The Accounting Manager oversees and coordinates comprehensive municipal accounting operations—including general ledger, AP/AR, fund and grant accounting—with rigorous adherence to Generally Accepted Accounting Principles (GAAP), Government Accounting Standards (GASB), and Virginia's Auditor of Public Accounts standards. This position supports the Assistant Finance Director and Finance Director in strategic financial stewardship, internal control excellence, and supervision of the accounting team.
Essential Job Functions
- Develop, implement, and maintain accounting systems, policies, and procedures consistent with GAAP, GASB, and VA Auditor of Public Accounts standards
- Oversee day-to-day accounting activities including AP, AR, general accounting, bank and fund reconciliations
- Supervise, mentor, and evaluate finance staff; assign tasks, monitor performance, and foster professional development. Staff include an A/P Technician and Accounting Specialist
- Lead preparation of financial reports, including monthly internal reports and Annual Comprehensive Financial Report (ACFR), and coordinate external audits
- Manage grant and fund accounting, ensuring compliance with state, federal, and local funding requirements
- Maintain the County’s general ledger and subsidiary ledgers; ensure timely month- and year-end closes
- Ensure sound internal controls; reconcile financial systems; implement audit recommendations
- Advise departments on accounting policies and complex financial matters
- Oversee capital asset records, lease accounting, and fixed asset inventories
- Support procurement and vendor payment processes in compliance with policies
- Actively participate in budget preparation and monitoring; assist with forecasting and strategic planning
- Perform other financial or accounting duties as assigned, including cross-departmental projects and system implementations

Minimum Qualifications
Education: Bachelor’s degree in accounting, finance, business administration, or related field
Experience:
- Five (5)–seven (7) years of progressive accounting experience including two (2) years of supervisory experience
- Public sector or local government experience preferred.
- A combination of education, training, and experience which provides required knowledge, skills, and abilities may be considered
Certifications/Licenses:
- Certified Public Accountant (CPA) preferred
- Other related certifications (e.g. CPFO) may be considered.
- Valid Commonwealth of Virginia driver’s license

- Experience working with enterprise resource planning (ERP) systems such as Tyler Munis, Oracle, or SAP
- Demonstrated ability to manage complex financial transactions and reporting for multiple funds and revenue sources
- Strong organizational skills and attention to detail in a fast-paced, deadline-driven environment.
- Excellent judgment and discretion in handling confidential information
Knowledge, Skills, and Abilities
- Comprehensive knowledge of GAAP, GASB, and applicable laws and regulations
- Strong analytical and problem-solving skills with ability to interpret complex financial data
- Proficiency in Microsoft Excel (including pivot tables, formulas, and data analysis) and accounting software systems
- Effective leadership and interpersonal skills to supervise, coach, and collaborate with team members
- Ability to prioritize tasks, meet deadlines, and manage multiple projects simultaneously
- Clear written and verbal communication skills, including the ability to prepare technical reports and explain financial concepts to non-financial personnel
