WAYNE COUNTY JOB DESCRIPTION for
COUNTY MANAGER’S OFFICE

GENERAL WORK FUNCTIONS

Under limited supervision, performs administrative and secretarial duties in support of the County
Manager’s Office and the Board of Commissioners. This position serves as the duly sworn
Assistant Clerk to the Board of County Commissioners and is responsible for all incumbent duties
and responsibilities per State and local regulations. Work involves responding to inquiries;
performing data entry; compiling reports, correspondence and forms; serving as a receptionist;
maintaining calendars and making travel arrangements; maintaining office records and budgets.
Also serves as Supervisor to the Central Services Department. Reports to the County Manager.

SPECIFIC DUTIES AND RESPONSIBILITIES
 Serves as Assistant Clerk to the Board of County Commissioners; prepares agendas for

Board meetings; assists in compilation of agenda packets for Board of Commissioners’
meetings; notifies Commissioners, appropriate county staff, news media, and other
interested parties of Board meetings; attends Board meetings, hearings and workshops;
takes, transcribes, records, and distributes minutes.

 Answers telephone and receive inquiries in person, providing information based on
considerable knowledge of County programs and activities, or referring callers to
appropriate personnel, as necessary; routes messages for Department personnel, as
necessary.

 Provides administrative and clerical support to the County Manager, Board of
Commissioners, and County Attorney relating to County operations and special projects;
researches, compiles, and generates reports as directed; composes and/or types various
documents and materials requiring the use of a variety of complicated formats for preparing
correspondence, reports, schedules, records, minutes, etc.; takes dictation; assumes
responsibility for correctness of spelling, punctuation, grammar and format.

 Utilizes computerized data entry equipment and various word processing, spreadsheet
and/or file maintenance programs to enter, store and/or retrieve information as requested or
otherwise necessary; summarizes data in preparation of standardized reports.

 Establishes and maintains a variety of tangible and computerized files, filing and retrieving
information as requested or otherwise necessary.

 Sorts incoming mail according to prioritized need of attention; opens mail, routes and
distributes as appropriate.

 Maintains office supply inventory

ASSISTANT CLERK TO THE BOARD/SECRETARY IV/CENTRAL SERVICES
SUPERVISOR COUNTY MANAGER’S OFFICE

 Maintains calendars for Board of Commissioners, County Manager, and Clerk to the
Board; arranges travel and lodging accommodations; advises County officials of upcoming
appointments, events and deadlines; prepares related reports.

 Assists with various tasks related to the financial management/budget for the County
Manager, Board of Commissioners and Central Services Department. This includes the

preparation, compilation and keying of information in the GEMS system. Also prepares
invoices to submit to Finance office for payment for all three departments.

 Schedules two Commissioner Vehicles. (One is available to other county departments.)
 Supervises Central Services Department, which includes one Mail/Bank Service

Coordinator and one Central Services Administrative Assistant. Duties include monthly
meetings, maintaining leave records, scheduling work assignments, budgeting,
troubleshooting and all other department needs

KNOWLEDGE, SKILLS AND ABILITIES
 Considerable knowledge of modern office practices, procedures, equipment and standard

clerical techniques.
 Considerable knowledge of general policies and procedures of the Department.
 Considerable knowledge of arithmetic, grammar, spelling, punctuation and vocabulary.
 Some knowledge of the application of established bookkeeping and accounting principles

and techniques to governmental accounting transactions.

ASSISTANT CLERK TO THE BOARD/SECRETARY IV/CENTRAL SERVICES
SUPERVISOR COUNTY MANAGER’S OFFICE

 Skill in the use of common office machines, including popular computer-driven word
processing, spreadsheet and file maintenance programs.

 Ability to maintain complete and accurate records and to prepare reports from them.
 Ability to screen communications and, based on content, handle independently or route to

proper source.
 Ability to follow moderately complex oral and written instructions.
 Ability to use judgment in organizing and establishing format.
 Ability to exercise tact and courtesy in contact with County residents, officials and

employees.
 Ability to establish and maintain effective working relationships as necessitated by work

assignments.

ADDITIONAL JOB FUNCTIONS
 Attend meetings and activities on behalf of County Manager and Board of Commissioners

as requested.
 Performs other work as assigned.
 Maintains notary status.

MINIMUM TRAINING AND EXPERIENCE
Minimum:

 Any equivalent combination of training and experience which provides the required
knowledge, skills, and abilities.

 3-5 years of experience in clerical and/or secretarial work.
 Associates degree in office management

Office Manager/Deputy Clerk Grade:72

SPECIAL REQUIREMENT

 Certification as a Notary Public by the North Carolina Department of the Secretary of
State.

MINIMUM STANDARDS REQUIRED
TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be physically able to operate a variety of machinery and
equipment, including computers, typewriters, calculators, copiers, facsimile machines, two-way
radios, etc. Requires the ability to exert up to 20 pounds of force occasionally, and/or up to 10
pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical
demand requirements are in excess of those for Sedentary Work. Light Work usually requires
walking or standing to a significant degree. However, if the use of arm and/or leg controls requires
exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job
is rated for Light Work.

SUPERVISOR COUNTY MANAGER’S OFFICE

Data Conception: Requires the ability to compare and/or judge the readily observable, functional,
structural, or composite characteristics (whether similar to or divergent from obvious standards) of
data, people or things.
Interpersonal Communications: Requires the ability to speak and/or signal people to convey or
exchange information. Includes receiving assignments and/or directions from supervisors.
Language Ability: Requires the ability to read a variety of reports, correspondence, forms, etc.
Requires the ability to prepare a variety of correspondence, reports, forms, minutes, etc., using
prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Must be
able to speak to people with poise, voice control and confidence.
Intelligence: Requires the ability to apply rational systems to solve practical problems and deal
with a variety of concrete variables in situations where only limited standardization exists; to
interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form.
Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to
follow oral and written instructions. Must be able to communicate effectively and efficiently in
Standard English.
Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract;
multiply and divide; calculate decimals and percentages.
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.
Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in
using automated office equipment.
Manual Dexterity: Requires the ability to handle a variety of items, office equipment, control
knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.
Color Discrimination: Does not require the ability to differentiate between colors and shades of
color.
Interpersonal Temperament: Requires the ability to deal with people beyond giving and
receiving instructions. Must be adaptable to performing under stress and when confronted with
persons acting under stress.
