We are seeking an experienced Utility Construction Project Manager to take ownership of project execution across a growing portfolio of client projects.
About the Role
This is an independent contractor engagement compensated through a monthly retainer of $7,000–$8,000, based on experience and qualifications.
The Project Manager will be responsible for managing an assigned portfolio of utility, infrastructure, and related construction projects. The initial portfolio is expected to include electric utility projects and infrastructure work at JFK Airport, but assignments may change as projects are completed, added, or reprioritized.
This is not an administrative coordinator position. The successful candidate will take ownership of day-to-day project execution, maintain project momentum, coordinate stakeholders, communicate with clients, identify risks, and provide leadership with clear updates and appropriate escalations.
The role is designed for an experienced project manager who can enter active projects, quickly understand their current status, and begin contributing with limited oversight.
Key Responsibilities
- Manage the execution of an assigned portfolio of utility, infrastructure, and construction projects through their current and remaining phases.
- Serve as the primary day-to-day project contact for clients and other assigned stakeholders.
- Lead recurring project meetings and ensure discussions result in clear decisions, responsibilities, and next steps.
- Coordinate activities among clients, engineering teams, fabrication partners, suppliers, subcontractors, and field personnel.
- Develop, maintain, and communicate project schedules, milestones, dependencies, and critical-path activities.
- Track project deliverables, open items, commitments, deadlines, and stakeholder responsibilities.
- Manage RFIs, submittals, approvals, meeting minutes, action logs, and other required project documentation.
- Prepare accurate and timely project status reports and executive updates.
- Identify schedule, scope, procurement, fabrication, engineering, and execution risks before they materially affect the project.
- Escalate issues appropriately and provide leadership with sufficient context and recommended next steps.
- Follow up consistently with internal and external stakeholders to keep projects moving.
- Maintain organized and complete project records.
- Support project closeout, including documentation, outstanding-item resolution, and final client coordination.
- Take on additional or replacement project assignments as the company’s portfolio evolves.
Project Ownership and Leadership Interaction
The Project Manager is expected to independently manage routine project execution within established scope, schedule, contractual, and technical boundaries.
Sinisi Solutions leadership will remain responsible for:
- Company strategy and operational management
- Contract execution and material commercial decisions
- Engineering authority and technical approvals
- Major scope, pricing, or contractual changes
- Significant client escalations
- Company staffing and resource-allocation decisions
The Project Manager should bring leadership concise, well-organized updates and escalations rather than relying on leadership to direct routine project activities.
Required Qualifications
Direct project management experience in utility construction is required. Applicants without relevant utility construction project management experience will not be considered.
Qualified candidates should have:
- Demonstrated experience managing utility construction or closely related infrastructure projects.
- Experience managing client-facing projects involving multiple stakeholders.
- Working knowledge of construction project schedules, RFIs, submittals, document control, action tracking, and project reporting.
- Experience coordinating engineering, fabrication, procurement, vendors, subcontractors, and field activities.
- Strong written and verbal communication skills.
- Excellent organization, documentation, and follow-through.
- The ability to manage multiple active projects and competing priorities.
- The judgment to distinguish routine project matters from issues requiring leadership involvement.
- The ability to work independently while maintaining appropriate communication and visibility.
Preferred Experience
Experience in one or more of the following areas is strongly preferred:
- Electric utility transmission or distribution
- Substation construction
- Utility infrastructure
- Industrial construction
- EPC or design-build projects
- Airport or other large public infrastructure projects
- Fabricated products or engineered systems used in construction environments
- Projects involving utilities, public agencies, general contractors, engineers, and multiple subcontractors

The successful Project Manager will:

- Maintain reliable schedules, documentation, and action tracking.
- Anticipate issues rather than reacting after deadlines or commitments are missed.
- Reduce the amount of day-to-day project management required from company leadership.
- Escalate significant concerns early and with sufficient context.
- Adapt as the company’s project portfolio changes.
- Take genuine ownership of execution without exceeding defined authority.
Compensation and Engagement Structure
This position is compensated through a monthly retainer of $7,000–$8,000, depending on experience, qualifications, and demonstrated ability to independently manage utility construction projects.
The retainer covers management of an assigned and evolving portfolio of projects, including the routine responsibilities and deliverables described above.
The engagement is not structured around a guaranteed number of weekly hours. Performance will be evaluated based on project ownership, communication, execution, responsiveness, documentation, and the effective management of assigned responsibilities.
A material increase in the size, complexity, or demands of the assigned portfolio may require a review of the engagement scope and monthly retainer.
