Full Job Description

Under the general supervision of the Director of Financial Services or designee, the Housing Assistance Payment (HAP) Specialist is responsible for processing financial transactions related to the disbursement of Housing Choice Voucher Program (HCVP) funds. This position performs routine accounting and data entry functions to ensure accurate and timely payments while maintaining financial records in accordance with Generally Accepted Accounting Principles (GAAP), U.S. Department of Housing and Urban Development (HUD) regulations, and CMHA policies and procedures

Essential Duties and Responsibilities

Processes assigned Housing Choice Voucher Program (HCVP) caseload accurately and timely in accordance with Agency policies, procedures, and applicable federal regulations.
Performs routine data entry and maintenance within the Yardi Voucher System to ensure the accuracy and integrity of financial records.
Audits check run trial balance reports to verify the proper distribution of Housing Assistance Payments (HAP) and Utility Assistance Payments (UAP).
Researches and resolves inquiries related to the distribution of HAP and UAP funds from both internal and external customers.
Maintains accurate records of customer inquiries and prepares weekly inquiry logs for productivity reporting.
Maintains vendor files and ensures financial records are retained in accordance with Agency record retention requirements.
Participates in the daily rotation of opening, sorting, date stamping, and distributing incoming mail.
Provides courteous, professional, and responsive customer service by maintaining accurate accounts and resolving questions and concerns promptly.
Ensures compliance with Agency policies, HUD regulations, and applicable accounting standards.
Maintains the confidentiality of financial and customer information.
Performs other duties as assigned.

Education and/or Experience

High School Diploma or equivalent required.
Associate's degree from an accredited college or university in Accounting, Finance, Business Administration, or a closely related field is strongly preferred.
Minimum of two (2) years of experience in accounting, accounts payable, bookkeeping, or a related financial environment required.
Experience working with government-funded programs or public housing financial systems is preferred.

Skills

Knowledge of basic accounting principles and financial recordkeeping practices.
Proficiency in computerized accounting systems, financial software, and Microsoft Office applications, particularly Excel.
Ability to accurately process large volumes of financial transactions while maintaining a high level of attention to detail.
Ability to analyze financial information, identify discrepancies, and resolve issues in a timely manner.
Ability to interpret and apply Agency policies, procedures, HUD regulations, and accounting guidelines.
Strong organizational, time management, and recordkeeping skills.
Excellent verbal and written communication skills.
Ability to provide professional customer service while interacting effectively with internal and external stakeholders.
Ability to maintain confidentiality and exercise sound judgment when handling sensitive financial information.
Ability to work independently while contributing effectively as a member of a team

Other: Must possess a valid State of Ohio Driver’s License, and insurable under Agency guidelines
