This position stems from a recent merger by the City of Sanford that will significantly expand our reach and influence in the industry. The Distribution & Collections Administrator will primarily work with City of Sanford customers; however, may also work with customers of Pittsboro, Chatham, and Siler City to perform the following duties:
Planning, organizing and directing Collection and Distribution Division functions; ensuring compliance with regulatory agency requirements; maintaining records and files; preparing reports.-
Manages the operations of the Collection and Distribution Division including the planning, organizing, observing and coordinating of activities of assigned staff; makes routine inspections of all facilities.

Oversees the recruitment and selection of Collection and Distribution Division personnel; recommends candidates for hire; assigns, directs, trains and inspects the work of staff; rewards, disciplines, coaches, counsels and evaluates staff performance, and reviews performance evaluations submitted by subordinate supervisors on assigned personnel; reviews time and attendance records; develops staff schedules; recommends transfers, promotions, suspensions, terminations, and demotions.

Acts as the Operator in Responsible Charge of the collection and distribution systems.

Reviews daily logs; prepares reports; reviews maintenance records.

Develops division operating and capital budgets; monitors expenditures; oversees the purchase of all division equipment and supplies; analyzes data and adjusts operational parameters to improve efficiency; develops policies and procedures.

Prepares and distributes necessary reports and announcements to maintain regulatory compliance as well as informing the public; receives and responds to customer complaints.

Directs the maintenance and repair of collection and distribution equipment and vehicles; schedules contract work as necessary.

Enforces safety and other procedures and regulations; ensures compliance with permit requirements.

Works closely with regulatory agency representatives to ensure compliance with Federal, State and Local rules and regulations.

Conducts tours; makes presentations to public groups and City Council as requested; performs related tasks as required.

We are looking for a detailed individual who possesses comprehensive knowledge of the practices, methods and techniques necessary for the efficient and effective administration and management of the collection and distribution systems, applicable Federal, State, and Local rules and regulations pertaining to the administration and management of the collection and distribution division and in interpreting them, in reading and interpreting various manuals, in preparing detailed, complex technical reports and related documents, and in the use of standard office equipment and related software; thorough knowledge in reading and interpreting diagrams, maps and policies and procedures, and in the operation of equipment associated with the position; ability to plan and supervise the work of subordinates, communicate effectively in oral and written forms, make arithmetic computations, compute rates, ratios, and percentages, manage multiple tasks simultaneously, establish and maintain effective working relationships with associates, regulatory agency representatives, customers and the general public. The position requires any combination of education and experience equivalent to graduation from an accredited college or university with major coursework in civil engineering, public administration, business administration, or a related field and considerable relevant experience.
Possession of a valid North Carolina driver’s license upon hire. Must meet and maintain all certification, license and training requirements necessary for serving as Operator in Responsible Charge of the collection and distribution systems, including the ability to acquire a Class “A” certification in distribution and a Collection IV certification in wastewater.
