ASSISTANT TOWN CLERK/INFORMATION OFFICER (FULL TIME)
The Town of Lancaster seeks a full-time (35.5 hours/week) Assistant Clerk-Information Officer for the Town Clerk’s office. This is an hourly, benefited position. The position is subject to the collective bargaining agreement between the Town of Lancaster and the American Federation of State, County, and Municipal Employes (AFSCME), Council 93, AFL-CIO, Local 3720 (Clerical Unit). The starting pay shall fall within the Town of Lancaster Fiscal Year 2026 Clerical Grade 6 pay range (between $22.58/hour to $29.73/hour), with an anticipated starting hourly rate range of $22.58/hour - $25.40/hour, depending on qualifications and experience. Assistant Clerk/Information Officer
DEFINITION
This position is responsible for providing professional administrative, technical, and customer services that support the accessibility and dissemination of information to residents and the functions of the Town Clerk. This position is also subject to the collective bargaining agreement between the Town of Lancaster and the American Federation of State, County, and Municipal Employees (AFSCME), Council 93, AFL-CIO, Local 3720 (Clerical Unit).
ESSENTIAL FUNCTIONS

· Provides customer service related to Town Clerk functions and in providing information to the public. Responds to in-person, email, and phone inquiries from the public, officials, staff, businesses, and others seeking assistance; provides records, forms, and data; explains procedures, regulations, and documents; assists customers in completing transactions; researches and works to resolve questions and complaints; refers matters to appropriate parties.
· Creates, distributes, and promotes engaging information and communications related to Town Government business and events via social media. Engages with stakeholders to identify ideas and needs; identifies and targets materials to key audiences; disseminates information via a variety of methods; ensures consistent, professional, and engaging content; keeps management abreast of current and projected concerns of citizens; ensures webpages and social media outlets are current, easy to navigate, and contain accurate and detailed information.
· Assists in the administration of the official Town Website
· Assist with planning, preparing, and overseeing Town Clerk activities at town meetings.
· Assists with elections, census, and voter registration activities.
· Administers and maintains records relative to oaths of office.
· Registers, indexes, maintains, collects fees for, and certifies vital records.
· Certifies, records, files, and submits by-laws, resolutions, and other legal documents.
· Maintains Conflict of Interest and Open Meeting Law training and release files.
· Issues and maintains records of various licenses, certificates, and permits.
· Maintains online meeting postings and schedules.
· Provides professional support services for Town events and programs.
· Performs other related job duties as required.
SUPERVISION RECEIVED
The employee plans and prioritizes the work independently in accordance with standard practices and previous training and is expected to solve most problems of detail or unusual situations by adapting methods or interpreting instructions accordingly. Instructions for new assignments or special projects usually consist of statements of desired objectives, deadlines and priorities. Technical and policy problems or changes in procedures are discussed with the supervisor.
JUDGMENT AND COMPLEXITY
The work requires examining, analyzing, and evaluating facts and circumstances surrounding individual problems, situations, or transactions and determining actions to be taken within the limits of standard or accepted practices. Guidelines include a large body of policies, practices, regulations, and precedents, which may be complex. Judgment is used in analyzing specific situations to determine appropriate actions. Requires understanding, interpreting, and applying federal, state, and local regulations.
NATURE AND PURPOSE OF CONTACTS
Relationships are with co-workers, vendors, the public, groups, and individuals such as peers from other organizations and representatives of professional organizations. The employee serves as a spokesperson or recognized authority of the organization in matters of substance or considerable importance, including departmental practices, procedures, regulations, or guidelines. May be required to discuss controversial matters where tact is required to avoid friction and obtain cooperation.
CONFIDENTIALITY
The employee has regular access at the departmental level to a wide variety of confidential information, including lawsuits, information exempted from public records law, and personal information of members of the public.
EDUCATION AND EXPERIENCE
High School diploma or equivalent plus 3 years of government, communications, public relations, or other related experience; or any equivalent combination of education, training, certification, and experience.
KNOWLEDGE, ABILITY, AND SKILLS
Strong knowledge of techniques, platforms, and technology used to generate and maintain engagement, and to disseminate information. Knowledge of modern office systems, procedures, administration, and recordkeeping; laws and practices relating to essential functions; common office software including email, word processing, spreadsheets, social media, and web applications; and graphic design applications. General knowledge of electronic and physical records management, and the organization, operations, and procedures of local government helpful.
Ability to read, comprehend, interpret, and implement provisions of detailed laws and regulations; clearly communicate regulations and procedures related to municipal government; prepare and analyze records, data, and reports; prepare engaging and grammatically correct written materials; maintain accuracy and effectiveness with regular interruptions; exercise initiative and independent judgment; think analytically; develop new or revised systems; plan and prioritize work; multi-task; meet deadlines; work independently; and be self-motivated. Ability to manage conflict; communicate effectively with tact and discretion; fairly and tactfully enforce policies; maintain confidentiality; present information clearly and concisely; maintain good public relations and effective collaborative working relationships; respond in a courteous and professional manner; and work with diverse groups.
Strong writing, communications, and public relations skills. Strong attention to detail and accuracy. Effective analytical, problem-solving, customer-service, organizational, and administrative skills. Proficiency with using personal computers and office productivity, graphic design, social media, and website applications.
WORK ENVIRONMENT
The majority of work is performed in an office setting.

Minimal physical demands are required to perform most of the work. The work principally involves sitting, with intermittent periods of stooping, walking, and standing. May be required to lift objects such as files, boxes of papers, office supplies, and office equipment weighing up to 30 pounds.
Duties require motor skills for activities such as moving objects and using office equipment, including but not limited to telephones, personal computers, handheld technology, and other office equipment.
Visual demands require routinely reading documents for general understanding and analytical purposes, including maps, handwriting, spreadsheets, and reports; inspecting surroundings and fine details to assess conditions of buildings and equipment; and reviewing detailed information displayed on a computer screen.
