FRANKLIN COUNTY
MAINTENANCE WORKER I December 19, 2000
Position Description Non-Exempt
OVERALL OBJECTIVE OF JOB
To perform general maintenance and related services to County facilities in support of the overall mission of Franklin County Maintenance Department.
ESSENTIAL FUNCTIONS OF JOB
- Performs work in the maintenance, repair, alteration and remodeling of buildings, offices and grounds.
- Travels to satellite offices to maintain and repair with little or no direct supervision.
- Checks boiler, gauges and other equipment for proper operation, and make minor adjustments, if necessary.
- Performs preventative maintenance to ensure that equipment continues to run smoothly, building systems operate efficiently, and the physical condition of buildings does not deteriorate.
- Assists with the set-up and clean-up of election equipment.
- Collects trash and recyclables.
- Transports materials to/from proper departments.
- Changes light bulbs, as needed.
- Performs routine HVAC maintenance, as necessary.
- Inspects and diagnoses problems and determines the best corrective action.
- Performs general grounds keeping maintenance.
- Performs minor plumbing, electrical, heating and air conditioning repairs.
- Makes minor repairs to damaged equipment.
- Operates construction equipment and power tools; maintains equipment and tools.
- Paints required fixtures, buildings and other objects.
- Makes routine electrical emergencies during non business hours, as scheduled or requested.
- Performs maintenance functions in a safe and healthy manner by following recognized industry, County and/or departmental standards.
OTHER DUTIES OF JOB
- Assists Director with work assignments or special projects, as assigned.
- Assists with setting up and cleaning for special events.
- Performs maintenance and custodial work, as needed.
- Performs other job-related duties as required.
SUPERVISION RECEIVED
Receives occasional instruction and some supervision from Supervisor in regard to daily work duties.

WORKING CONDITIONS
- Works indoors in adequate workspace with adequate temperatures, ventilation and lighting.
- Works with average indoor and outdoor exposure to noise, stress and disruptions.
- Normal indoor exposure to dust/dirt; below normal when cleaning air ducts.
- Subject to periodically working different shifts, as required.
- Subject to periodically working in adverse conditions, depending on the nature of job assignment.
PHYSICAL/MENTAL CONDITIONS
- Must possess ability to record, convey and present information, explain procedures and follow instructions.
- Must be able to stand and walk for long periods throughout the work day, with occasional sitting, bending, twisting, stooping, climbing, carrying, pushing, pulling, reaching and grasping or driving as necessary to carry out duties of job.
- Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso as necessary to carry out duties of job.
- Heavy work, with frequent lifting/carrying of objects weighing from 25-50 pounds; occasionally lifts up to 100 pounds.
- Must demonstrate emotional stability.
- Must be able to move frequently throughout the workday.
- Must have average strength and physical endurance and the ability to lift up to 100 pounds, as necessary.
QUALIFICATIONS

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
- Must be able to speak and understand the English language in an understandable manner in order to carry out essential functions of job.
- Must possess ability to function independently, have flexibility and the ability to work effectively with clients, co-workers and others.
- Must possess a valid Pennsylvania driver's license and a willingness to travel, as needed.
- Must possess knowledge of methods, tools and practices used in general maintenance and construction.
- Must possess knowledge and ability to detect defects in equipment and make proper adjustments.
- Must possess knowledge of occupational hazards and safety precautions and the ability to exercise skills in the care and use of various tools and equipment.
- Must possess ability to utilize various equipment, such as a snow blower, tractor, hand tools, drill press, etc.
- Must possess ability to follow oral and written instructions.
- Must possess ability to accurately and safely complete general repairs and maintenance on heating, air conditioning and plumbing needs.
- Must possess ability to operate county vehicles used for maintenance, plow snow and cut grass, as needed.
- Must have considerable knowledge of local codes and regulations and ability to trouble shoot problem areas.
- Must possess knowledge/ability to operate computer-assigned systems relating to HVAC.
- Must possess ability to operate a personal computer.
