Full Job Description

The Quality Manager is the owner of the Quality Assurance Manual, the ASME “U” stamp program, the National Board “R” stamp, and final quality sign-off on every product that leaves the facility. This is a hands-on role. You will work alongside welding, machining, assembly, engineering and supply chain teams daily, not exclusively from an office. You will be the most technically credentialed person on the manufacturing floor.

Responsibilities

QA Manual and ASME compliance

Own, revise, and distribute the Opus Water Quality Assurance Manual; obtain Authorized Inspector (AI) acceptance before implementing changes; maintain the controlled copy distribution record
Maintain ASME “U” and National Board “R” stamp certifications; control custody of both stamps; register Manufacturer’s Data Reports (MDRs) with the National Board within 30 days of certification
Serve as the primary liaison to the Authorized Inspection Agency; provide AI free access to all shop areas; notify the AI in advance of all inspection hold points
Review and approve all Inspection Short Form Checklists (ISC) before AI presentation; establish hold points before fabrication begins on each job

Inspection and non-conformance

Own quality sign-off from raw material receipt through final pressure test; no product ships without Quality Manager approval
Issue, serialize, track, and close all Nonconformance Reports (NCRs); control Red Rejection and Yellow Hold tags; own all material dispositions — use-as-is, rework, repair, or scrap — in accordance with Code requirements
Monitor the NCR log for adverse quality trends; initiate corrective action; report trends to the Plant Manager

Welding and NDE

Develop and maintain all Weld Procedure Specifications (WPS) and Procedure Qualification Records (PQR) per ASME Section IX; certify all WPS and PQR documents
Supervise and certify all Welder Performance Qualifications (WPQ); maintain 6-month continuity records; assign and revoke welder symbols
Write and maintain Liquid Penetrant NDE procedures per ASME Section V; certify LP examiners including annual vision checks; review and accept all subcontracted NDE procedures and personnel qualifications before work begins

Material control and calibration

Own the Material Identification System (MIS); review, approve, and initial all Material Test Reports (MTRs) at receiving; mark each MTR with the applicable Code Edition before release to production
Own the calibration program for all measuring and test equipment; maintain NIST traceability; calibrate pressure gauges every 6 months and linear measuring devices annually
Approve all subcontracted post-weld heat treatment (PWHT) procedures; review and accept furnace charts before AI submission

Corrective action and supplier quality

Own the full corrective and preventive action (CAPA) lifecycle for all internal non-conformances; target zero repeat non-conformances on verified corrective actions
Initiate supplier Corrective Action Requests (CARs) within 2 business days of a supplier-caused NCR; own 8D response review and verification of effectiveness
Define incoming inspection requirements for all ASME-certified and safety-critical purchased components; approve new suppliers in these categories before purchase orders are issued

Team and training

Lead and develop the QC Inspector, Receiving Inspector, and Calibration Technician; complete performance evaluations on schedule
Deliver quality training to all shop floor roles covering Inspection Short Form Checklist sign-off, NCR reporting, and traveler discipline
Use NCR and quality data to identify the top recurring non-conformance sources each quarter and lead cross-functional initiatives to eliminate them

Qualifications

Required

5+ years of quality management experience in a manufacturing environment
Working knowledge of ASME Section VIII Division 1, Section IX (welding qualification), and Section V (NDE)
Hands-on experience developing and maintaining WPS, PQR, and WPQ documentation
Experience managing NCRs, CAPA processes, and material disposition decisions
Experience administering a calibration program traceable to NIST
Experience preparing for and representing the company in third-party and AI compliance audits
People leadership: developing and holding accountable a quality team

Preferred

AWS Certified Welding Inspector (CWI)
Experience maintaining an ASME “U” stamp or National Board “R” stamp program
Background in custom-engineered or build-to-order manufacturing: pressure vessels, heat exchangers, strainers, or similar
Liquid Penetrant NDE procedure development and examiner certification experience
ERP system experience for documentation and material traceability

Pay: $90,000.00 - $120,000.00 per year
