WSR is seeking a high-caliber Chief Financial Officer (CFO) to lead our financial operations from our corporate headquarters in El Paso, Texas.
We are not looking for a traditional "historical reporter" who merely charts the past. We are looking for a dynamic financial architect who will own our balance sheet, master our Cash Conversion Cycle (CCC), collaborate directly with plant operations to optimize margins, and champion the integration of artificial intelligence (AI) and automation to maximize organizational efficiency.

Key Responsibilities
As CFO, you will align all financial strategies with our GO SAFE pillars, serving as a key executive partner to the President and Board of Directors.
Strategic Operational Partnership & Margin Defense
● Cost Per Ton (CPT) Mastery: Partner directly with the Directors of Operations, Ferrous, and Non-Ferrous to monitor, benchmark, and drive down unit costs across all facilities.
● Market-Ready Inventory Velocity: Work hand-in-hand with commercial trading teams to maintain "Operational Liquidity," ensuring physical inventories (ferrous and
non-ferrous) are processed, packaged, and positioned to move at a moment’s notice to protect margins against commodity fluctuations.
● Strategic M&A & Greenfield CAPEX: Lead the financial modeling, due diligence, and operational integration for upcoming greenfield expansions, brownfield acquisitions, and major capital expenditure cycles.
Bi-National Treasury & Cross-Border Logistics
● Cash Conversion Cycle (CCC) Optimization: Drive extreme efficiency in bi-national cash management, aggressively optimizing Days Inventory Outstanding (DIO) and cash flow.
● IMMEX & IVA Expert Oversight: Serve as our executive financial authority on Mexico's IMMEX maquiladora structures, cross-border transfer pricing, and VAT (IVA) recovery to ensure working capital never gets trapped at the border.
● Dual-Currency & Shelter Accounting: Oversee the accounting, tax compliance, and treasury complexities of our Mexican subsidiaries (Grupo Revlis) and shelter structures, ensuring perfect regulatory alignment.
Corporate Governance, Fiscal Compliance & Risk Management
● Rigorous Statutory Compliance: Ensure absolute compliance with all fiscal, legal, federal, and local laws, tax codes, and regulatory requirements impacting our operations in both the United States and Mexico (including IRS, SAT, EPA, SEMARNAT, and PROFEPA regulations).
● Governance Policy & Controls: Design, implement, and enforce robust corporate governance policies, financial guidelines, and internal controls that protect company assets and mitigate operational risks without slowing down business velocity.
● Audit & Reporting Excellence: Lead clean, timely external audits and maintain
transparent reporting relationships with legal counsel, boards, and regulatory bodies.
Tech Acceleration & AI Integration
● Proactive Tech Curiosity: Champion the adoption of advanced ERP systems, business intelligence platforms, and next-generation AI tools (such as Gemini, NotebookLM, and automated Workspace integrations) to revolutionize financial reporting, automate variance analysis, and streamline shared services.
● KPI Dashboard Ownership: Build and maintain real-time, transparent KPI dashboards that empower both financial and non-financial plant managers to own their facility’s financial outcomes.
Capital Structure & Team Leadership
● Commercial Banking & Audit Relationships: Lead high-level banking syndications, audit processes, and lines of credit, utilizing our pristine, asset-rich balance sheet to fuel aggressive growth.
● Cultivating Talent: Build, mentor, and professionalize our multi-location corporate accounting and finance team, creating clear pathways for upward mobility.
The Candidate Profile
We are highly receptive to "Step-Up" candidates—ambitious, hungry Corporate Controllers, VP of Finance leaders, or Regional Finance Directors who have outgrown their current seats and are fully prepared to command the CFO office in a fast-paced environment.
Required Qualifications:
● Experience: 10+ years of progressive financial leadership experience, with a deep understanding of corporate treasury, cash management, and FP&A.
● Bi-National Expertise: Proven, hands-on experience navigating Mexico’s IMMEX maquiladora frameworks, dual-currency environments, and VAT recovery.
● Regulatory & Legal Acumen: Demonstrated history of managing corporate governance, ensuring multi-jurisdictional compliance, and successfully handling corporate audits.
● Industry Background: A background in high-volume manufacturing (e.g., Tier 1/Tier 2 Automotive, contract manufacturing) or complex cross-border logistics is highly preferred over traditional scrap metal experience. We value rigorous operational cost structures.
● Language Skills: Bilingual proficiency in both written and verbal English and Spanish is
highly preferred.
● Tech Mindset: Active curiosity and an eager approach toward leveraging technology,
automation, and AI tools to eliminate administrative drag and gain strategic insights.
