Full Job Description

Town of Middlefield Administrative Specialist (Part-Time)

The Town of Middlefield is seeking a highly organized, adaptable, and motivated Administrative Specialist to provide primary administrative support to the Highway Department while serving as a versatile administrative resource for the Town. Reporting directly to the Town Administrator, this position plays an important role in supporting municipal operations by providing day-to-day administrative assistance, coordinating projects, maintaining records, and ensuring continuity of operations by providing temporary administrative support to other Town departments as needed.

This is a part-time position averaging 10 hours per week. The schedule will be established by the Town Administrator and may offer some flexibility based on departmental needs.

Responsibilities include:

Provide primary administrative support to the Highway Department.
Assist with administration of the Town’s Chapter 90 roadway program, includingmaintaining project files, preparing reimbursement documentation, coordinating withstate agencies, and tracking expenditures.
Assist with procurement activities, including preparing purchase orders, maintainingvendor records, obtaining quotations, and coordinating bid and contract documentation inaccordance with Massachusetts procurement laws and Town policies.
Process invoices and assist with budget tracking, expenditure monitoring, and financialrecordkeeping.
Maintain Highway Department records, permits, correspondence, equipment files,inventories, and other departmental documentation.
Assist with preparation of annual operating budgets, capital improvement requests, andgrant applications.
Maintain records relating to roadway maintenance, drainage projects, culverts, signage,winter operations, and other public works activities.
Coordinate resident inquiries, service requests, and complaints, ensuring timelycommunication and follow-up.
Prepare correspondence, reports, spreadsheets, meeting materials, and other documentsusing Microsoft Office applications.
Maintain electronic and paper filing systems in accordance with municipal recordretention requirements.
Assist with payroll and timekeeping documentation as assigned.
Support emergency management and storm response documentation, includingreimbursement and disaster assistance records when applicable.
Sort and distribute Town mail and assist with incoming telephone calls and emails asneeded.
Provide temporary administrative coverage for Town departments during employeeabsences, vacations, or other staffing needs.
Assist the Town Administrator with special projects and other administrative assignments.
Perform other related duties as assigned. Qualifications
A qualified candidate will possess:
Excellent organizational, communication, and customer service skills.
Strong problem-solving abilities and the ability to work independently with minimalsupervision.
The ability to manage multiple priorities and adapt to changing workloads.
Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, andPowerPoint.
Strong attention to detail and accuracy.
The ability to maintain confidentiality and exercise sound judgment.
The ability to establish effective working relationships with Town officials, employees,contractors, state agencies, and members of the public.
Municipal government or public works experience is preferred but not required.
Familiarity with Massachusetts municipal operations, Chapter 90, procurement, grants, or municipal finance is desirable.

Working Conditions

Work is primarily performed in a municipal office environment with occasional visits to Highway Department facilities or project sites as needed.

Compensation

This is a part-time, non-benefit-eligible position averaging 10 hours per week. Compensation will be hourly and commensurate with qualifications, experience, and available funding. Some flexibility in scheduling may be available.
