Based within the Green Bay metro area, the Bay-Lake RPC is a public agency that offers planning services to local units of government within eight northeast Wisconsin counties. The Bay-Lake RPC offers a range of planning services including community assistance, economic development, environmental, transportation, and mapping and visualization.

Position Summary
Under the direction of the Executive Director and Assistant Director, this position is a key administrative and financial position responsible for maintaining the fiscal integrity of the Commission and supporting the effective administration of business and personnel operations. The position has significant responsibility for financial accounting, accounts payable and receivable, payroll, project invoicing and financial monitoring, budget and audit support, QuickBooks administration, employee records and benefits, office operations, purchasing, and related compliance activities.
This position handles highly confidential financial, payroll, personnel, and business information and must exercise a high degree of discretion, accuracy, sound judgment, integrity, and independence. The position serves as a primary administrative resource for Commission staff and management and reports directly to the Executive Director, while working closely with the Assistant Director, project managers, employees, Commissioners, auditors, CPA, benefit providers, vendors, contractors, and funding agencies.
What We Offer
· The annual salary ranges from $51,532 - $66,801 depending on qualifications. This is a full-time position (40 work hours/week).

Essential Duties and Responsibilities
This is a high-trust position with access to confidential financial, payroll, personnel, tax, banking, and business information. The successful candidate must be comfortable working in a small organization where responsibilities are broad and priorities may change. The position requires someone who can manage routine responsibilities independently and recognize when an issue needs to be brought to management.
The following duties are representative of the position and are not intended to be an exhaustive list.
- Maintain the Commission's accounting system and financial records, including QuickBooks, accounts payable and receivable, deposits, reimbursements, and account reconciliations.
- Prepare financial reports and assist with the annual budget, audit, and other required financial reports.
- Prepare and review project invoices and track project budgets, expenses, payments, and supporting records.
- Coordinate bi-weekly payroll, employee deductions, leave, benefits, retirement information, and related records.
- Maintain confidential employee records and assist with hiring, onboarding, benefits, leave, and employee separation processes.
- Coordinate employee benefits and retirement-related paperwork and payments.
- Assist with personnel policies, forms, required records, and employment and payroll requirements.
- Coordinate Commission and Committee meeting materials and provide administrative support for meetings.
- Serve as a primary administrative contact for staff, Commissioners, vendors, auditors, benefit providers, and the public.
- Manage office purchases, supplies, equipment, maintenance, service providers, and other routine office needs.
- Maintain organized administrative records and help document recurring financial, payroll, HR, and office procedures.
Qualifications and Skills
- Strong knowledge of accounting, financial records, payroll, accounts payable and receivable, and budgeting.
- Experience with QuickBooks or similar accounting software and strong working knowledge of Microsoft Excel and Microsoft Office.
- Experience handling payroll, employee benefits, and confidential personnel information.
- Strong attention to detail, accuracy, organization, and ability to manage multiple deadlines.
- Ability to review financial information, identify errors, and resolve routine problems independently.
- Good written and verbal communication skills and ability to work professionally with employees, management, vendors, auditors, contractors, local governments, and the public.
- High level of integrity, discretion, dependability, and good judgment.
- Ability to work independently while keeping the Executive Director and Assistant Director informed of important issues.
Education and Experience
Bachelor's degree or higher from an accredited college or university in accounting, finance, business administration, public administration, management, human resources, or a related field, plus at least five years of progressively responsible experience in accounting, finance, administration, human resources, or a related field.
An associate degree in a related field may be considered with at least seven years of progressively responsible relevant experience. A combination of education, training, and directly related experience may also be considered.
Preferred experience includes governmental or nonprofit accounting, QuickBooks, payroll and benefits administration, project or grant financial administration, certified payroll or wage requirements, annual audits, budgeting, and human resources administration.
