POSITION TITLE: Recruitment and Training Supervisor

POSITION DESCRIPTION: The Recruitment and Training Supervisor is primarily responsible for implementation of all foster care training responsibilities, including training of resource parents and foster care and UC-LTFC department staff. This position is responsible for overseeing the work of the Recruitment and Retention Specialists, with the primary goal of expanding the source of referrals. This individual will work alongside resource family specialists, resource families, extended family members, community partners, and other people to assist in the resource family and extended family approval process. The position requires that the individual be knowledgeable of and in compliance with the applicable laws and regulations of the resource family approval process and strategies on recruitment of new families.
The individual must have the ability to work effectively with others, manage personnel and program issues as they apply to the position. The Supervisor will also recruit by introducing prospective resource families to the Agency through advertising, phone interviews, social media, and presentations to businesses, clubs, and community organization. This person will work in cohesion with other Supervisors to ensure the approval and reapproval requirements set by Community Care Licensing, ORR, and the agency are fully met, and to maintain open communication with appropriate staff regarding the approval completion status of upcoming resource families.
The goal is to build a cohesive, communicative, knowledgeable group of long-term, dedicated resource families that can provide care and support to youth at any level of care needed. This individual will display understanding of Foster Care Administration, Title XXII and ORR regulations, and ensure compliance with DCFS contracts, Interim Licensing Standards (ILS) and Continuum of Care Reform Provisions. The Individual with have knowledge and experience with the child welfare system and understanding of the impact of trauma on this population.
This position is pending contract award. Although this is not yet an approved position, we are accepting applications for this anticipated need.
REQUIREMENTS & QUALIFICATIONS:
- Bachelor’s degree in a field approved by the State Department of Social Services, Community Care Licensing Regulations with five [5] years of experience working directly with resource parents and a foster family agency.
- Master’s degree preferred, with two [2] years of experience working directly with resource parents and a foster family agency
- Shall have a minimum of 1 year of experience working with unaccompanied minors within ORR
- Bilingual English/Spanish Required
- Hybrid work environment up to Fifty percent of work in office as directed (subject to change at any time based on position demands)
DUTIES AND RESPONSIBILITIES:
All of the responsibilities listed below are considered essential functions of this position. Additionally, this position is expected to ensure adherence to the core operating values and the strategic direction of the agency.
- Develop and upgrade the agency’s staff, pre-certification, and recertification trainings, through ongoing assessment of the Foster Care and UC-LTFC’s program needs; includes working alongside the management of foster care program to ensure that contractual training requirements are met
- Lead all pre-certification and recertification trainings, which involves coordination of training content, locations, times, and other logistical support
- Maintain training content for all the agency’s staff, pre-certification, and recertification trainings
- Ensuring that resource parents can easily access Foster Parent College, in person training events, and online live training events
- Provide weekly supervision to the recruitment and retention specialists, to support existing foster parents; expand referral sources and support them in conducting their community outreach to expand referral sources
- Seek outreach opportunities, plan, schedule, and develop recruitment marketing and community outreach events
- Implement community recruitment strategies to identify and develop in the weekly recruitment team meetings
- As a part of an overall recruitment strategy of resource parents, develop community awareness of the agency; schedule speaking engagements within the community, and give presentations
- Conduct up to 4 community visits per month to seek out additional referral sources
- Present weekly report for a recruitment strategy to upper management foster care and UC-LTFC staff.
- Assist with advertising through appropriate media and continually explore alternative avenues of advertising and recruiting resource parents
- Supervise and support the Recruitment and Retention Specialist in managing the certification process of at least 20 prospective families into Home Study during a fiscal year
- Assure ongoing existence of monthly foster/adoption support group in English/Spanish
- Support the Recruitment and Retention Specialists in completing all clearances, administrative requirements, and training is renewed in a timely manner to support the recertification process of an existing resource family
- Support the Recruitment and Retention Specialist in accurate completion of all required paperwork for recertification and upload into appropriate data platform
- Participate and facilitate orientations and training with prospective resource families; maintain and update training schedules as assigned
- Oversee the preparation for all resource parent training pre-certification modules by keeping the training materials up-to-date and available
- Oversee all resource parent compliance and track resource parents’ progress through training, approval, and post approval
- Assist with the initial screening of prospective applicants and home inspections as needed
- Assure resource families are in the FCSS (Foster Care Search System)/PMIS
- Attend regularly scheduled agency wide meetings and other meetings as required or assigned
- Conduct all functions in accordance with Agency guidelines, policies, and procedures
- Comply with applicable professional licensing or approval requirements and ethics
- Arrange work schedule or required hours to benefit of the program
- Perform any other duties assigned that may be necessary for the best interest of the agency

HEALTH SCREENING REQUIREMENT
All direct staff have proof of immunity to vaccine-preventable diseases transmitted by the respiratory route.
- Varicella 2 doses (at least 4 weeks apart).
- MMR 2 doses (at least 4 weeks apart).
- TDap complete primary vaccination series completed at childhood, 1 TDap dose in adulthood.
- Influenza, 1 dose annually during flu season.

Pay: $74,000.00 - $83,276.00 per year
