About the Position:
To assist the Chief Executive Officer to ensure implementation of the agency mission and best practice for those we serve by providing expert leadership and administrative oversight of all assigned programs, and any assigned related agency activities.
A Typical Day as a Chief Program Officer:

Be a key agency wide primary leader for CYFS Agency Culture, Mission, and Best Practice in all communication and actions.

Create a collaborative management culture from a FITS perspective.
-
Assist the Chief Executive Officer in the day-to-day operations and oversight of The Center for Youth and Family Solutions.
-
Provided regular supervision, consultation, and oversight to the program coordinators of all direct service programs.
- Continually assess all programs legal, financial, and practice risk management in coordination with Program Coordinators and CQI and report to CEO on ongoing basis.
-
Maintain effective functioning of The Center for Youth and Family Solutions as requested in the absence of the Chief Executive Officer.

Provide input and feedback on issues related to the agency as a whole and participate in making decisions as part of Agency Executive Leadership Team.

Keep employees informed of policies, procedures and operational changes.
-
Oversee administration of assigned programs to ensure compliance with all federal and state laws and regulation.
-
Help the Chief Executive Officer assure compliance with requirements of grants, contracts, and other sources of funding.
-
Interact with Program Coordinators team in highly collaborative manner in monitoring service provision so as to maintain awareness and coordination of all The Center for Youth and Family Solutions critical service issues.

Evaluate all assigned programs and initiatives to ensure that long-term objectives of the agency are met in a cost and time-efficient manner and that programs and initiatives are sensitive to the cultural differences in the service population.

Assist Chief Executive Officer and Program Coordinators with short- and long-range planning and implementation.

Assess, monitor, and make recommendations to the Chief Executive Officer for all Agency programs and policies.
-
Assist appropriate staff in the development of new programs to meet the changing needs of the client population and to meet the overall goals of the agency's mission.

Proactively develop and implement policies within assigned programs to adapt to changing regulations and needs of a varied client base.

Review and negotiate contracts with Program Coordinators with appropriate outside agencies and organizations.

Assist Program Coordinators in coordination with CEO and CFO with development of Annual Budget projections and planning for the assigned programs.

Problem solve with CEO, CFO and Program Coordinators to address and creatively resolve program financial challenges.
- Review compensation plans with CEO and Program Coordinators for all staff in assigned programs, ensuring appropriate pay levels within the established budget.

Be aware of proposed and pending legislation potentially affecting the Agency.

Stay abreast of all new major program policies, and regulations; and standards for COA accreditation.

Assist in agency preparation for COA accreditation and DCFS Child Welfare Licensing, and Medicaid reviews.
- Assist in identifying sources of funds such as grants, foundations, and contracts, as well as assist in preparing funding proposals.

Interact with state funding bodies, foundations, and United Ways in budget preparation, proposal development, and program presentation as requested.
- Give oral presentations to funding bodies and represent the Agency at meetings with government bodies when requested, or in the absence of the Chief Executive Officer.

Be available for necessary hearings or public reviews of proposals, enlisting other appropriate Agency personnel when necessary.

Meet with other child welfare and social service organizations to share ideas and improve the quality of service provided by the agency and all providers to the communities we serve.

Visit various agency sites throughout the service area to share information, answer questions, and integrate site activities with other organization's overall plan.

Work Hours:
Schedule is flexible and follows agency business hours of 9-5 PM.
Does the Following Apply to You?
-
Master's degree in Social Work, Counseling, Marriage and Family Therapy or other human service field. Related degree considered in Public Administration. Clinical license as LCSW, LMFT, LCPC preferred.

10 years of direct, supervisory, and supervision of supervision in social work, behavioral health, or child welfare experience in a human service field; 5 years must be in a significant administrative, practice oversight, risk management, and fiduciary management capacity.
-
Five years of significant administrative experience in areas such as major project management, professional writing, finance, personnel management, technology, supervision, quality assurance, risk management, accreditation, contract management, proposal writing, community and public relations management, governing board relations and management.
Additional Qualifications:
- Completion of DCFS criminal background check and fingerprinting
- Must be at least 21 years of age
- Obtain an insured vehicle
- At least three years of driving experience with a valid driver's license
