About RITA: Our Mission at RITA is to provide Ohio cities and villages with a high quality, cost
effective municipal tax collection service. We currently serve more than 400 cities and villages
across the State of Ohio, collecting and distributing more than $2.5B of municipal income tax
revenue annually, at an average cost in 2025 of just over one cent of every dollar collected.
These income tax dollars are crucial to the provision of the public safety, infrastructure and
recreational services that make these cities and villages great places to live, work and do

About the Role: Under general supervision, the purpose of the position is to represent the
Agency while performing the work associated with business accounts in the Business Division of
the Taxation Department. Specifically, Business Auditors ensure filings and payments are posted
accurately so that: 1) dollars received are distributed to the Agency’s member municipalities in a
timely fashion; 2) taxpayers receive customer service in regard to their filings and inquiries, which
include but are not limited to municipal income tax law; and 3) compliance related to those
matters is enforced.
EXAMPLES OF ESSENTIAL FUNCTIONS:
Business accounts have two separate and distinct types of taxes that interrelate with each
other: withholding taxes and net profit taxes. Employees in this position must understand the
different filing requirements, tax system account types and related components and
transactions, and distinct processing functions between withholding taxes and net profit taxes
to confirm tax liabilities filed are accurate, provide quality customer service and/or account
resolution. Employees in this position must keep abreast of both withholding and net profit
municipal income tax laws, rules and regulations, and department processes related to each.
1. Processes and corrects employer municipal income tax withholding statements, and/or
net profit tax returns. Reviews supporting documentation for accuracy, completeness and
compliance with applicable municipal income tax ordinances and Agency policies.
2. Provides customer service to taxpayers, tax professionals, and business representatives
with a demonstrated proficiency and a professional manner while managing inbound and
outbound calls and responding to written correspondence, in order to answer questions
and resolve issues including but not limited to tax return preparation, billing notice
discrepancies, specific account information, inquiries on Joint Economic Development
District or Zones and general tax information for both withholding and net profit
accounts.
3. Meets the department’s established processing goals; learns and understands various
system functions to process and correct accounts.
4. Learns and understands when and/or how a refund of municipal income tax may be
initiated and the processes to validate the issuance of the refund.
5. Understands all Business Department functions including applicable municipal income tax
law, specific municipal ordinance information (including rules & regulations), website
applications, and form preparation of both Net Profit and Withholding account types.
6. Learns and understands the information and functions available on the RITA website,
which include MyAccount and FastPay.
7. Researches and applies miscellaneous payments received for either account type.
8. Initiates verbal and written communication with taxpayers regarding information needed,
changes in tax liabilities or additional account information.
9. Reviews requests for the abatement of penalty and interest charges to determine if the
account qualifies for a one-time abatement of all or some of the amount charged.
10. Performs research and contacts businesses to verify or obtain information to determine
proper tax liability by municipal jurisdiction.
11. Review amendments affecting prior tax filings and determine if they are valid. This
includes but is not limited to reason for amendment, a review of W-2s, statute of
limitation per municipal tax law and/or federal audits
12. Provides in person taxpayer assistance, which may include but not limited to answering
questions and reviewing returns or information provided by the taxpayer.
13. Performs other related work as assigned.

Physical Requirements: The individual assigned to this position must be able to complete all
physical requirements of the job, with or without reasonable accommodation, which include, but

· Must be able to remain in a stationary position most of the time.
· Must be able to transport agency equipment to & from the office.
· Consistently operates a computer and other office productivity machinery, such as a
calculator, copy machine, and computer printer.
· Frequently communicates with taxpayers, members, etc. who have inquiries about their
accounts. Must be able to exchange accurate information in these situations.
About You: High school diploma or GED; supplemented by college level courses or vocational
training in business administration, and by at least one (1) year previous experience and/or
training involving data processing or tax related customer service; or an equivalent combination
of education, training, and experience.
