Engineering Assistant

Springdale Water Utilities is now accepting applications for the position of Engineering Assistant

Job Description

Under general supervision this position shall perform administrative support services within the Engineering Department of Springdale Water Utilities, hereinafter referred to the Utility. Services shall include taking, referring, and handling incoming messages from telephone, fax, and by radio; setting up and managing manual and computer files; preparing and/or typing reports, records, and correspondence; working with the public to develop costing for water and sewer taps; developing and acquiring utility easements; keeping records of work orders for maintenance and repairs to the distribution/collection system, Federal Grant (CFP) Administrator and performing other projects and duties as assigned.

This is a full-time position requiring 40 hours of work per week.

Knowledge, Skills & Abilities To Meet Job Requirements

Ability to type with accuracy in a setting with many interruptions, and transcribe form hand-written drafts, or verbal instructions
Possess ability to operate a personal computer and use various software programs for word processing, database, spreadsheet, surveying and design programs
Demonstrate sound knowledge and ability in English, business correspondence, and the ability to proofread work of self and others with high degree of accuracy
Must have a broad knowledge of general office skills and equipment as evidence by a combination of course word and increasingly responsible utility experience in a comparable fast-paced environment with many interruptions
Demonstrate the ability to work safely and efficiently
Ability to complete accurate mathematical calculations including metes and bounds descriptions, cost estimating and other basic calculations within the water and sewer utility field
Ability to work with contractors, plumbers, and general public related to interpreting plans and maps
Possess the ability to read and comprehend piping schematics, engineering plans/specifications, and other engineering documents
Knowledgeable of principles, practices, and procedures utilized in the engineering environment including drafting of surveying easement descriptions, title research at various county seats, acquisition of easements, dealing with the public during office and after hours, and assist with outside appraisal services. Incumbent must have capability to learn these skills in a reasonable time frame
Knowledgeable of record-keeping techniques
Possess interpersonal skills using tact, patience and courtesy
Demonstrate the ability to establish and maintain an effective working relationship with fellow employees. Work well with the public, supervisors, and co-workers
Perform basic field measurements and surveys to establish location of existing or proposed facilities and easement boundaries
Promote good public relations by addressing customer questions, concerns and complaints in a professional and timely manner
Aid in drawing, revising, and maintaining utilities’ mapping and GIS systems

Responsibilities

Must be able to greet visitors and take incoming phone, fax and radio messages, and promptly take care of a request or relay the message to the appropriate person. Review incoming mail, refer to appropriate person, and answer routine correspondence at the direction of supervisors

· As directed, schedule regular and non-routine work and organize workload to ensure regular deadlines are met and emergencies are handled promptly and effectively

· Provide assistant and support services to the engineering department as required

· Establish and maintain filing systems

· Efficiently coordinate filing of mapping system, as-built plans and drawings

· Conduct or assist with special computer or manual projects

· Maintain excellent public relations through communications with public and other departments and agencies. Respond courteously to inquiries, provide information within scope of responsibility, and refer calls as appropriate to other parties

· Develop and adapt office systems, procedures, and improved work methods

· Price and coordinate residential and commercial water and sewer taps

· Prepare legal descriptions, easements, and easement maps

· Provide technical information from departmental records and plans to other departments, general public, contractors, developers and other professional personnel as necessary.

· Perform other duties as assigned by supervisors

Education & Training

Applicants with a valid Arkansas Driver’s License are preferred. In order to drive a Utility vehicle, individuals must have a valid driver’s license and be insurable by the carrier providing automotive insurance coverage to the Springdale Water and Sewer Commission.

Office work includes sustained posture in a seated position with intense attentiveness to answering the telephone for prolonged periods. Work skills require sitting for extended periods of time; dexterity of hands and fingers to operate a telephone system, computer keyboard, ten-key adding machine, and other office equipment; reaching overhead, above the shoulders and horizontally, bending at the waist and kneeling or crouching to retrieve files from cabinets and shelves; hearing and speaking to exchange information in person or on the telephone; and seeing to read various document related to assigned activities. Vision abilities required by this job include close vision and the ability to adjust focus. The employee may be required to push, pull, lift, and/or carry up to 20 pounds. The noise level in the work environment is moderately quiet.
