Full Job Description

Reports To: Chief Financial Officer

The Payroll Analyst is responsible for the accurate and timely processing of payroll for all employees within the public school district. This role ensures compliance with local, state, and federal regulations, as well as district policies. The Payroll Analyst will work closely with the Human Resources and Finance departments to maintain accurate employee records, process payments, and address payroll-related inquiries from staff.

Key Responsibilities:

Process monthly payroll for all district employees, including teachers, administrative staff, and support personnel.
Ensure accuracy in wage calculations, overtime, deductions (such as taxes, benefits, and garnishments), and salary adjustments.
Verify timecards, leave balances, and additional compensation requests.
Ensure compliance with federal, state, and local tax regulations.
Maintain detailed and accurate records of payroll transactions.
Update employee payroll files as needed (e.g., changes in salary, job status, tax withholdings, etc.).
Manage and record deductions related to benefits, retirement contributions, and other withholdings.
Maintain payroll information in the district’s HR/payroll software system.
Ensure payroll activities comply with federal and state employment laws, including FLSA, wage and hour laws, and IRS guidelines.
Stay up-to-date on changes in payroll tax regulations and labor laws.
Prepare and submit payroll reports to the district, government agencies, and other stakeholders as required.
Respond to payroll-related inquiries from employees regarding their paychecks, deductions, and leave balances.
Coordinate with HR for employee changes such as new hires, terminations, and benefits enrollment changes.
Preparation of W-2s, tax filings, and year-end reporting.
Conduct regular payroll audits to ensure data integrity and compliance.
Generate payroll reports for the finance department, school board, or other administrative purposes.
Assist in preparing for internal and external payroll audits.
Assist in the testing and implementation of new payroll system features or upgrades.

Qualifications:

Education: High school diploma or equivalent required; Associate’s or Bachelor’s degree in accounting, finance, business administration, or a related field preferred.
Experience: 2-3 years of payroll processing experience, preferably in a public sector or school district setting. Experience with the Virginia Retirement System a plus.
Technical Skills: Proficient in payroll and HR software systems (e.g., Munis, Red Rover). Advanced knowledge of Microsoft Excel and other office suite applications.
Knowledge: Strong understanding of payroll practices, tax regulations, and labor laws.
Communication: Excellent verbal and written communication skills.
Attention to Detail: High degree of accuracy and attention to detail in handling confidential payroll data.
