Full Job Description

HOURLY RANGE: $34.42 - $46.53

DISTINGUISHING FEATURES OF THE CLASS: The work involves managing the office operation for Ambulatory Services and assisting in the planning, development, direction, coordination and administration of outpatient service line operations within Ambulatory Services at the Erie County Medical Center Corporation (ECMCC). The incumbent supports the daily management of assigned outpatient office(s), provides oversight for residency programs and performs a wide range of management oriented tasks to ensure the cost effective, efficient and timely delivery of health care services. Work is performed under the general supervision of a higher-ranking administrative employee or Director of Ambulatory Services with leeway for the exercise of independent judgment. Supervision is exercised over lower-level professional, technical, clerical and, when applicable, clinical staff for non-clinical matters. Does related work as required.

TYPICAL WORK ACTIVITIES:

Plans, coordinates and monitors daily office operations including physician, advanced practice provider and resident workflows;
Manages staff by establishing performance goals, allocating resources, evaluating performance and making recommendations regarding personnel actions including hiring, discipline and termination;
Establishes and maintains effective working relationships with hospital leadership, community groups, professional organizations and regulatory agencies;
Prepares and monitors work schedules for administrative staff, physicians, advanced practice providers and residents to ensure appropriate coverage and efficient patient care; adjusts patient schedules within electronic medical record (EMR) systems as needed;
Oversees patient complaints and evaluates service delivery; develops and implements strategies to improve efficiency, reduce costs and enhance patient satisfaction; participates in patient feedback review and development of corrective action plans;
Compiles and prepares data for contracts, applications and regulatory submissions to ensure compliance with applicable laws, rules, regulations and accreditation standards;
Monitors agreements, affiliations and accreditation requirements; prepares and submits documentation related to accreditation, residency and fellowship programs;
Coordinates and conducts orientation and training for new staff, residents, fellows and students including EMR training and workflow processes; monitors performance metrics and dashboards;
Provides administrative support to residency programs including tracking requirements, coordinating schedules and ensuring compliance with program standards;
Assists physicians with preparation of presentations, reports and data analysis related to clinical and operational performance;
Supports patient-centered initiatives including chronic disease management, wellness visits and preventive care programs; tracks and reports quality improvement data;
Processes purchase requisitions, payment requests and orders supplies to maintain adequate inventory levels;

Prepares and submits Quality Assurance/Performance Improvement (QAPI) reports and other statistical data as required;
Assists in coordination of grant submissions, proposals and related documentation when applicable;
Ensures compliance with federal, state and local healthcare regulations including HIPAA, OSHA and applicable accreditation standards;
Monitors infection control procedures, safety standards and risk management protocols;
Maintains essential records including billing documents, medical records, activity reports and regulatory documentation;
Oversees credentialing and accreditation processes for physicians, residents and clinic operations;
Monitors documentation and processes related to billing, reimbursement, insurance verification and credentialing.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles and practices involved in the administration and supervision of ambulatory healthcare operations; thorough knowledge of electronic medical record systems and related healthcare technologies; good knowledge of applicable laws, rules, regulations and accreditation standards governing ambulatory healthcare services; working knowledge of residency program requirements and clinical workflows; working knowledge of medical terminology and billing practices; ability to supervise and evaluate staff; ability to develop and implement policies, procedures and training programs; ability to analyze data and prepare reports; ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; ability to utilize a variety of electronic software applications; ability to exercise sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.

MINIMUM QUALIFICATIONS:

Possession of a Bachelor’s Degree* and three (3) years of professional, paraprofessional or clerical experience in a hospital or healthcare setting, including two (2) years in a supervisory role; or:
Possession of an Associate’s Degree* and five (5) years of professional, paraprofessional or clerical experience in a hospital or healthcare setting, including two (2) years in a supervisory role; or:
Graduation from high school or possession of a high school equivalency diploma and seven (7) years of professional, paraprofessional or clerical experience in a hospital or healthcare setting, including two (2) years in a supervisory role; or:
An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).
