QUALIFICATIONS: An example of acceptable qualifications for this position:

Possession of a Bachelor’s degree from an accredited college or university in Construction Management, Architecture, Engineering, Urban Planning, Real Estate Development, Finance, or related field or Seven (7) years of progressively responsible experience in multifamily, mixed-use, affordable housing, or public-sector development. Experience with land acquisition, entitlements, permitting, consultant management, financial feasibility, and preconstruction. Preferred: LIHTC, HUD, OHFA, HOME, CDBG, bond financing, public-private partnerships, TIF, brownfield redevelopment, LEED, or similar credentials.

LICENSURE OR CERTIFICATION REQUIREMENTS:
Must possess a valid Ohio driver's license; must maintain insurability according to the Housing Authority’s vehicle insurance policy.

EQUIPMENT OPERATED: The following are examples only and are not intended to be all inclusive.

Motor vehicle, calculator, computer, computer software (e.g., Microsoft Office, Adobe, and other applicable computer software), mobile phone, fax machine, copier, scanner, telephone, postage machine, and other standard modern business office equipment.

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:

Employee works in the vicinity of floor or wall openings, elevated platforms, and/or runways; ascends and/or descends ladders, stairs, or scaffolds; works in an area in which the means of egress is or can be obstructed; has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); is exposed to environmental conditions which may result in injury from fumes, odors, dusts, mists, gases, and/or poorly ventilated work areas; is exposed to possible injury from extremely noisy conditions above 85db; is exposed to possible injury from hazardous gases, chemicals, flammables, air contaminants, electrical shock; exposed to possibly injury as a result of working with moving mechanical parts of equipment or machines; is exposed to possible injury from explosions; is exposed to injury as a result of falling from high places; works in or around crowds; has contact with potentially violent or emotionally distraught persons or vicious animals or life threatening situations; has exposure to fire, hot, cold, wet, humid, or windy weather conditions; exposure to hazardous driving conditions; has exposure to second-hand smoke; this is considered light work and the employee must demonstrate the ability to perform the physical demands required of the position in accordance with the U.S. Department of Labor’s physical demands strength ratings.

In cases of emergency, unpredictable situations, and/or department needs, may be required to lift, push, pull, and/or carry objects heavier than D.O.L. strength ratings recommend.

JOB DESCRIPTION AND WORKER CHARACTERISTICS:
JOB DUTIES in order of importance

ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:

35% (1) Development Project Planning and Management: Manage all phases of development projects from acquisition through construction commencement, including project scheduling, budgeting, pro formas, cost estimates, risk assessment, and mitigation strategies related to entitlements, environmental issues, utilities, procurement, and funding.

25%(2) Development Agreements, Compliance, and Project Delivery: Negotiate and administer development-related agreements, including utility, easement, reimbursement, incentive, and other project agreements; ensure compliance with development approvals, regulatory requirements, contractual obligations, and funding commitments; and oversee project transition into construction.

20% (3) Leadership and Organizational Effectiveness: Lead cross-functional project teams and assigned staff; provide coaching, performance management, and professional development; and prepare executive reports, recommendations, and presentations for senior leadership and the Board.

15% (4) Stakeholder and Partnership Management: Represent the Authority and develop strategic partnerships with municipalities, planning commissions, elected officials, developers, brokers, utility providers, economic development organizations, financial institutions, neighborhood organizations, funding agencies, and other community stakeholders.

(5) Lead cross-functional project teams and assigned staff; provide coaching and professional development; oversee project transition into construction; and prepare executive reports, recommendations, and presentations for senior leadership and the Board.

OTHER DUTIES AND RESPONSIBILITIES:
5%(6) Performs other related duties as assigned.

(7) Assist in oversight of Design and Construction Department and Facilities Department. Assist in mentoring and managing employees and their responsibilities.

MINIMUM ACCEPTABLE CHARACTERISTICS: (*indicates developed after employment)

Knowledge of: accounting and finance; office administration; agency goals, objectives, policies, and procedures*; workplace safety practices; personnel rules and regulations*; computer software applications*; real estate development and affordable housing, including multifamily construction, land use, zoning, environmental regulations, infrastructure planning, utility coordination, procurement, contract administration, financial modeling, public finance, LIHTC, HUD programs, risk management, and project delivery; community resources and services; public relations; records management; project management; government structure and operations; applicable federal, state, and local laws and regulations; employee training and development; local geography; English grammar, spelling, and business writing; and building design, blueprints, and construction materials.

Skill in: computer operation; use of modern office equipment; motor vehicle operation.

Ability to: negotiate agreements; manage complex projects and cross-functional teams; analyze financial, operational, and technical information; build strategic partnerships; communicate effectively with public officials, stakeholders, and the public; manage multiple priorities and competing demands; interpret and apply laws, regulations, policies, and procedures; exercise independent judgment and discretion; identify and resolve problems through data analysis and sound decision-making; prepare correspondence, reports, and related documentation; maintain accurate records; respond to inquiries and sensitive matters with professionalism; establish and maintain effective working relationships; perform basic mathematical calculations, including percentages and decimals; understand and follow written and verbal instructions; and travel to and access work sites as required.
