Colorado’s 4th Judicial District Attorney’s Office is located in beautiful Colorado Springs, Colorado. We are committed to our community and our mission to administer justice, advocate for victims and partner with law enforcement and citizens in this community in the deterrence and prevention of crime. The office has a staff of 250 employees comprised of attorneys, investigators, and support personnel.
Works with victims of crime, law enforcement agencies and providers to determine the eligibility for Victim Compensation. Opens and reviews applications for victim compensation and determines eligibility. Verifies claims for compensation and prepares applications for presentation to the Victim Compensation Board. Contacts service providers regarding victim’s bills and treatment. Prepares payment for providers and victims.

Education and/or Experience: Associates Degree in Criminal Justice, Sociology, Accounting, Business or equivalent combination of education and experience. Experience working with victims, preferably in a legal or law enforcement environment, is highly preferred.

Essential Duties and Responsibilities include the following:

Screen Victim Compensation applications for thoroughness; contact victims to obtain additional information when needed; types and composes correspondence and forms.
- Standard: Applications, forms and correspondence should be reviewed for accuracy and completeness. Action must be taken on new claims within 5 business days.
- Obtains police reports to supplement victim compensation applications if needed.
- Standard: Reports should be obtained as quickly as possible to avoid delays in processing the application; attempts should be made to obtain reports via inter-office access to law enforcement records before contacting law enforcement directly.
- Send written Crime Victim Compensation materials to claimants and service providers at the direction of the Victims Compensation Administrator. This includes, but is not limited to, application forms, brochures, confirmation of application receipt, requests for additional information, Board decision notifications and payment updates.
- Standard: Employee will demonstrate strong oral and written communication skills; treats clients with respect and dignity; is thorough and concise in explaining Board processes.
- Assist Victims Compensation Administrator in preparations for the monthly Victim Compensation Board meetings and provides assistance during the meeting when necessary.
- Standard: Files should be complete with treatment plans and letters when necessary; files should contain accurate data and be thoroughly annotated. Claims packets for the administrator and the three Board members are to be prepared no later than the Thursday prior to the next scheduled Board meeting.
- Scans all supplemental paperwork received for each claim into Open Caseware and label appropriately.
- Standard: All police reports, treatment plans, related emails, invoices or bills, etc. for each claim should be scanned to Open Caseware promptly and a hard copy should also remain in the physical file.
- Examines and investigates alternative funding resources for victim’s expenses.
- Standard: Contacts will be made in a courteous and professional manner; employee should be thorough and diligent in researching alternative funding.
- Contacts service providers to verify bills are for services related to the crime; verifies balances. Verifies deductibles and client responsibility. Calculates the amounts still owed by the victim and eligible for payment by the Victim Compensation Program.
- Standard: Contact with other agencies will be conducted in a professional and caring manner; figures obtained must be accurate and complete.
- Inputs data and payment information into Open Caseware; prepares payout orders and sends payment for claims which have been approved by the Board.
- Standard: Data entry should be accurate and complete; payout orders must be error free; entries must be made within monthly deadlines.
- Maintains all files and claims; maintains records and fund disbursement on individual claims.
- Standard: Files must be maintained in an organized fashion and updated with accurate and relevant data in a timely manner.
- Assists clients on the phone or in person who need help completing the Victim Compensation application. Explains program guidelines and makes referrals to agencies able to provide alternative assistance. May assist the Victims Compensation Administrator in presenting program to other agencies for training purposes.
- Standard: Employee will be available to assist clients when requested; treats clients with respect and dignity; is thorough and concise in explaining guidelines and services; is available to assist prosecutors with victims when requested.
- Upon request, prepare and submit requests for restitution to the Office of the District Attorney.
- Standard: Prepare and thoroughly review the restitution report for accuracy. Submit the restitution report within 2 business days of the request.
- May periodically be required to testify in court regarding restitution payments for Victim Compensation when subpoenaed.
- Standard: Review file prior to testimony to verify payments requested by Victim Compensation program.
- Performs other related duties as required or requested by Victims Compensation Administrator.
- Standard: Additional tasks should be completed in a timely manner and accepted in a courteous and professional manner.
Supervisory Responsibilities: This job has no supervisory responsibilities.
