QUALIFICATIONS: An example of acceptable qualifications for this position:
Possession of a Bachelor's degree from an accredited college or university in social work, public administration, business administration, human services, nonprofit management, or a related field; five (5) years of related experience in resident services, public or assisted housing, HUD-funded programs, economic mobility, self-sufficiency programs, homeownership, program management, partnership development, grant or contract administration, or a related field; supervisory experience preferred; or any combination of education, experience, and/or training which provides the required knowledge, skills, and abilities.

Valid driver's license and must maintain insurability according to the Housing Authority's insurance policy. Additional certifications may be required or preferred depending on program, grant, or funding requirements.

JOB DESCRIPTION AND WORKER CHARACTERISTICS:
JOB DUTIES in order of importance
ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:
25% Program Administration, Compliance, and Operations Directs and oversees Resident Council activities, community-based partnerships, resource fairs, signature events, staff volunteer initiatives, and related community engagement programs. Develops, interprets, and implements program policies, procedures, standard operating procedures, workflows, and internal controls. Ensures assigned programs comply with applicable HUD requirements, CMHA policies, grant conditions, contracts, and funding requirements. Assumes administrative and operational responsibilities for assigned programs that were previously centralized, including program calendars, internal coordination, documentation systems, and process improvement.
20%Staff Supervision and Leadership. Supervises a Community Engagement Supervisor who oversees two Community Engagement Specialist-level positions, and supervises interns and other assigned staff as needed. Hires, trains, schedules, evaluates, develops, coaches, and disciplines staff in accordance with agency policy and in consultation with Human Resources as appropriate. Establishes work plans, performance goals, professional development expectations, and accountability systems to ensure program success.
1%Partnerships, Property Manager Relationships, and Service Coordination
Builds and maintains relationships with CMHA property managers, Resident Councils, service providers, vendors, funders, and community partners to coordinate services and increase resident access. Develops and manages community-based partnerships supporting service coordination, summer camps, food distributions, health, education, employment, youth, senior, and family supports. Coordinates with other Resident Initiatives team members to align community engagement activities with department goals and resident needs.
15% Marketing, Outreach, and Resident Participation Develops and implements marketing and outreach strategies to maximize participation in assigned programs, events, Resident Council activities, volunteer opportunities, and community-based services. Coordinates with property managers, Communications staff, community partners, resident leaders, and internal departments to promote program opportunities. Develops resident-facing materials, outreach plans, recruitment strategies, and engagement approaches that increase awareness and participation.
10%Budget, Grant, and Contract Management Develops, monitors, and manages budgets for assigned programs, events, grants, contracts, and partnerships. Reviews expenditures, invoices, deliverables, scopes of work, agreements, and contract performance to ensure compliance with funding requirements, procurement expectations, and program goals. Supports grant applications, grant reporting, sponsorship development, and resource allocation for assigned programs.
5%Data Collection, Reporting, Evaluation, and Best Practices. Collects, analyzes, and reports program data, participant information, event outcomes, resident engagement metrics, partner deliverables, and operational indicators. Develops and monitors KPIs and program outcomes; prepares reports for leadership, funders, partners, and other stakeholders; evaluates program effectiveness; and researches best practices to improve program quality, resident participation, and impact.

Knowledge of: resident services, community resources, public or assisted housing programs, and applicable CMHA policies and procedures *. Program administration, documentation, data collection, reporting, customer service, and basic performance measurement practices. Federal, state, and local laws and regulations applicable to public housing authorities and assigned program areas. Office practices and procedures; records management; confidentiality requirements; safety practices; and modern business communication practices. Supervisory principles and practices, including interviewing, training, assigning work, evaluating performance, recommending hiring decisions, and recommending corrective or disciplinary action.
Skill in: customer service; listening; organization; planning; time management; written and verbal communication; meeting facilitation; and conflict resolution. Computer operation and use of modern office equipment and software, including Microsoft Office, SharePoint, and other applicable program or reporting systems. Information gathering, documentation, database entry, report preparation, and coordination with internal and external stakeholders. Coaching, mentoring, assigning work, monitoring results, providing feedback, supporting staff development, and documenting performance concerns.
Ability to: interpret and apply written policies, procedures, regulations, and program requirements to specific situations. Define problems, collect data, establish facts, draw valid conclusions, and exercise appropriate judgment and discretion. Prepare correspondence, reports, outreach materials, meeting notes, resident communications, and other program documentation. Build and maintain effective working relationships with residents, CMHA staff, property managers, service providers, funders, vendors, and community stakeholders. Maintain accurate records, protect confidential information, manage multiple priorities, and meet deadlines.
