What You Will Do – Essential Duties and Responsibilities:
Employee, under the supervision of the Associate Director of PDD/Training, designs, develops, and implements comprehensive competency-based learning experiences that strengthens the Agency’s leadership academies, workforce capability, supports succession planning, and enhances organizational effectiveness. The employee develops and implements an agency curriculum and ensures alignment with the Agency strategic priorities, leadership competencies, and long‑term talent development goals. Employee will collaborate closely with Human Resources, Department Directors, and Agency leadership to build a culture of continuous learning, engagement, accountability, and equity. This position plays a key role in advancing Agency efforts to retain a highly skilled workforce, prepare employees for career progression, and strengthen overall organizational capability.
- Designs, develops, and implements curriculum for Agency leadership academies that align with strategic plans, priorities, leadership competencies, and workforce development goals.
- Leads the full curriculum development cycle, including needs assessment, learning objective design, content creation, facilitation planning, and evaluation.
- Establishes standardized curriculum frameworks and learning pathways that support career progression, succession planning, and internal talent development.
- Coordinates and facilitates academy cohorts, ensuring consistent program delivery and high-quality participant experience.
- Assesses Agency leadership training needs and integrates them into academy programming and related learning strategies.
- Develops and delivers agency wide training programs to strengthen leadership capacity, enhance workplace culture, and promote engagement, accountability, equity, and inclusion.
- Partners with executive leadership, Department Directors, and subject matter experts identify emerging workforce needs and translate them into training solutions. Collaborates closely with Human Resources to align training with onboarding, employee engagement, performance management, and retention initiatives.
- Creates engaging, inclusive training materials centered in adult learning principles and reflective of the Agency’s commitment to a positive workplace culture. Conducts periodic assessments of agency wide training needs and recommends strategies, resources, and learning opportunities to address identified gaps.
- Collects and analyzes data and completes reports and program performance. Attends speaking engagements and provides presentations as needed.
- Provides training, guidance and development to staff, information sharing on new policies and procedures, interviews for staff vacancies, evaluates staff performance, performs miscellaneous administrative duties.· Provides coverage for the Leadership Developer in their absence. Attends staff development. Chairs and participates in workgroups or committees as required.

What you bring to the role (Minimum Qualifications):
- Completion of undergraduate major program core requirements in social or behavioral science plus 24 mos. exp. in delivery of social/human services;
- Or completion of graduate major program core requirements in social or behavioral science plus 18 mos. exp. delivering social/ human services; or equivalent.
What we hope you bring to the role (Preferred Qualifications):
- Master’s degree in social/human services or LISW/LISW-S, Public Administration, Human Resources, Organizational Development, or a related field.
- Experience in curriculum design, leadership development, instructional design, or workforce development. Strong facilitation, communication, and training skills.
- Demonstrated ability to develop and manage professional learning programs. Licensure or advanced training in leadership development preferred.
Certification or Licensure:
- A valid Ohio Driver’s License and automobile insurance that is in compliance with Franklin County Children Services policy is required for travel. Travel can occasionally include out of state travel which may require airline travel.
