The State of New Hampshire, Judicial Council has a full-time vacancy for 13-1190 Miscellaneous Business Operations Specialists-4.
Summary:
Provides programmatic and operational support for the Judicial Council’s statewide indigent defense case management and billing system. Coordinates billing workflows, payment processing, system configuration, reporting, and process improvement activities to support the effective administration of indigent defense services. Reviews invoices and reconciles financial information to ensure compliance with court orders, agency policies, and fiscal requirements, while serving as a key resource to courts, attorneys, vendors, and staff regarding system use and billing procedures.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Education/Experience: Bachelor’s degree and 1 year of experience OR equivalent combination of 5 years of education and experience after completion of high school. Education and experience must be in business administration, public administration, accounting, information systems, data management, program administration, management analysis, billing operations, or a related field.
License/Certification: Valid driver’s license or access to transportation

Trainee Option: Candidates with an equivalent combination of 4+ years of relevant education and experience after completion of high school may be considered and hired in ‘trainee status’ for this position.
PREFERRED QUALIFICATIONS: Work experience in a legal, court, governmental, or public service environment. Experience working with case management, billing, or financial management information systems. Experience developing procedures, training materials, and reports.

Responsibilities:
DETAILED TASKS (STANDARD): None
DETAILED TASKS (AGENCY/POSITION-SPECIFIC):
Reviews and processes attorney and ancillary service provider invoices after ensuring accuracy, completeness, compliance with court orders and agency policies, and proper authorization prior to payment approval.
Serves as the main agency contributor and vendor contact for the Judicial Council’s statewide indigent defense case management and billing system, including system configuration, workflow design, user access management, testing, and ongoing optimization. Ensures alignment with New Hampshire court structures, administrative orders, and agency policies.
Coordinates with system developers, vendors, courts, and internal staff to implement enhancements, troubleshoot issues, develop automated reports, and improve system functionality and operational efficiency.
Analyzes financial data to identify trends, billing irregularities, cost drivers, and process improvement opportunities; recommends and implements strategies to support fiscal oversight and cost containment initiatives.
Develops, documents, and maintains standard operating policies and procedures, instructions and user manuals, training materials, and internal controls related to case management, billing operations, user onboarding, and compliance requirements.
Reconciles financial and billing information between the Judicial Council’s case management system and the State’s enterprise resource planning system; researches and resolves discrepancies and payment issues.
Provides technical assistance and operational support to attorneys, courts, vendors, ancillary service providers, and staff regarding system use, billing procedures, reporting, and compliance requirements. Develops and delivers one-on-one and group training.
Monitors user permissions and security settings to ensure appropriate access controls, data integrity, and protection of confidential, sensitive information.
Supervises assigned staff to include providing training, assigning work, evaluating performance, and overseeing daily activities.
Serves as the primary point of contact for billing-related inquiries and escalations, resolving complex issues and coordinating corrective actions with internal and external stakeholders.
Provides input on communications, contracts, and management reports, including correspondence to legislators and oversight authorities. Prepares reports and summaries of billing data for internal use and for presentation to outside agencies.
