, two adult partial-care programs, and a community mental health center.
· SERV Achievement Centers, Inc. focuses on allowing and supporting individuals with developmental disabilities to successfully remain in the community. SERV Achieve maintains one primary office in Mercer County and oversees 22 group homes, and 24 supervised apartments.
· SERV Foundation, Inc. works to raise money to support the programs and services that the service organizations provide and to increase awareness in the communities where SBHS operates.
· SERV Properties and Management, Inc. specializes in the planning, development and management of housing for special populations ranging from building affordable housing for seniors to managing residences for disabled youth and adults living in the community.
· SERV Connect, Inc. funded by the NJ Department of Children and Family Services, the program provides I/DD services to youth ages 12-21 in a group home setting.

THE POSITION
As SERV continues to grow its programs, the Chief Financial Officer (CFO) is tasked with serving as a creative partner and resource to the executive team and Board.
Reporting directly to the President and CEO, the CFO is responsible for all aspects of the financial planning and accounting practices of SERV Behavioral Health System Inc. and all its affiliated companies. In addition to being a driver of the organization’s dynamic corporate culture of excellence and growth, the CFO’s role includes but is not limited to overseeing accounting and financial reporting, regulatory compliance, budgeting, revenue cycle, financial analysis and audit activities. The role encompasses all financial responsibilities for eleven operating companies, including ten non-profit 501c (3) entities.
The CFO leads the organization’s IT/Business Transformation Services functions, providing the technology infrastructure, policies and procedures to support mission driven clinical work.
Reporting directly to the CFO will be the Controller, Senior Vice President of Access and Continuum of Care, Senior Vice President of IT and Business Transformation Services, and the Director of Financial Reporting & Analysis. The Finance team is a department of 31 members.
Responsibilities
- Leads a team to build and manage effective and streamlined financial systems;
- Develops, coaches and manages direct reports in finance, revenue cycle and IT/business transformation services; guides larger multi-disciplinary teams as needed;
- Oversees long-term budgetary planning and cost management in alignment with the strategic plan; provides strategic recommendations based on financial analysis and projections, cost identification and allocation, and revenue/expense analysis;
- Creates dashboards and other tools to clearly articulate SBHS’s financial position and goals to stakeholders; serves as a financial mentor, helping others better understand how to use and interpret financial tools/reports;
- Applies strategic finance acumen and an entrepreneurial focus to recommend new business and financial opportunities to grow revenue, expand programs and reduce expenses;
- Coordinates the preparation and review of the annual agency budget; oversees implementation of budgets to monitor progress and present operational metrics;
- Ensures that finance staff maintains financial record systems in accordance with Generally Accepted Accounting Principles;
- Ensures timely preparation and approval of all financial reporting materials and metrics for boards of directors; prepares monthly and annual financial statements;
- Manages cash flow and forecasting; directs all financial, project-based, and departmental accounting;
- Maintains effective internal controls to safeguard company assets; regularly reviews internal controls and recommends modifications as warranted;
- Provides high-level oversight to Revenue Cycle Management, including billing, compliance, denial management and cash collection; oversees Access to Care process including admissions, utilization review and relationships with referring service providers;
- Provides financial and budgeting insights and analysis to the CEO and the Board Finance Committee; engages the Finance Committee around issues, trends, and changes to the operating model and service delivery;
- Participates in and provides support to the board Investment Committee;
- Leads the 401k committee and serves as plan fiduciary;
- Coordinates interactions with third party insurance companies and Managed Care Organizations;
- Manages relationships with financial institution business partners;
- Works closely with outside auditors to ensure the timely completion and accuracy of audits.
- Ensures that all appropriate tax filings and supplemental audit financials, including Federal A133 and IRS 990s, are submitted on a timely basis.
- Leads and coordinates all external audit responses scheduled by funders; prepares responses to findings and implements recommendations;
- Facilitates compliance with requirements of Federal and State grants;
- Evaluates and oversees employee benefits negotiations, securing the most competitive packages to attract and retain staff;
- Reviews all formal finance and revenue cycle processes, monitoring and recommending improvements to the systems;
- Ensures compliance with data security standards and data privacy regulations;
- Oversees the development and implementation of information technology policies, procedures and best practices to support organizational goals;
- Maintains relationships with vendors, contractors and service providers related to IT infrastructure;
- Other duties as assigned or as necessary to meet departmental or organizational objectives
QUALIFICATIONS & SKILLS
- Demonstrated excellence in managing finance, accounting, budgeting, control, and reporting
- Demonstrated ability to think strategically in seizing opportunities, assessing risks, streamlining systems, and reducing expenses
- Written communications skills including the ability to develop financial and revenue cycle policies and procedures
- Strong verbal communications skills and presentation skills
- Aptitude for building financial scenarios, coordinating compliance audits, and enhancing and implementing financial reporting, processes, tools and control systems
- Strong analytical skills and experience translating a strategic vision into an operational model
- Understanding of the revenue cycle
- Outstanding interpersonal skills and a collaborative and flexible style with a strong service mentality

Required Licenses or Experience
- Bachelor of Science in Accounting, Business Administration or Finance; Master’s Degree or Certified Public Accountant designation
- A minimum of 6 years of prior experience as a CFO in a similarly sized and complex organization and a minimum of 5 years’ experience in healthcare financial management (for-profit or nonprofit)
- Minimum 12-15 years of broad finance experience
- Experience overseeing technology systems
- Experience managing finance (accounting, budgeting, control, reporting and auditing) and revenue cycle for a nonprofit in a fee-for-service environment.
- Nonprofit experience strongly preferred, or for-profit experience with service on a non-profit Board of Directors
- Valid Driver’s License in state of residence and availability for local travel
