Description: The Assistant Treasurer reports directly to the Treasurer/CFO and assists in the administration, oversight, and continuous improvement of the District’s financial operations. This position supports compliance with state and federal regulations, maintains accurate and transparent financial records, and provides leadership and oversight for accounting, payroll, budgeting, reporting, and internal control functions. The Assistant Treasurer serves as a key operational and strategic support to the Treasurer and acts as a backup in the Treasurer’s absence to ensure continuity of critical fiscal operations.
Essential Duties and Responsibilities
Financial Operations & Accounting

Maintains the District’s chart of accounts in accordance with the Uniform School Accounting System (USAS) and Educational Management Information System (EMIS) requirements.

Oversees accounting functions, including receipts, accounts payable, accounts receivable, payroll-related transactions, and annual vendor reporting (e.g., 1099 processing).

Leads the month-end and year-end closing processes, including reconciliation of accounting, payroll, banking, and investment accounts.

Processes refund checks and prepares bank deposits.

Performs periodic audits of accounting and accounts payable processes to ensure accuracy, compliance, and internal control integrity.

Develops, maintains, and updates an accounting policies and procedures manual.
Budgeting, Cash Management & Financial Planning

Assists the Treasurer in the development, maintenance, and monitoring of the Board of Education’s annual appropriation measure and district budget.

Assists administrators and directors with budget development, monitoring, and expenditure analysis.

Supports cash management, investment activities, and banking relationships.

Assists with long-range financial forecasting, financial modeling, and cost studies as needed.

Monitors state revenue sources, related charges, and funding allocations.
Grants, State & Federal Compliance
-
Assists with the determination, monitoring, and reporting of grant expenditures.

Supports state and federal program controls, reporting requirements, and cash requests.

Prepares the annual T-2 report and other required state and federal financial submissions.
Payroll, Benefits & Employee Financial Processes
-
Oversees payroll-related functions in coordination with payroll staff and Human Resources.

Reviews salary recalculations, severance calculations, and employee payouts.

Oversees wage garnishments, child support, bankruptcy payments, and employment verification requests.

Oversees budgeting and payment processing for employee benefits, including health, dental, life insurance, pension contributions, and workers’ compensation.

Works collaboratively with union representatives, Payroll, and HR regarding sick bank requests.

Oversees annual calculations for coursework reimbursement.

Assists employees with general questions regarding payroll and benefits.
Procurement, Purchasing & Online Systems

Oversees purchasing and requisition processes to ensure compliance with district policy, Ohio Revised Code, and applicable federal procurement standards.

Oversees the use of SCView and other financial systems related to requisition and purchasing workflows.

Oversees the District’s online payment systems, including student fees and electronic collections.

Reviews bids, quotes, and purchasing documentation as assigned.
Risk Management, Insurance & Debt Administration

Assists with oversight of district risk management activities, including workers’ compensation and insurance coordination.

Assists in maintaining debt schedules and processing bond and debt payments.

Assists with oversight of construction project budgets and related accounting procedures.
Leadership, Training & Collaboration
-
Oversees and coordinates training and professional development of finance office staff.

Trains and advises district administrators, office staff, and building personnel on Treasurer’s Office policies, procedures, and technology enhancements.

Coordinates registrations for Ohio School Boards Association (OSBA) and Ohio Association of School Business Officials (OASBO) conferences.

Responds to inquiries from district staff, auditors, and stakeholders regarding financial matters as requested.

Assists with public records requests related to financial documents, in coordination with the Treasurer.
Board Support, Audits & Continuity

Assists with preparation of Board of Education meeting agendas, financial reports, and supporting documentation.

Assists internal and external auditors and responds to audit findings as needed.

Participates in financial continuity and emergency planning to ensure uninterrupted fiscal operations.

Serves as backup for the Treasurer and performs daily Treasurer duties in the Treasurer’s absence, as authorized.

Minimum Qualifications

Bachelor’s degree in accounting, Finance, Business Administration, or a closely related field.

Minimum of three (3) years of progressively responsible experience in governmental or school district finance, accounting, or auditing.

Demonstrated knowledge of public sector accounting principles and financial reporting requirements.

Experience with the Uniform School Accounting System (USAS) and Educational Management Information System (EMIS) preferred.

Experience with budgeting, cash management, and financial reporting.

Ability to analyze financial data, prepare accurate reports, and meet required deadlines.

Strong organizational, communication, and interpersonal skills.

Ability to maintain confidentiality and exercise sound professional judgment.

Proficiency with accounting software, spreadsheets, and standard office technology.
Licensure / Certification
-
Ohio School Treasurer License preferred.
-
Ability to obtain and maintain an Ohio School Treasurer License within a timeframe established by the Board of Education, if not currently licensed.
Knowledge, Skills, and Abilities

Knowledge of governmental accounting principles, school district finance, and state/federal reporting requirements.

Knowledge of budgeting, cash management, investments, and debt administration.

Ability to lead accounting and finance staff, provide training, and enforce policies and procedures.

Skill in financial analysis, auditing, and preparing complex financial reports.

Strong written and verbal communication skills for internal and external correspondence.

Proficiency in technology, including accounting software, spreadsheets, and online payment systems.

Physical Demands / Working Conditions

Primarily an office-based position requiring prolonged periods of sitting, standing, and computer use.

Occasional lifting of office supplies and financial records up to 25 pounds.

Frequent communication with staff, administrators, auditors, and the public, both in person and electronically.

Work is performed under typical office conditions, with minimal exposure to environmental hazards.
