Full Job Description

Position Summary

The Board Administrator serves as the administrative and governance support professional for the Wyoming State Shooting Complex Joint Powers Board and CEO, managing meetings, records, statutory compliance, bookkeeping and administrative operations. The Board Administrator works with participating entities, legal counsel, auditors, state agencies, and the public to support transparent, efficient, and lawful Board operations in accordance with Wyoming law and the Joint Powers Act. The Board Administrator reports to the CEO.

Essential Duties and Responsibilities

Board Governance & Administration

Serve as an administrative liaison between the Joint Powers Board, participating agencies, and external stakeholders.
Coordinate, prepare, and distribute Board agendas, packets, and supporting materials in compliance with Wyoming open meeting laws.
Attend Board meetings; record, prepare, and maintain accurate minutes, resolutions, motions, and official actions.
Ensure proper posting of meeting notices and public records in accordance with Wyoming statutes.
Maintain Board bylaws, intergovernmental agreements, policies, and procedures, track updates and amendments.

Legal, Compliance & Records Management

Ensure compliance with Wyoming Joint Powers Act, public records laws, open meetings requirements, and applicable federal and state regulations.
Maintain official records, contracts, resolutions, agreements, and historical archives of the Joint Powers Board.
Coordinate with legal counsel on contracts, agreements, policy updates, and regulatory matters.
Support audits, public information requests, and compliance reviews.

Financial & Contract Support

Provide administrative support for budgeting, financial reporting, and audits as directed.
Assist with procurement processes, contracts, intergovernmental agreements, and vendor coordination.
Track Board approvals related to expenditures, grants, and contracts.
Issue checks as approved by the Board
Maintain financial records and regularly update QuickBooks

Intergovernmental & Public Relations

Serve as a point of contact for participating governments, state agencies, consultants, and the public.
Coordinate communications, correspondence, and information sharing among member entities.
Support transparency and public engagement consistent with Board policies and Wyoming law.

Strategic & Operational Support

Assist the CEO and Board in policy development.
Monitor deadlines, action items, and follow-up tasks resulting from Board decisions.
Support onboarding and training of new Board members.

Other Duties

Perform related duties as assigned.

Knowledge, Skills, and Abilities

Knowledge of Wyoming governmental structures, intergovernmental agreements, and public administration principles.
Familiarity with Wyoming open meetings laws, public records requirements, and Joint Powers Boards.
Strong organizational, recordkeeping, and document management skills.
Excellent written and verbal communication skills.
Ability to maintain confidentiality and exercise sound judgment.
Ability to work independently and manage multiple priorities and deadlines.
Proficiency with office software, document management systems, and meeting platforms.

Minimum Qualifications

Bachelor’s degree in public administration, business administration, political science, or a related field or equivalent combination of education and experience.
Minimum of 3–5 years of administrative, governmental, or board support experience.
Experience working with public boards, councils, or intergovernmental entities preferred.

Preferred Qualifications

Direct experience with a Joint Powers Board or Wyoming local/state government.
Knowledge of public finance, budgeting, or contract administration.
Certified Municipal Clerk, Certified Public Manager, or similar credential (preferred but not required).

Working Conditions

Part time, flexible hours.
Primarily office-based with regular attendance at Board meetings
May require travel within Wyoming for meetings or coordination with member entities.

Pay: $20.00 - $25.00 per hour
