Under the direction of the Supervising Investigator I, within the Investigation and Enforcement Unit (IEU), the Division of Investigation (DOI), the incumbent independently conducts diverse administrative, civil, and/or criminal investigations against the vocational and professional licensees of the boards and bureaus within the Department of Consumer Affairs (DCA). Incumbents may work independently or with a group of investigators, in executing a lawful and thorough investigations of alleged violations and pursue cases for administrative prosecution where applicable.

Working Conditions

Candidates who reside outside of the State of California may be admitted to the job interview. However, they must reside in the State of California once they are hired and start working.

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee's monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period as outlined on "Section 2113 - Personal Leave Program (PLP)" of the CalHR Manual. Department Information

The Department of Consumer Affairs (DCA) protects and serves California consumers while ensuring a competent and fair marketplace. DCA educates consumers and protects professionals from unfair competition by unlicensed practitioners.

DCA is a unique and dynamic department consisting of 36 different boards, bureaus, a commission, and a program that license and regulate more than 3.4 million licensees in more than 280 license types including certificates, registrations, and permits. The mission of the Division of Investigation: To provide law enforcement investigative services, in order to protect California consumers and licensees by effectively and efficiently enforcing laws, regulations and professional standards.

Special Requirements

The incumbent shall participate in Department of Motor Vehicle's (DMV) Employer Pull Notice Program (EPN), which is a process for providing the Department with a report showing the driver's current public record as recorded by DMV, and any subsequent convictions, failures to appear, accidents, driver's license suspensions, driver's license revocations, or any other actions taken against the driving privilege or license, added to the driver's DMV record.

Drivers License:
The position(s) require(s) a valid driver's license (DL). Provide a photocopy in PDF format of the front and back of your DL, clearly showing your name as stated on the license, issuing state, DL number, class, and expiration.

Criminal Offender Record Information (CORI):
Title 11, section 703 (d) of the California Code of Regulations required criminal record checks of all personnel who have access to Criminal Offender Record Information (CORI). Pursuant to this requirement, applicants for this position will be required to submit fingerprints to the Department of Justice and be cleared before hiring. In accordance with DCA's (CORI) procedures, clearance shall be maintained while employed in a CORI-designated position. Additionally, the position routinely works with sensitive and confidential issues and/or materials and is expected to maintain the privacy and confidentiality of documents and topics pertaining to individuals or to sensitive program materials at all times.

Fingerprint:

Chapter 2, section 154.3 California Business Professions Code (a) pursuant to subdivision (u) of Section 11105 of the Penal Code, the department shall submit to the Department of Justice fingerprint images and related information required by the Department of Justice for an employee, prospective employee, contractor, subcontractor, or volunteer. The Department of Justice shall provide a state- or federal-level response pursuant to subdivision (p) of Section 11105 of the Penal Code.

Effective January 1, 2023, Senate Bill 960 amended Government Code section 1031(a) to read:

“Each class of public officers or employees declared by law to be peace officers shall meet all of the following minimum standards: (a) Be legally authorized to work in the United States under federal law.”

This amendment removes the prior requirement that peace officers be U.S. citizens or permanent residents seeking citizenship. Non-U.S. citizens may now qualify for peace officer positions if they are legally authorized to work in the United States under federal law.

Applicable peace officer classification specifications will be updated to reflect this change upon approval of the State Personnel Board.
