LEARNING MANAGEMENT SYSTEM ADMINISTRATOR

POSITION OVERVIEW -
Strategic Technology Institute, Inc. (STi) is seeking a Learning Management System Administrator to support the Defense Counterintelligence and Security Agency Human Capital Management Office’s learning-technology environment at DCSA Headquarters in Quantico, Virginia.
This position will provide daily LMS administration and technical oversight, including course and user administration, digital-content integration, technical support, reporting, accessibility compliance, cybersecurity coordination, platform integration, and learning-technology optimization.
The successful candidate will combine hands-on enterprise LMS administration experience with SCORM or xAPI integration, technical troubleshooting, reporting, secure-system administration, vendor coordination, and long-term learning-technology planning.
PRIMARY RESPONSIBILITIES -
- Administer daily LMS operations, including course creation, configuration, catalogs, learner enrollments, assignments, completion tracking, and reporting.
- Manage learner, instructor, and administrator accounts, permissions, organizational structures, and system access.
- Serve as the primary LMS help desk and provide first-level technical support to learners, instructors, administrators, and other stakeholders.
- Develop and maintain LMS standard operating procedures, administrator job aids, user guides, knowledge articles, and technical documentation.
- Document technical issues, manage service tickets, coordinate with IT teams and vendors, and track problems through resolution.
- Monitor vendor performance against service-level agreements and communicate issue status, risks, and corrective actions to Government stakeholders.
- Upload, configure, test, and troubleshoot SCORM, xAPI, third-party courseware, and other digital learning content.
- Validate course launch, navigation, bookmarking, completion, assessment, and reporting functionality.
- Support integrations among the LMS, human resources information systems, single sign-on services, identity-management capabilities, and other enterprise platforms.
- Ensure LMS configurations and administrative processes comply with cybersecurity, data-privacy, records-management, and personally identifiable information requirements.
- Support learning-technology governance, configuration management, change control, Risk Management Framework documentation, and Authority to Operate activities.
- Conduct platform, courseware, and digital-content audits for Section 508 accessibility.
- Develop recurring LMS reports and analyze usage data, service metrics, user feedback, and system performance to recommend improvements.
- Evaluate emerging learning technologies and support technical assessments, market comparisons, feasibility studies, and controlled pilot programs.
- Develop and maintain a learning-technology roadmap addressing system optimization, modernization, integration, and potential legacy-system replacement.
- Coordinate with DCSA human capital, information technology, cybersecurity, instructional-design, training, data-management, and vendor stakeholders.
REQUIRED QUALIFICATIONS -
- U.S. citizenship and current active Secret or higher U.S. Government security clearance required.
- Bachelor’s degree or higher in information systems, learning technology, instructional technology, computer science, education technology, business systems, or a closely related discipline.
- Experience administering an enterprise learning management system or comparable learning-technology platform.
- Experience configuring courses, catalogs, enrollments, assignments, learner records, permissions, and completion reports.
- Experience integrating, testing, and troubleshooting SCORM or xAPI courseware.
- Experience providing LMS help-desk support, managing service tickets, and coordinating issue resolution with IT teams or vendors.
- Experience developing LMS procedures, user guides, administrator job aids, knowledge articles, or technical documentation.
- Knowledge of data privacy, PII protection, cybersecurity controls, and secure-system administration.
- Knowledge of Section 508 accessibility requirements applicable to learning platforms and digital courseware.
- Strong technical troubleshooting, project-management, documentation, communication, and stakeholder-engagement capabilities.
- Ability to work primarily on-site at DCSA Headquarters in Quantico, Virginia.
REFERRED QUALIFICATIONS -
- Prior DCSA, DoD, Intelligence Community, or Federal LMS administration experience.
- Experience with DoD learning systems or enterprise Federal training environments.
- Experience supporting Risk Management Framework, cybersecurity authorization, or Authority to Operate activities.
- Experience integrating an LMS with HRIS, identity-management, or single sign-on services.
- Familiarity with Universal Design for Learning principles.
- Experience evaluating microlearning, gamification, social-learning, or other emerging learning technologies.
- Experience managing vendor service-level agreements or developing learning-technology roadmaps.
- Applicable LMS administration, learning technology, information technology, or cybersecurity certification.
- Experience with Microsoft SharePoint, Visio, Planner, or Forms.
WORK ENVIRONMENT -
- Primary place of performance is DCSA Headquarters at the Russell-Knox Building in Quantico, Virginia.
- Work is primarily on-site. Limited telework may be permitted under a schedule approved by the Government.
- The position requires regular coordination with human capital, information technology, cybersecurity, instructional-design, training, and vendor stakeholders.
- Local National Capital Region travel and occasional travel to other DCSA locations may be required.
- The anticipated contract period extends through March 30, 2031, if all options are exercised.
