YOUTH SOLUTIONS MANAGER

This full-time (40 hours per week) position is in compensation Pay Range F that pays from $58,823 to $82,285 annually, plus fringe benefits, including healthcare benefits, retirement plans with employer match, financial wellness program, tuition reimbursement, paid holidays, and accrued time off. Starting wage is commensurate with qualifications and experience.

ACSET OVERVIEW: ACSET is the administrative and fiscal agent for the Michigan Works! Agency of Allegan, Barry, Ionia, Kent, Montcalm, Muskegon, and Ottawa counties. West Michigan Works! mission is to lead workforce development strategy and resource alignment in West Michigan by understanding the talent needs of employers and employment needs of job seekers and connecting them to solutions.

JOB SUMMARY:

The Youth Solutions Manager, in coordination with the Director of Development and Innovation, oversees the operations of the youth programs, ensuring services are in alignment with all centers across the region. The Youth Solutions Manager oversees staff and works closely with the policy team to ensure efficient and effective service delivery of all West Michigan Works! youth programs. Responsibilities are carried out directly and through supervision of assigned staff with wide latitude for initiative and independent judgment.

DUTIES & RESPONSIBILITIES:

Coordinate the activities of varied and complex projects including outreach, orientation, eligibility requirements, service delivery procedures/processes, referral to services and follow-up; maintain communication with agencies, contractors, employers, vendors and resource allocators to ensure optimal operational efficiency and effectiveness of organizational programs.

Coordinate the development and implementation of systems and procedures to assure efficient utilization of resources and achievement of objectives in accordance with grant and contract requirements.

Develop and conduct training sessions and provide technical assistance on assigned programs for staff, volunteers, contractors, other agencies and interested community groups.

Supervise subordinate staff; provide guidance and direction; evaluate staff performance and assess need for training and career development.

Provide staff support to boards, councils and committees; coordinate the preparation of materials required for review and action; prepare, present, and explain reports and recommendations along with background information.

Coordinate the preparation and processing of forms and records; prepare and present special and routine reports, including program evaluations; review reports and records of activities to ensure progress is being accomplished with program objectives and, if necessary, make modifications/changes.

Identify Federal, State, and local resources that can be utilized to further program objectives; maintain linkages to enhance cooperative planning and efficient delivery of services.

Review and evaluate proposals requesting funding for employment and training programs.

Assist in the development of program plans, proposals and funding applications.

Prepare routine and special reports as required.

Attend professional development activities, seminars, and sit on external boards and committees to assist in resolving long-term problems in the community such as poverty and unemployment.

Actively participate in continuous quality improvement processes.

Perform other duties as assigned.

JOB QUALIFICATIONS:

The job requires knowledge normally acquired through a Bachelor’s Degree in Public Administration, Sociology, or related field.

Two to four years of experience in social work, vocational rehabilitation, and occupational education/therapy is required, or an equivalent combination of training and experience. Experience in overseeing employment and training programs/projects is preferred. Experience preparing grant applications and working with various funding sources is preferred.

Supervisory skills necessary to effectively manage the daily operations and administration of assigned function.

Ability to apply analytical skills in identifying operational problems and potential solutions.

Written skills necessary to prepare routine and special reports and other required documentation.

Interpersonal skills necessary to effectively communicate in both oral and written form with prior experience in public speaking.

Communication and organizational skills that contribute to a quality work environment and the ability to work as a team.

Planning and time management skills with the ability to adapt to changing priorities.

Considerable ability to establish and maintain effective working relationships with supervisors, fellow employees, state and local agencies, and the general public.

Ability to organize, prioritize, and maintain confidentiality while providing patient, friendly, and participant centered services.

Knowledge of the principles and practices of public administration.

Knowledge of relevant human service programs, resources, and procedures.

Mental ability to work on projects requiring concentration and attention to detail with frequent disruptions from people, phone calls, etc.

Physical ability to frequently lift/carry/transport supplies weighing up to 25 pounds. Must frequently sit in one position for extended periods of time.

WORKING CONDITIONS:

Normal office environment with little discomfort due to noise, dirt, dust and the like.

Local travel will occasionally be required.
