Duties

The Facility and Property Assistant (NAVCC) works at the Library's Packard Campus for Audio Visual Conservation (Culpeper, VA) under the day-to-day direction of the Facility Specialist (NAVCC), and under the general supervision of the Facility Operations Manager of the Facility Operations Section (FACOPS), Facility Services Division (FACS), Integrated Support Services (ISS). The incumbent provides day-to-day customer and operational support to the Chief, Packard Campus for Audio Visual Conservation (NAVCC), Library Services. The ISS Facility Specialist (NAVCC) provides broad policy guidance and day-to-day direction for facility operations issues. The supervisor of the ISS Logistics/Asset Control Team provides technical guidance for property control issues. Assignments are mission related, normally in terms of broad, general objectives of planning, directing, controlling and coordinating the asset control functions for the Library at the NAVCC Packard Campus location and providing general facility support and back-up assistance to the ISS NAVCC Facility Specialist.

As the Facility Operations Specialist, you will:

Ensure that all property and equipment items are properly accounted for according to laws, regulations, and Library policies. Coordinate record-keeping of receipt, location and disposal of all accountable property and equipment involving property and/or equipment management, coordination, and control for a local inventory management program at the Packard Campus.
Be responsible for a variety of asset management duties involving many different and unrelated processes and methods. Executes a range of technical equipment control duties In the areas of equipment accountability including accurate and timely record-keeping of acquisitions, utilization, identification, inventory control, and disposition of all accountable equipment.
Provide advice and guidance to the Chief. Packard Campus for Audio Visual Conservation, Library Services, on the requirement of the equipment control and replacement program, agency management and organizational requirements for property management, reuse and disposal. Use asset controls and systems procedures to ensure proper accountability of Library property at the Packard Campus.
Support the ISS Facility Specialist (NAVCC) by providing assistance to established, well-precedented facility operations requirements relating to the NAVCC facility maintenance, including analyzing deficiencies created by day-to-day usage that impact current and future facility and customer requirements. As required, assists in the modification or establishment of new monitoring procedures used in the course of Facility Operations Section's preventive maintenance duties, repairs, construction, or rehabilitation projects.
Work collaboratively with the supervisors of the ISS Facility Design and Construction Section (FD&C) and Public Program Services Section (PPS), and other Library points of contact as required, to resolve customer-related facility issues. Works with FD&C staff to support design and help implement tenant fit-out related requirements.
Monitor contractor performance for custodial, vending, pest control, recycling and trash removal services. Conducts weekly inspections of buildings and grounds and creates work orders to resolve deficiencies discovered.
Ensure excellent quality assurance by tracking the timely and acceptable completion of work orders Uses automated tools to assist in analyzing trends relating to building deficiencies and develop nontechnical reports to communicate findings to provide data to ISS Facility Services and NAVCC managers.
Attend meetings as required to maintain appropriate communication/coordination with NAVCC customers, the AOC, other ISS offices and Library Services.
Perform other duties as assigned.

The incumbent of this position will work a Flexitime work schedule. This is a non-supervisory, bargaining unit position.
