About Palm Engineering

Palm Engineering Construction Company, Inc. is a San Diego-based general engineering contractor specializing in public works and private civil construction.

Palm is seeking an Estimator or Estimating Assistant who can support the company’s existing public works bidding program and help expand its private commercial, industrial, and site-development opportunities.

Position Summary

The selected candidate will prepare and support estimates for civil construction projects involving underground utilities, concrete, grading, drainage, roadway improvements, commercial site development, industrial work, and related infrastructure.

The position may be structured at the estimating-assistant or estimator level depending on the selected candidate’s experience and demonstrated ability.

Candidates with relationships among general contractors, developers, owners, engineers, suppliers, and subcontractors are encouraged to apply.

Responsibilities

Review public bid advertisements, private invitations to bid, plans, specifications, addenda, geotechnical reports, and contract requirements.
Perform quantity takeoffs for civil, roadway, concrete, underground utility, grading, drainage, paving, and site-development work.
Prepare conceptual, budgetary, negotiated, and competitive estimates.
Solicit and follow up on subcontractor and supplier proposals.
Prepare bid invitations, scope sheets, bid comparisons, and subcontractor coverage logs.
Identify scope gaps, exclusions, conflicts, design risks, and unusual contract requirements.
Develop labor, equipment, material, subcontractor, and production pricing.
Maintain bid calendars and ensure timely completion of required bid and proposal documents.
Assist with subcontractor listing, outreach, participation goals, apprenticeship, and other public-agency bidding requirements.
Participate in pre-bid meetings, site walks, owner meetings, and proposal interviews.
Prepare qualifications, proposal narratives, clarifications, exclusions, and value-engineering alternatives.
Assist in identifying private-sector bidding opportunities with general contractors, developers, owners, engineers, and construction managers.
Develop and maintain relationships with subcontractors, suppliers, general contractors, developers, and other potential clients.
Track upcoming public and private projects and recommend opportunities that fit Palm’s capabilities.
Organize estimating records and transfer awarded-project information to the operations team.
Maintain historical cost and production information and assist with post-bid analysis.

Qualifications

Construction estimating, project engineering, project management, preconstruction, or field experience preferred.
Experience with public works, private commercial development, industrial work, underground utilities, concrete, grading, paving, or roadway construction is highly desirable.
Ability to read and interpret plans, specifications, geotechnical reports, and contract documents.
Experience preparing estimates for both hard-bid and negotiated work is a plus.
Existing relationships with general contractors, developers, owners, subcontractors, or suppliers are highly desirable.
Strong numerical, analytical, organizational, negotiation, and communication skills.
Proficiency with Microsoft Excel and PDF takeoff or estimating software.
Ability to work accurately under firm bid and proposal deadlines.
Familiarity with electronic bidding platforms, private bid portals, and public-agency bid documentation is a plus.
Bachelor’s degree in construction management, civil engineering, or a related field is preferred but not required when supported by relevant experience.
