The Deputy Director of Operations is a key operational leadership role responsible for supporting the Director of Operations in the oversight, execution, and continuous improvement of federally contracted healthcare operations. This position assists with the planning, implementation, monitoring, and day-to-day execution of medical services across government and civilian contract environments.
The Deputy Director supports operational performance, contract compliance, quality assurance, team coordination, and issue resolution to ensure programs are delivered efficiently, consistently, and in alignment with organizational, customer, contractual, and regulatory expectations. This role serves as an operational partner to the Director of Operations, helping translate strategic priorities into executable plans, monitor program performance, identify risks, and support timely follow-through across internal teams, external partners, and customer stakeholders.
The Deputy Director is expected to be highly responsive, organized, professionally credible, and capable of building trusted relationships in dynamic, high-visibility environments. While the Director maintains primary strategic accountability and senior-level customer interface responsibilities, the Deputy Director provides hands-on operational support, maintains visibility into program execution, and helps ensure continuity, accountability, and operational excellence across assigned areas.
The Deputy Director serves as the operational integrator for the Federal Civilian Program Portfolio, coordinating clinical leaders, nursing leaders, logistics, administrative support, and quality functions to ensure disciplined, compliant, and reliable execution of daily operations. This role builds and maintains the systems, processes, and internal controls that enable the Director’s intent to be executed consistently across the PMO and site teams.

Operational Leadership and Execution

Support the Director of Operations in the oversight of medical operations, including mobilization, steady-state performance, transition activities, and demobilization.

Develop and maintain internal controls that support compliance with IHSC expectations, NDS standards, contract requirements, and quality assurance frameworks.

Help identify recurring quality or performance concerns and assist in coordinating root-cause analysis and corrective action plans.

Standardize reporting and evidence collection processes to ensure inspection readiness and sustained compliance.

Escalate significant compliance, quality, safety, or operational risks to the Director and appropriate leadership.
Government and Customer Relations Support

Support the Director in maintaining positive and professional relationships with government customers, prime contractor partners, and other external stakeholders.

Assist with preparation and coordination of required reports, data submissions, customer updates, and operational documentation.

Serve as a secondary or delegated operational point of contact for assigned matters, as directed by the Director.

Compliance Program Support

Assist in implementing and maintaining compliance processes for medical services operations.

Help coordinate compliance training, education, communication, and documentation for operational and administrative staff.

- Bachelor’s degree in healthcare administration, Business Administration, Public Administration, or a related field required.
- Master’s degree preferred.
- 6–8 years of progressive operational leadership experience in healthcare operations, government contracting, federal programs, or a related environment preferred.
- Experience supporting federally contracted healthcare operations, medical services delivery, or complex multi-site programs strongly preferred.
- Demonstrated experience working with cross-functional teams, contract requirements, operational reporting, performance metrics, and customer-facing environments.
- Prior experience supporting USG contracts, prime contractor relationships, or regulated healthcare environments preferred.
- Working knowledge of federal healthcare operations, contract compliance, quality assurance, and regulated service delivery environments.
- Experience supporting programs involving IHSC or similar federal healthcare entities preferred.
- Familiarity with detention healthcare, austere healthcare, public health, or large-scale medical operations preferred.
- Experience supporting operational readiness, audits, corrective action plans, and customer reporting preferred.
- Ability to operate effectively in high-pressure, fast-moving, and highly visible environments.

This position may have direct or indirect supervisory responsibilities depending on program structure and organizational needs. The Deputy Director may provide day-to-day guidance, coordination, and operational support to site-level leaders, program managers, corporate support staff, or other team members aligned to assigned programs. As the division grows, supervisory responsibilities may expand in coordination with the Director of Operations
- Position is fulltime, onsite in El Paso, Texas and will include a schedule over both Saturday and Sunday. Sample schedule is Thursday – Monday.
- Work is generally performed in an indoor office space with proper lighting and a climate-controlled setting.
- Travel to onsite program locations, including austere or field-based environments, may be required.
- Travel may be required for operational oversight, training, customer engagement, audit readiness, leadership support, and program performance monitoring.
