SUMMARY
Responsible for all clinical activities, coordinates activities of the home managers, and oversees the homes by performing the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to the following. Other duties may be assigned.
The primary role of the PC is to act as the agent of the Executive Director. Accordingly, the PC,
1. Provides direct on-site supervision on behalf of the Executive Director and Program Manager.
2. Assures appropriate implementation of IPS goals, objectives, and training strategies, and
3. Provides relevant information to the client, services manager and other members of the Clinical Team regarding needs, changes and status of program implementation on behalf of each consumer.
Additionally, the PC performs various other duties such as:
Helps clarify/resolve individual consumer's SSI and entitlement issues and works closely with home's fiscal staff to assure that all such payments anticipated / received are so noted.
Reports to Executive Director and Program Manager on various matters, e.g., recipient rights, family visitation or non-visitation, upkeep of physical plant, staffing schedules and training.
Acts as bridge between Executive Director and Home Supervisor.
Routinely scrutinize clinical records to assure that timely and appropriate notations are being made.
Essentially, the PC assumes responsibility for details of program implementation, service delivery and protection of consumers; details that can no longer be performed by the Executive Director due to the number of consumers, number of locations and other factors such as distance/travel time.
The administrative team which consists of the PC and the Home Supervisor must see that consumer, staff, home, families and community mesh to promote a growth oriented, happy environment for our first concern, the person placed in our care.
The PC is responsible for the day to day operation of Central State Community Services, Inc.
Is knowledgeable of and adherers to contract, community mental health, and agencies policies and procedures.
The fiscal responsibilities decisions are made in conjunction with the Executive Director. Budgets, monthly fiscal reports, Supervisors meetings are within this position's framework.
Specifically, the Program Coordinator is responsible for:

Billings for consumer to appropriate CMH on a monthly basis.

Administering of medications
Tracking and requesting authorizations
Running the home - monitor and update the following support services:
Housekeeping Logs Mending
Laundry Supervisor & Employee Phone Log
Purchases Handbooks Program Audit
Menus Forms Book Transportation Log
Groceries Clinical Teams Inventory Control
All home reviews Maintenance (facility and van)
Bookkeeping - monitor the following:
Budget petty cash
Payment of bills Consumer personal spending & savings accounts
Payroll Audits
Public Relations
Speaking engagements
Public relations with neighborhood, CMH Boards,
Advisory Boards
Michigan Assisted Living Association (MALA)
ARC
Contract and Budget Negotiations
Licensing of Home
Be aware of regulations and meet them
Continued licensing updates
Cross-job train with Home Supervisor
Supervises Home supervisor at each assigned location. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include:
- conducting in home training, scheduling and coordinating staff in-services
- mentoring and teaching the home supervisor to become an effective manager/leader
- evaluating staff performance on a regular and scheduled basis
- supporting and strengthening the corporate character program
- recognizing and rewarding the demonstration of character by employees, people receiving supports and other members of the community
- correcting performance of employees that does not meet position expectations
- making recommendations for promotions, transfers and employment separations
- addressing complaints and resolving problems
- attending/conducting monthly staff meetings and other meetings as they become necessary
- monitoring all documentation, progress notes, medications, incident reports, emergency drills and procedures, telephone logs, staff communication logs, and flow charts to assure routine tasks have been completed
- reviewing time sheets and schedules
- reviewing petty cash receipts and expenditures
- reviewing the funds of the person receiving services
- ensuring that food, housekeeping supplies and medical supplies are adequate
- securing approval for and initiating a plan for any needed maintenance repairs
- acting as a liaison to all agencies, to the Case Manager and to all family members involved in services for the person
Qualifications
-Background in administrative responsibilities (including fiscal management) - Evidence of emotional maturity and stability - Knowledge of licensing, proposal writing, personnel - start-up of Adult Foster Care (AFC), and Community Living Facilities - Knowledge of waivered homes - Knowledge of transfer of management and licensing from one provider to another.
Formally recognize the accomplishments of others when they display character traits valued by the organization.
Interview, hire and train all community support professionals. Oversee and spot check the work of all community support professionals. Make recommendations for employment promotions, transfers or separations of the community support professional staff.

PROGRAM COORDINATOR ON-CALL RESPONSIBILITIES
ROTATION
The on-call cell phone is carried and then forwarded to the next on-call PC every Thursday.
The rotating schedule is developed based on alphabetical order by last name.
SUPERVISORY RESPONSIBILITIES
Directly supervises 6-16 employees, Home supervisors/Assistant supervisors. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and correcting employees; addressing complaints and resolving problems.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
A minimum of one year of supervisory experience with the population served and/or related training and education. Bachelor’s Degree preferred. Minimum of a high school diploma or equivalent.
CERTIFICATES, LICENSES, REGISTRATIONS
A valid Michigan driver’s license is required as well as current insurance as required by the State of Michigan.
OTHER QUALIFICATIONS
A felony/misdemeanor background search with MILT and IChat is performed. Searches of the Office of Investigator General (OIG), Offender Tracking Information System (OTIS), the Sex Offender Registry and the Nurse Aid Registry are also performed. Results can affect employment status.
