Full Job Description

Licensed Child-Placing Agency Administrator (LCPAA)

New Era Child Placement Agency is seeking an experienced and highly motivated Licensed Child-Placing Agency Administrator (LCPAA) to lead the day-to-day operations and continued development of a newly established child-placing agency operating in partnership with a 175-bed Residential Treatment Program.

This is a senior leadership opportunity for an experienced child welfare professional who understands Texas licensing requirements, residential treatment, foster care placement, regulatory compliance, and the operational demands of building a high-quality child-placing program.

The ideal candidate is a strategic and hands-on leader who can establish strong systems, develop staff, maintain regulatory compliance, build placement relationships, and help grow the agency while ensuring the safety and well-being of children and youth served.

Required Qualifications

Current Texas Licensed Child-Placing Agency Administrator (LCPAA) credential in good standing
Minimum of 2 years of relevant child-placing agency, residential treatment, or child welfare administrative experience
Bachelor's degree in Social Work, Psychology, Child Development, Human Services, or a related field required; Master's degree preferred
Demonstrated knowledge of Texas child-placing agency licensing standards and regulatory requirements
Clean professional and licensing history
Demonstrated experience managing or overseeing child placements
Strong understanding of trauma-informed care, child development, and behavioral health
Excellent written, verbal, organizational, and leadership skills

Key ResponsibilitiesAgency Leadership & Operations

Provide overall leadership and direction for the child-placing agency
Oversee daily agency operations and ensure staff are effectively performing their assigned responsibilities
Establish and maintain operational systems, policies, procedures, and protocols
Develop clear performance expectations and hold staff accountable to agency standards
Recruit, train, supervise, and support agency personnel
Monitor employee performance and provide ongoing coaching and professional development
Work collaboratively with the Residential Treatment Program and other internal departments to create a coordinated continuum of care

Licensing & Regulatory Compliance

Maintain compliance with Texas child-placing agency licensing standards and applicable state regulations
Lead licensing activities, renewals, inspections, corrective actions, and ongoing compliance efforts
Develop and maintain policies and procedures required for agency operations
Prepare the agency for federal accreditation and applicable quality-assurance requirements
Maintain accurate documentation and ensure required records are completed and maintained
Monitor regulatory changes and implement operational updates as necessary

Placements & Contract Development

Develop and maintain relationships with DFPS, placing entities, managed care organizations, and community partners
Coordinate and oversee child placement activities
Submit placement documentation and respond to placement opportunities in a timely manner
Assist with developing, negotiating, and maintaining placement contracts and referral relationships
Support the strategic growth and stabilization of the agency's placement population
Ensure placements are appropriate, adequately supported, and consistent with regulatory and clinical requirements

Records & Case Oversight

Oversee systems related to medical records, case management, treatment documentation, and placement records
Ensure documentation meets applicable state and agency standards
Monitor case management activities and documentation for completeness and compliance
Work collaboratively with clinical and direct-care teams to support individualized treatment and service planning
Maintain familiarity with agency software, including Planned Street, and other operational systems

Program Development

Develop and implement life-skills, enrichment, recreational, and entertainment programming for children and youth
Identify opportunities to improve services, outcomes, and the overall placement experience
Establish systems for tracking agency performance, placements, compliance, and staff accountability
Support the development of a strong organizational culture centered on safety, stability, accountability, and trauma-informed care

Preferred Experience

The strongest candidates will have:

Experience overseeing 50+ child placements
Previous leadership experience within a child-placing agency or residential treatment setting
Experience with Texas licensing inspections and compliance
Experience developing and implementing agency policies, procedures, and protocols
Experience with placement contracts and referral relationships
Experience overseeing medical records and case management systems
Experience with treatment planning and documentation
Experience supervising and training multidisciplinary staff
Familiarity with behavioral health and residential treatment environments
Experience preparing an organization for accreditation or other external quality reviews
