QUALIFICATIONS: An example of acceptable qualifications for this position:
An Associate’s degree or equivalent combination of coursework in Business, Sociology, Communication, or Community Relations. Relevant experience in social work or related fields is a plus. Minimum of two years’ experience in social services, housing programs, or a similar field that involves detailed administrative and interpersonal work. Experience in interpreting and applying HUD policies is essential.

JOB DESCRIPTION AND WORKER CHARACTERISTICS:
JOB DUTIES in order of importance

ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:

P.R.O. Agents (Participant Relations and Outcomes Agents) are responsible for mastering all facets of the Housing Choice Voucher program. This includes interviewing, investigating, verifying eligibility, recertifying income, assets, household compositions, and managing the entirety of the voucher process. Agents calculate and determine rental subsidies, process housing assistance payments, and ensure compliance with HUD and CMHA regulations. A key focus is on achieving optimal participant outcomes and maintaining high service standards. The position reports to the P.R.O. Agent Supervisor.

Comprehensive Program Knowledge: Gain and maintain in-depth knowledge of all aspects of the HCV program, including policy changes, updates, and best practices.
Eligibility and Processing: Conduct thorough interviews to assess eligibility and process applications for housing assistance, ensuring understanding of the complete voucher lifecycle.
Scheduling and Meetings: Organize and lead comprehensive meetings with clients and owners, covering all areas of the HCV program.
Advisory Role: Provide detailed advice on every aspect of the HCV program, ensuring clients and owners understand their roles and responsibilities.
Calculations and Adjustments: Accurately calculate rental subsidies, client contributions, and manage adjustments such as rent increases or changes in family composition.
Verification and Compliance: Conduct investigations and verify information to ensure adherence to HCV program regulations.
Relationship Building: Develop strong, professional relationships across all areas of the HCV program, fostering effective customer service and problem resolution.
Data Management and Documentation: Handle documentation, data entry, and correspondence related to all areas of the HCV program.
Outcome Focused Service Delivery: Deliver high-quality service across all areas of the HCV program, focusing on positive participant outcomes.
Continual Learning: Engage in ongoing learning and training to stay abreast of HCV program developments and best practices.
Perform other duties as required, with an emphasis on comprehensive HCV program management.
Performs other related duties as assigned.

MINIMUM ACCEPTABLE CHARACTERISTICS: (\*indicates developed after employment)

Knowledge of: \*Agency/department policies and procedures; \*workplace safety practices and procedures; \*personnel rules and regulations; computer software; community resources and services; records management; personnel administration; office management; project management; government structure and process; public administration; government grant programs; state, federal, and local laws and/or regulations; local geographical area; business administration; English grammar and spelling; modern principles, practices, and the relationship of Public Housing Authorities to other federal, state, and local jurisdictions and their abilities to provide funds or other support to the Authority; pertinent HUD regulations; federal, state, and local laws and regulations pertaining to Public Housing Authorities; modern principles, practices, and techniques of rental property maintenance; Housing Choice Voucher and Low-income Housing policy and regulations; Housing Choice Voucher eligibility criteria, subsidy calculations, rent adjustments, and contract execution, as required by HUD and Housing Quality Standard (HQS) & NSPIRE Inspection Program; apartments & dwellings; construction.

Skills in: Proficiency in business math is required. Must be adept in using Microsoft Office Products (email, word processing, spreadsheet creation) and capable of managing electronic and hard copy filing systems efficiently. Excellent written and verbal communication skills are essential.

Ability to: Ability to effectively organize and multitask, ensuring timely completion of tasks; interpret a variety of instructions in written, oral, picture, or schedule form; deal with many variables and determine specific action; apply management principles to solve agency problems; define problems, collect data, establish facts, and draw valid conclusions; exercise independent judgment and discretion; understand, interpret, and apply laws, rules, or regulations to specific situations; select most qualified applicant according to specifications for referral; read, copy, and records figures accurately; add, subtract, multiply, and divide whole numbers; calculate fractions, decimals, and percentages; copy records precisely without error; complete forms; prepare correspondence; compile and prepare reports; respond to routine inquiries from public and/or officials; conduct effective interviews; communicate effectively; train or instruct others; understand a variety of written and/or verbal communications; maintain records according to established procedures; handle sensitive inquiries from and contacts with officials and general public; develop and maintain effective working relationships; resolve complaints; travel to and gain access to work site; maintain confidentiality.

Policy Interpretation: Ability to interpret and correctly apply HUD and CMHA policies and procedures, ensuring compliance and accuracy in all aspects of the HCV program.
