Job Description
The Senior Utility Coordinator works collaboratively with the Utilities team and cross‑functionally with other Susquehanna Civil teams to provide technical expertise and oversight on complex utility relocation projects. Responsibilities include coordinating relocations involving a wide range of utility types; determining effective utility relocation strategies; leveraging Subsurface Utility Engineering (SUE) and sound engineering judgment to identify and mitigate conflicts; reviewing plans; scheduling and facilitating project meetings; and completing all tasks required to obtain utility clearance.

This role is critical to the safe and timely delivery of PennDOT transportation projects by resolving complex utility conflicts that can otherwise result in costly delays, redesigns, and construction impacts. The Senior Utility Coordinator serves as the technical and coordination bridge between designers, utility owners, and PennDOT, ensuring utility relocations are accurate, compliant, and aligned with project schedules while providing experienced leadership that strengthens project outcomes and team performance.
Leadership Expectations
· Serve as the senior technical resource for utility coordination, providing guidance on complex conflicts, SUE application, and PennDOT utility policies.
· Mentor and support utility coordination staff through plan reviews, constructive feedback, and knowledge‑sharing to elevate overall team capability.
· Lead utility coordination meetings with confidence, setting agendas, guiding discussions toward resolution, and representing the firm professionally with PennDOT and utility owners.
· Proactively identify risks to schedule, clearance, or constructability and recommend mitigation strategies to project managers and clients.
· Model strong organizational, communication, and accountability standards, reinforcing consistency and quality across utility coordination deliverables.
Typical Duties:
· Administer utility coordination activities in PennDOT’s Utility Relocation Management System (URMS), including tracking conflicts, coordination status, and clearances.
· Manage utility coordination efforts for medium to large transportation infrastructure projects, supporting project schedules and delivery milestones.
· Review construction plans to identify existing and proposed utility conflicts, document findings, and coordinate resolution strategies with project teams and utility owners.
· Coordinate Subsurface Utility Engineering (SUE) activities, including making SUE recommendations, reviewing deliverables, and updating base mapping upon receipt of results.
· Apply SUE data and engineering judgment to mitigate utility conflicts, evaluate remaining risks, and recommend design modifications as appropriate.
· Schedule, facilitate, and document utility coordination meetings, including preparation of agendas, presentation materials, and meeting minutes for PennDOT and utility owners.
· Coordinate utility relocations involving multiple utility types (water, sewer, gas, electric, and telecommunications) to support constructability and construction sequencing.
· Provide senior‑level technical oversight for complex utility relocation activities, coordinating across disciplines, project managers, and external stakeholders.
· Perform deed research and coordinate with utility owners to obtain Real Property Interest (RPI) information to support PennDOT reimbursement determinations.
· Participate in field investigations and site visits to verify utility locations, resolve coordination issues, and support project decision‑making.
· Coordinate directly with clients and PennDOT staff to support project deliverables, schedules, approvals, and utility clearance milestones.
· Review 2D and 3D utility models using Bentley Open Roads, Infrastructure Cloud, and related software to support design coordination and conflict analysis.
Required Skills, Transferrable Experience, & Certifications:
Education & Experience
· Associate degree in Civil Engineering Technology, Engineering Technology, or Computer Aided Drafting and Design, or equivalent relevant experience.
· Minimum of 5 years of experience in utility coordination and/or transportation infrastructure projects, with increasing responsibility on complex utility relocations.
Utility Coordination & Technical Knowledge
· Strong understanding of principles and practices associated with the relocation of utility facilities, including communications, electric, gas, water, sanitary sewer, and pipeline utilities.
· Demonstrated experience administering and tracking utility coordination activities in PennDOT’s Utility Relocation Management System (URMS), including conflict resolution and clearance status.
· Thorough knowledge of PennDOT utility accommodation policies, procedures, and reimbursement eligibility requirements.
· Working knowledge of civil engineering principles as they relate to transportation and utility infrastructure projects.
· Understanding of Subsurface Utility Engineering (SUE) principles and Quality Levels in accordance with ASCE/UESI/CI 38‑22, including selecting appropriate quality levels based on project risk.
· Ability to read and interpret PennDOT engineering plans and specifications, including roadway geometry, drainage, right‑of‑way, traffic control, and utility relocation plans.
Software & Tools
· Proficiency with Bentley design software, including MicroStation and Open Roads Designer, for reviewing and coordinating transportation and utility plans.
· Proficiency in Microsoft Office applications for preparing correspondence, reports, meeting materials, and project documentation.

· Strong problem‑solving and analytical skills to address complex utility conflicts and coordination challenges.
· Effective written and verbal communication skills, with the ability to collaborate across disciplines and work independently with minimal supervision.
· Strong organizational skills with the ability to manage multiple tasks, priorities, and deadlines.
· Willingness and ability to perform field work as required, including site visits and field investigations.
· Experience conducting deed research and reviewing property records to support utility relocation and reimbursement determinations.
