The State of New Hampshire, Lottery and Gaming Commission is now hiring a Full-Time Accountant II . The position plays an important role in supporting the Lottery's financial operations, maintaining accurate financial records, processing and reconciling transactions and performing internal financial verification activities that help ensure the accuracy, integrity and compliance of Lottery operations. POSITION SUMMARY :
Performs a variety of professional accounting functions in support of the Lottery's financial operations, with a focus on daily Accounts Receivable (AR) activities while providing assistance with Accounts Payable (AP) and other functions as assigned. Maintains accurate financial records, processes and reconciles financial transactions, and ensures timely and accurate recording of receipts and payments. Performs Internal Control Systems (ICS) financial verification duties, including online testing for Lottery games, to ensure compliance with established internal controls, accounting standards, and agency procedures. Identifies and resolves discrepancies, prepares supporting financial documentation, and assists with financial reporting, reconciliations, audits, and other accounting activities as needed.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS: Associate's degree and 2 years of experience OR equivalent combination of 4 years of education and experience after completion of high school. Relevant areas must be in accounting, business administration, auditing, finance, or a related field .
License/Certification: Valid driver's license and/or have access to transportation.

PREFERRED QUALIFICATIONS : Knowledge of accounting principles and methods, with the ability to apply and adapt established procedures to financial transactions. Ability to analyze detailed written and numerical data, perform accurate calculations, and maintain accurate accounting records.

When applicable, the work of an employee in trainee status in this position shall be overseen by a fully qualified individual. RESPONSIBILITIES:
- Operates, maintains, and reconciles the Internal Control Systems (ICS) to verify the accuracy of financial transactions for all lottery games, including sales, cash receipts, cancellations, prize payouts, liabilities, and promotional transactions. Works with New Hampshire ICS vendors to resolve discrepancies, perform testing for new games and system enhancements, and ensure quality control and compliance with Multi-State Lottery (MUSL) rules, regulations, and agency procedures.
- Creates and performs reconciliations in accordance with Governmental Acceptance Accounting Practices (GAAP) and NH Lottery and Tri-State procedures for a variety of complex accounts, including prize accounts, income ledger accounts, daily positive pay transactions, TD Bank reconciliations, M&T Bank reconciliations for Tri-State, and general ledger accounts, as requested. Identifies and resolves discrepancies to ensure the accuracy and integrity of financial records.
- Support in maintaining, reconciling, and recording daily invoices paid through the State of New Hampshire cash account to ensure accurate agency expenditure balances. Audits and processes invoices for payment in accordance with Bureau of Accounts procedures and established State financial policies.
- Audits, reconciles, and deposits Lottery funds received through agency operations and courier services, records financial transactions in the State’s integrated financial system (NH FIRST), as required by statute, and verifies the accuracy of funds received from customers and retailers for Lottery products.
- Reviews and analyzes accounting information and Accounts Receivable (AR) reports. Reviews and reconciles batch control reports, validates system uploads, and completes MS add-in processes within NH FIRST to ensure accurate and timely financial processing.
- Assists the Accounting Department by providing financial data, accounting records, and supporting documentation in response to audit requests, including the Legislative Budget Assistant (LBA), Tri-State auditors and other authorized auditing entities.
- Assists with entering and processing journal entries in the General Ledger and Multi Ledger within NH FIRST.
- Assists with reconciling daily prize checks issued to flat files prepared for bank upload to ensure the accuracy of payment transactions and support the prevention and detection of fraudulent activity.
Cross-trains with other accounting roles to support the preparation and processing of financial entries for posting to the General Ledger, ensuring continuity of accounting operations.
