About Heartstar Medical Services

Heartstar Medical Services is a growing medical transportation company dedicated to providing safe, compassionate, and dependable transportation services throughout South Carolina. Our mission is to deliver exceptional patient care while building trusted partnerships with hospitals, rehabilitation centers, nursing facilities, dialysis clinics, physician offices, and the communities we serve.

We are seeking an experienced Director of Operations to join our leadership team and help build the operational foundation of our organization. This is a unique opportunity for a motivated leader who enjoys creating systems, developing high-performing teams, and making a lasting impact within a growing healthcare company.

Working directly with the President, the Director of Operations will play a key role in establishing operational standards, ensuring regulatory compliance, improving service quality, and supporting the strategic growth of Heartstar Medical Services.

Position Summary

The Director of Operations is responsible for leading the daily operations of Heartstar Medical Services while ensuring safe, efficient, and high-quality transportation services. This executive leadership position oversees dispatch, staffing, scheduling, fleet management, compliance, customer service, and operational performance.

The ideal candidate is a hands-on leader with experience in healthcare, EMS, non-emergency medical transportation (NEMT), ambulance services, logistics, or passenger transportation. This individual must be comfortable building processes, leading teams, solving operational challenges, and helping guide a growing organization toward long-term success.

Key Responsibilities

Provide strategic leadership and oversight for all daily operations of Heartstar Medical Services.
Develop, implement, and continuously improve operational policies, procedures, and performance standards.
Direct all transportation operations, including dispatch, scheduling, staffing, and field personnel.
Recruit, hire, mentor, coach, and evaluate employees while fostering a culture of teamwork, accountability, and professional development.
Ensure compliance with all federal, state, and local regulations, including HIPAA, OSHA, South Carolina regulations, and company policies.
Monitor operational performance through key performance indicators (KPIs), response times, productivity, and customer satisfaction metrics.
Oversee fleet management, including vehicle maintenance, inspections, licensing, equipment readiness, and safety compliance.
Develop and manage departmental budgets while identifying opportunities to improve efficiency and control operating costs.
Establish and maintain strong relationships with hospitals, nursing facilities, rehabilitation centers, dialysis clinics, physician practices, insurance providers, and community partners.
Lead quality assurance initiatives and implement corrective actions to improve operational excellence and patient satisfaction.
Collaborate with the President on strategic planning, business development, and long-term organizational growth.
Assist in developing emergency preparedness, risk management, and business continuity plans.
Evaluate and implement technology solutions that improve dispatching, reporting, communication, and operational efficiency.
Represent Heartstar Medical Services professionally with healthcare partners, regulatory agencies, vendors, and community organizations.
Promote a culture centered on safety, integrity, compassion, accountability, and exceptional customer service.

QualificationsRequired Qualifications

Minimum of five (5) years of progressive leadership experience in operations management.
Experience in healthcare, emergency medical services (EMS), non-emergency medical transportation (NEMT), ambulance services, logistics, passenger transportation, or a related industry.
Demonstrated ability to lead teams, manage multiple priorities, and drive operational excellence.
Strong leadership, communication, problem-solving, and organizational skills.
Experience developing and implementing operational policies, procedures, and performance standards.
Proven experience managing budgets, operational performance, and key performance indicators (KPIs).
Working knowledge of HIPAA, OSHA, and applicable federal, state, and local regulations.
Proficiency with Microsoft Office Suite and the ability to learn transportation and scheduling software.
Valid driver's license with a satisfactory driving record.

Preferred Qualifications

Bachelor's degree in Healthcare Administration, Business Administration, EMS Management, Public Administration, or a related field. Equivalent leadership experience will be considered.
EMT, Advanced EMT, or Paramedic certification.
Experience launching, expanding, or leading operations within a healthcare or transportation organization.
Knowledge of South Carolina EMS, healthcare, or NEMT regulations.
Experience with fleet management systems, dispatch software, scheduling platforms, and electronic reporting systems.
Strong background in employee development, quality assurance, regulatory compliance, and strategic planning.
