Human Resources Analyst – Training and Development

The Contra Costa Superior Court is conducting an open recruitment to fill the position of Human Resources Analyst with a specialization in Training and Development. This position leads the Court’s mandatory compliance training, facilitates and tracks judicial education, and supports the Court’s broader workforce development goals through the coordination and evaluation of educational and training programs for judicial officers, managers, and court staff. This is an excellent opportunity for a human resources or court professional who is passionate about employee development. The strongest candidates will bring either a strong background in training and development, or a deep knowledge of court operations and experience working with judicial officers, together with excellent verbal and written communication skills and a commitment to professional growth. Under the general direction of the ADA and Communications Manager, the Human Resources Analyst performs professional human resources work with a primary focus on:

Mandatory compliance training required by statute and the California Rules of Court

Facilitating and tracking judicial education
-
Employee learning and development, including education, training, and onboarding programs
This position partners closely with judges and commissioners, managers, and court staff, and requires an understanding of the dynamic working relationships with judicial officers that is unique to the court environment. The incumbent will be expected to develop subject-matter expertise in mandatory compliance training required by statute and the California Rules of Court; prior expertise in this area is not required.
The Human Resources Analyst’s responsibilities may include, but are not limited to, the following:
Training and Development

Leads the Court’s mandatory compliance training efforts; tracks completion of training required by statute and the California Rules of Court for judicial officers, managers, and court staff.

Schedules, coordinates, and supports the delivery of training across multiple modalities, including in-person instruction, virtual sessions, and self-paced online learning.

Works closely with the Judicial Council of California and the Center for Judicial Education and Resources (CJER) to keep judicial officers, managers, and court staff informed of new educational offerings.

Designs and implements training programs aligned with court objectives, with oversight from Human Resources.

Maintains a library of learning resources, including eLearning courses, job aids, and multimedia content.

Maintains liaison with the Contra Costa County Professional and Organizational Development (POD) team to provide managers and court staff with expanded external training and development opportunities.

Develops and implements new learning strategies and business processes to improve the delivery, administration, and tracking of education and training.

Conducts training needs assessments and identifies appropriate learning resources.

Develops onboarding and role-specific learning plans and supports orientation for judicial officers and court staff.
Core HR Duties

Interprets and applies personnel policies, rules, regulations, and applicable employment laws.

Assists in developing and maintaining human resources policies, procedures, and programs.

Prepares HR-related reports, presentations, and correspondence.

Supports HRIS administration and data integrity, including reporting and analytics; maintains proficiency across core human resources systems.

Maintains strict confidentiality and ensures compliance with data protection requirements.

Assists the ADA and Communications Manager, and performs other duties as assigned in support of the overall effectiveness of the Human Resources Department.

Regular and punctual attendance is essential.
The IDEAL CANDIDATE may come from a training and development background or from within the court system, and will possess:

Demonstrated experience designing, coordinating, and evaluating training and development programs, with knowledge of adult learning principles, OR in-depth knowledge of court operations paired with a strong aptitude for instructional design and training development.

Exceptional communication skills, with the ability to convey information clearly and effectively, both verbally and in writing.

Experience working effectively, tactfully, and cooperatively with judicial officers, managers, and court staff at all levels of the organization.

Experience developing and administering eLearning programs is ideal; experience authoring SCORM-compliant eLearning courses is desirable, but not required.

Excellent organizational and project management skills, with the ability to set priorities and meet critical deadlines.

High emotional intelligence and professionalism when handling confidential or sensitive matters.

A proactive approach, with the ability to anticipate needs and take initiative to address them.

GENERAL INFORMATION
Conditions of Employment
Successful completion of fingerprint and a criminal record background check is required prior to appointment and is a condition of employment.
All employees of the court who operate a vehicle on court business must certify they possess a valid California Driver’s License and required levels of automobile insurance.
Convictions
Felony and misdemeanor convictions MAY BE disqualifying for employment with the court. The court will assess the nature and gravity of the offense, the time that has elapsed since the offense was committed, and the nature of the job duties to be performed.
Employment Eligibility
In accordance with the Immigration Reform and Control Act of 1986, all persons hired after November 6, 1986, are required to present to the Court, at the time of appointment, original documents which show satisfactory proof of: (1) identity and (2) U.S. Citizenship or a legal authorization to work in the United States.
