DEFINITION:
The position is located in the Fire Department, which provides protective services to prevent and/or limit loss of life and property due to fire or other hazardous conditions, to rescue victims in other emergency situations, and to provide pre-hospital emergency care. This position involves managing and administering the Morrow Fire Department's training program. This position reports to the Deputy Chief.
FUNCTIONS OF THE JOB/WORK PERFORMED:
· Consistently promote a positive, professional image of the Morrow Fire Department and the City of Morrow at all times
· Supervise students during training so that applicable safety standards and practices are followed, and instructional goals are met.
· Create, deliver, and evaluate classroom and practical training relevant to the needs of the members and the community
· Manage the resources, the records, and the reports essential to the instructional process.
· Assemble course materials so that the lesson plan and all materials, resources, and equipment needed to deliver the lesson are obtained.
· Complete training records and report forms so that required reports are accurate and submitted in accordance with the procedures of the regulating agency, including GPSTC, GFSTC, SOEMS, ISO, and others
· Conduct training classes using lesson plans that involve the utilization of multiple teaching methods and techniques so that the lesson objectives are achieved.
· Present prepared lessons that the method(s) indicated in the plan are used, and the stated objectives or learning outcomes are achieved, applicable safety standards and practices are followed, and risks are addressed.
· Administer oral, written, and performance tests, evaluation instruments, and evaluation procedures, so that bias or discrimination is eliminated, the testing is conducted according to procedures, and the security of the materials is maintained
· Provide evaluation feedback to students so that the feedback is timely, specific enough for the student to make efforts to modify behavior, and objective, clear, and relevant; also include suggestions based on the data.
· Formulate budget needs, given training goals, agency budget policy, and current resources, so that the resources required to meet the training goals are identified and documented.
· Acquire training resources so that the resources are obtained within established timelines, budget constraints, and according to policy.
· Instruct, advise, discipline, and counsel personnel in order to maintain a high level of performance, morale, and motivation among personnel.
· Perform related activities in responding to fires and other emergency situations, acting as Incident Commander, Safety Officer, or other role as needed until properly relieved by a superior officer.
· Respond promptly to phone calls, texts, and emails from subordinates, superior officers, other City officials, and the public.
· Act as the Fire Chief in his absence as needed.
· Perform such other management-related activities as may be required by the Fire Chief.
· Other related duties assigned as necessary.
GENERAL PREREQUISITE KNOWLEDGE
· All prerequisite knowledge to be a shift Captain with the City of Morrow Fire Department
· Modern methods of firefighting, search and rescue, extrication, the NIMS, Paramedicine, and all related fields
· Policies and procedures for the procurement of materials and equipment, and resource availability.
· Resource management, sources of instructional resources and equipment.
· Types of records and reports required, and policies and procedures for processing records and reports.
· Recognition of student limitations and cultural diversity, methods of instruction, types of resource materials, organization of the learning environment, and policies and procedures.
· Elements of a lesson plan, selection of instructional aides and methods, and organization of the learning environment.
· Classroom management and safety, advantages and limitations of audiovisual equipment and teaching aids, classroom arrangement, and methods and techniques of instruction.
· The laws and principles of learning, methods and techniques of instruction, lesson plan components and elements of the communication process, and lesson plan terminology and definitions; the impact of cultural differences on instructional delivery; safety rules, regulations, and practices; identification of training hazards; elements and limitations of distance learning; distance learning delivery methods; and the instructor’s role in distance learning.
· The delivery of instructional sessions utilizing prepared course materials.
· Motivation techniques, learning styles, types of learning disabilities, and methods for dealing with them, and methods of dealing with disruptive and unsafe behavior
· Test administration, agency policies, laws, and policies pertaining to discrimination during training and testing, methods for eliminating testing bias, laws affecting records and disclosure of training information, purposes of evaluation and testing, and performance skills evaluation.
· Resource management, needs analysis, sources of instructional materials, and equipment.
· City of Morrow and Morrow Fire Department policies, SOG’s, purchasing procedures, and budget procedures and management.
· Components of learning objectives, methods and techniques of instruction, principles of adult learning, techniques for eliminating bias in instructional materials, types and application of instructional media, evaluation techniques, and sources of references and materials.
· Safety rules, regulations, and practices; the incident command system; and leadership techniques.
GENERAL PREREQUISITE SKILLS & ABILITIES

· Implementation of the incident management system

· Must be willing and have the ability to work such hours as are necessary to accomplish the job requirements, remain awake for long periods of time (including 24 hour periods) under strenuous situations, remain on-call 24 hours a day, attend meetings, seminars, and conferences during or after work hours, travel out of town or out of state for several days at a time, work under adverse conditions such as those inherent in emergency fire fighting situation.
WORK ENVIRONMENT:

· Work is performed primarily in office, vehicles, and outdoor settings, in all weather conditions, including temperature extremes, during day and night shifts. Work is often performed in emergency and stressful situations. Individual is exposed to hearing alarms and hazards associated with fighting fires and rendering emergency medical assistance, including smoke, noxious odors, fumes, chemicals, liquid chemicals, solvents and oils.
· The employee occasionally works near moving mechanical parts and in high precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually quiet in office settings and loud at an emergency scene
· Contact with co-workers involves a high degree of teamwork and requires close interaction for extended periods of time. Contacts also include the general public in both emergency and non-emergency situations.
· As an exempt employee, the normal work schedule is Monday-Friday from 08:00-17:00 with breaks totaling 1 hour. Occasionally, the employee will be expected to arrive earlier than 08:00 and leave later than 17:00. The employee will be expected to attend certain meetings and events that may occur outside of the normal work week, such as City Council meetings, MFD events, City of Morrow events, seminars, conferences, and training
· As an exempt employee, the member is “always on-call” and will be expected to respond to emergency situations within a reasonable time unless extenuating circumstances apply.

· Must be a City of Morrow Fire Captain or meet all of the qualifications to be a City of Morrow Fire Captain, with the exception of prior employment history with the City of Morrow.

· Georgia EMS Instructor Level I
· American Heart Association BLS Instructor
· Georgia Department of Public Health Paramedic
· Must have a minimum of 10 years in the fire service and EMS, with at least 3 years in a supervisory position.
· Within 1 year of obtaining this rank, the member must have successfully completed the following courses offered by the Georgia Fire Academy or equivalent from another state academy:
a. Structural Fire Control Instructor
b. NPQ Fire Instructor II
c. Training Operations in Small Departments
d. Chief Fire Officer Orientation Day 1, 2, 3, & 4
e. ACLS Instructor
· Within 2 years of obtaining this rank, the member must have successfully completed the following course offered by the Georgia Fire Academy:
a. Fire Department Administrator and obtain NPQ Fire Officer III
· Must attend annual training in order to maintain all required certifications
PREFERRED QUALIFICATIONS:
· Associate's degree from an accredited college or university in a related field
· Hazardous Materials Technician
· At least one on-site National Fire Academy 6 or 10-day class
· Previous experience as a Training Officer
· Georgia Chief Fire Officer Certification
