Position Title: Security Guard
Location: Jicarilla Service Unit, 500 N. Mundo Drive, Dulce, NM 87528
Employment Type: Full-Time, Contract Position
Work Schedule: Monday through Friday, daytime coverage. Final scheduled hours will be established in accordance with the Government-approved staffing schedule.
Reports To: Security Supervisor/Project Manager
Position Summary
The Security Guard is responsible for protecting patients, employees, visitors, facilities, vehicles, and Government property at the Jicarilla Service Unit. The selected individual will maintain a professional and visible security presence, conduct routine patrols, control facility access, monitor security systems, respond to emergencies, and prepare accurate daily and incident reports.
This position requires a dependable, observant, and service-oriented professional who can perform security duties in an active healthcare environment while minimizing disruption to clinical operations. The Security Guard must comply with Indian Health Service requirements, Jicarilla Service Unit policies, HIPAA, the Privacy Act, and all applicable federal, state, local, and Tribal regulations.
Essential Duties and ResponsibilitiesFacility Patrol and Property Protection
- Conduct routine foot patrols of buildings, grounds, parking areas, entrances, hallways, restrooms, lobbies, and other common areas.
- Inspect parked vehicles, including Government-owned and GSA vehicles, for suspicious activity, damage, or security concerns.
- Open and secure designated facility areas at established times.
- Maintain a visible security presence to discourage unauthorized activity, vandalism, theft, and disruptive behavior.
- Identify and promptly report suspicious persons, unsafe conditions, property damage, vandalism, or unusual activity.
- Assist clinical and administrative personnel during emergency or security-related situations.
- Protect Government property, keys, radios, access badges, logbooks, and other Government-furnished items.
Access Control and Monitoring
- Monitor entrances, exits, access points, and the facility security camera system.
- Screen and manage visitor access in accordance with facility procedures.
- Issue, track, collect, and document visitor badges.
- Prevent unauthorized access to restricted or controlled areas.
- Contact local law enforcement, emergency responders, or other authorities when required.
- Support law enforcement personnel during investigations or emergency situations.
Emergency Response
- Respond promptly and professionally to designated facility emergency codes.
- Assist during medical emergencies, fire alarms, disturbances, hazardous-material incidents, disasters, and armed-attacker situations.
- Support emergency drills, evacuations, crowd-control activities, patient movement, and patient transport when directed.
- Assist with helicopter landing-zone procedures and maintain safe access around designated landing areas.
- Follow the facility’s emergency response, infection-control, safety, and incident-command procedures.
Morgue Support
- Assist with authorized morgue-related activities in accordance with Jicarilla Service Unit procedures.
- Maintain proper chain-of-custody documentation.
- Record all authorized morgue transactions in the Security Office log.
- Protect confidential information and maintain professional discretion at all times.
Documentation and Reporting
- Complete accurate daily activity logs.
- Prepare incident, observation, security, and property-damage reports.
- Submit same-day incident reports when required.
- Record patrols, visitor activity, emergency responses, and unusual occurrences.
- Provide additional reports or documentation requested by the Security Supervisor, Project Manager, or Contracting Officer’s Representative.
- Ensure all records are complete, legible, factual, timely, and handled in accordance with privacy requirements.
Minimum Qualifications
- High school diploma or equivalent.
- Previous security, law enforcement, military, healthcare security, access-control, or emergency-response experience is preferred.
- Ability to perform patrol, surveillance, access-control, emergency-response, and reporting duties.
- Knowledge of professional security practices and incident-reporting procedures.
- Ability to communicate effectively with patients, visitors, healthcare personnel, supervisors, law enforcement, and emergency responders.
- Ability to remain calm, professional, and decisive during emergencies or confrontational situations.
- Ability to prepare clear and accurate written reports.
- Ability to follow written instructions, post orders, facility policies, and emergency procedures.
- Ability to work independently while maintaining communication with supervisors and facility representatives.
- Ability to maintain reliable attendance and provide continuous coverage during assigned working hours.
- Must meet all applicable New Mexico security licensing and registration requirements.
Background and Suitability Requirements
Employment is contingent upon successful completion and favorable adjudication of all Government-required screening processes. No employee may begin work until the Government provides official authorization.
Candidates must successfully complete:
- Fingerprinting and identity verification.
- Indian Health Service personnel security and suitability screening.
- Background investigation required under Public Law 101-630.
- Applicable character and criminal-history reviews.
- Any additional facility access or security-clearance procedures.
Candidates may not have a felony conviction or disqualifying criminal history under the applicable character standards. The solicitation also restricts individuals with two or more misdemeanors involving violence, sexual misconduct, crimes against persons, or crimes against children.
Health and Immunization Requirements
The selected candidate must satisfy Indian Health Service health and immunization requirements before beginning work. Required documentation may include:
- Measles, Mumps, and Rubella vaccination.
- Hepatitis B vaccination.
- Varicella vaccination or immunity.
- Annual influenza vaccination.
- Tdap vaccination.
- COVID-19 vaccination or an approved exemption.
- Tuberculosis screening completed within the previous 12 months.
- Additional immunizations or health screenings required by the facility.
Professional Conduct Requirements
The Security Guard must:
- Maintain a professional appearance and wear the approved company uniform while on duty.
- Treat patients, visitors, staff, and Government representatives respectfully.
- Protect patient, employee, and facility information.
- Comply with HIPAA, the Privacy Act, and Indian Health Service confidentiality requirements.
- Follow all Jicarilla Service Unit policies, post orders, safety procedures, and standards of conduct.
- Avoid behavior that could interfere with patient care or clinical operations.
- Immediately report conflicts, safety concerns, security incidents, and potential policy violations.
- Refrain from unauthorized use or removal of Government property.
- Maintain alertness and remain at the assigned post until properly relieved.

The position may require the employee to:
- Stand and walk for extended periods.
- Conduct indoor and outdoor patrols in varying weather conditions.
- Move throughout buildings, parking areas, grounds, and restricted spaces.
- Respond quickly to emergencies.
- Use radios, telephones, surveillance monitors, keys, access-control devices, and reporting equipment.
- Assist with crowd control, emergency movement, and other reasonable security-related activities.
- Maintain alertness throughout the assigned shift.
