JOB DESCRIPTION FOR THE POSITION OF CODE ENFORCEMENT OFFICER

The Borough of Sayre is accepting applications for a full-time Code Enforcement Officer with an anticipated start date of October 1, 2026.

The deadline to submit a completed application is 4:00pm on Friday, August 21, 2026.

Hours of Work and Pay Period Work Day – The basic work day shall be Monday – Friday 7:30 am to 4:30pm, exclusive of a one-hour unpaid lunch period.
Work Week - The basic work week shall be forty (40) hours per week, based upon a normal eight (8) consecutive hour day for five (5) days. All paid days off including personal, sick, vacation, holidays, etc., referenced in the current agreement shall be considered a day worked.
Overtime - The Code Enforcement Officer shall be compensated by payment of overtime at time and one-half (1 1/2) for overtime in excess of the eight (8) hours per day or in excess of the forty (40) hours per week. Overtime shall be pre-approved by the Borough Manager.
Pay Period – A weekly pay check shall be provided upon submission of a weekly signed time sheet by 5 p.m. each Friday or sooner upon request.
QUALIFICATIONS: Desired Minimum Qualifications include the following;
Knowledge of Borough, county, state and federal laws and regulations pertaining to land use, zoning, building permits, property maintenance, health public safety, animal regulations, fire, traffic, disabled access and public nuisance; methods, procedures and techniques used in the identification, interpretation and enforcement of a wide variety of code violations; principles and methods of research and investigation related to code enforcement; effective public relations practices; evidentiary requirements for courts of law; applicable state and federal regulations regarding disabled access.
Ability to recognize conditions that constitute code violations in the Borough of Sayre; use effective interpersonal techniques to interact with citizens and the public when explaining city health, public safety, peace, fire, traffic, zoning/land use codes and permit requirements; analyze potential code violations, accurately and adopt effective resolution processes; research and interpret land use, zoning, planning and construction-related codes and investigations; prepare comprehensive reports and deliver oral and written presentations; carry out duties with a minimum of supervision.
Training and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from high school or G.E.D. equivalent; and five years of extensive, pertinent code enforcement experience involving considerable, sensitive public contact in a municipal setting; or an equivalent combination of training and experience.
Basic Blueprint Reading and Understanding House Plans : The ability to read construction blueprints is a foundational skill in the code enforcement and construction industries. Code officials, whether they are working in the field performing inspections or in the office performing plan reviews, must know how to read blueprints. Blueprint reading is fundamentally simple but it requires basic blueprint knowledge and practice.

Work Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this class. The employee is occasionally exposed to wet or humid conditions, vibration, airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level is occasionally loud.
Responsibilities: Responsible to the Borough Manager for day to day issues, but final decision on policy development & policy changes, office operation, and changes to terms of the employment agreement shall be made by the Borough Council. The Code Enforcement Officer shall perform within the Borough of Sayre all functions customarily performed by a Zoning Officer and A Building Code Inspector. The Code Enforcement Officer may do additional work related to the inspection structures, zoning procedures, and Planning Commission requirements and any other duties that may be assigned when requested to do so by the Borough Council. The Code Enforcement Officer shall provide Code Enforcement Inspections within the Borough of Sayre pertaining to all provisions of the enacted Zoning Ordinance, building code, fire prevention code, plumbing code, electrical code, housing and property maintenance code and such other codes and ordinances of Sayre Borough as mutually agreed upon by the parties and make all inspections and issue all permits and orders required in such enforcement. Such enforcement shall include all duties prescribed in such ordinances including the determination for those matters placed within the jurisdiction of the Code Appeals Board by such ordinances and furnishing written and photographic evidence when necessary in any prosecution under the ordinances. In performing such work the Code Enforcement Officer shall have the powers and duties authorized by the Borough Code. The Officer may prosecute all persons accused of violations of any Borough ordinance.
The Borough of Sayre shall prepare and provide copies of all maps and ordinances as may be required by the Code Enforcement Officer from time to time and to work with the Code Enforcement Officer to provide information for permitting purposes.
The Code Enforcement Officer shall, upon retirement, resignation, or termination return all records, materials, software, and any other property owned by the Borough.
The Code Enforcement Officer shall be responsible for the enforcement of building contractors’ ordinances and the Sayre Borough Building Code. The Officer shall provide to the Borough upon request a current list of approved building inspectors.
The Code Enforcement Officer shall keep official records of applications received, permits and certificates issued, fees collected and submitted to the Borough, written reports of inspections, notices and orders issued.
The Code Enforcement Officer shall file reports with the County, State, and Federal agencies as required.
The Code Enforcement Officer shall personally inspect the properties to insure that Codes are being adhered to by the contractor and/or the homeowner. A copy of all reports filed shall be provided to the Borough.
The Code Enforcement Officer shall provide consultations with the public and the Borough regarding questions relative to zoning codes.
Education, Training, Licensing, & Registration Dues, Conferences, & Professional Development: The Borough will agree to pay subject to review and approval by the Board, professional dues, conference fees, not to exceed two (2) weeks per year. In addition, the Borough will agree to purchase appropriate books, state & federal handbooks & guidelines, which provide pertinent information of interest to the Borough.
The Borough will agree to pay subject to review and approval by the Board, lodging and conference fees for programs conducted by the Commonwealth of Pennsylvania and/or other organizations which provide pertinent information of interest to the Borough.
All cost incurred by the Code Enforcement Officer while attending conferences shall be paid by the Borough subject to review and approval by the Board. Five to fifteen credit hours continuing education required annually.
Mileage & Meals: The Borough agrees to pay the Code Enforcement Officer mileage for the use of his personal vehicle on Borough business. The starting point of said mileage should be based on the trip beginning at Sayre Borough Hall (110 West Packer Avenue) to the location of the conference/training session.
The Code Enforcement Officer shall have access to and use of a vehicle owned by the Borough and when used he would not be entitled to mileage. Mileage compensation shall be based on the IRS rate. The Borough shall pay subject to review and approval by the Board a daily meal allowance with the submission of receipts.
Restrictive Covenant The Borough will require that the Code Enforcement Officer provide no less than two (2) years of service to the Borough upon completion of the necessary certification process. In the event that the Code Enforcement Officer should resign prior to the completion of two (2) years of service, they will be required to reimburse the Borough for all cost incurred by the Borough for the certification process.
If the Borough or the Code Enforcement Officer desire to terminate this Memorandum of Understanding, or through any cause the Borough or the Code Enforcement Officer shall fail to fulfill in a timely and proper manner its obligations under this Memorandum of Understanding, or in the event of the violation of any of the covenants contained herein, the Borough or the Code Enforcement Officer shall have the right to file a notice of intent to terminate the Memorandum of Understanding by the written notice to the other parties. Upon receipt of written notice of intent to terminate this Memorandum of Understanding, the Borough and the Code Enforcement Officer agree to meet and establish a transition period to resolve all matters necessary. The transition period shall not exceed thirty (30) days from the date of the written notice of the intent to terminate. This Memorandum of Understanding shall automatically become null and void at the end of the thirty (30) day transition period. Any violation of the following provisions by the Code Enforcement Officer shall result in a just cause termination effective immediately; Removal of Borough property from Borough premises without proper authorization. Theft of Borough property or personal property of other employees. Intoxication, possession or sale of intoxicating beverages or controlled drugs while performing his/her duties. Willful damage of equipment or property of the Borough. Conviction of crime(s) which pose a real or potential threat to the security and/or wellbeing of the Borough. Neglect, inefficiency or violation of duties set forth in this Memorandum of Understanding. The Borough shall make available all supplies and equipment necessary to perform the duties of the position. The Code Enforcement Officer or his designee must type all formal reports and submit a printed monthly report the Borough Council.
